MINUTES The Plainview City Council met in Regular ~Session on Tuesday, May 22, 1990 in the Council Chambers of City Hall at 7:30 P.M. with Mayor E.V. Ridlehuber presiding. The following Councilmembers were present: Alton Jackson, Mary Virginia Kirchhoff, Don Dickson, Medlin Carpenter, Barbara Dorman, Dwain Dodson and Ross Owen. Staff Present: James P. Jeffers, City Manager; Bill Hogge, Director of Public Works; Mike McDonough, Director of Municipal Services; Norman Huggins, Director of Finance; Rolando Vela, Administrative Assistant; David Blackburn, City Attorney; Roy L. Osborne, Director of Public Safety; Barbara Sullivan, Municipal Court Judge; Jim Sewell, Building Inspector and Carla Reese, City Secretary. News Media Present: Richard Orr - Plainview Daily Herald. Guest Present: Alicia Gallegos, Joe McKinnis, Irene Favila, Angela Rowell, Reed Rowell, Doris Washington, Del Essary, Rey Rosas, Renata Kennedy, Pam Kennedy, Warren Green, Lena Faye Green, Sue Johnson, K.C. Willis, Rosa Zuniga. Bill Hogge, Director of Public Works delivered the invocation. Mayor E.V. Ridlehuber welcomed the guest. Cost Saving Awards. Jim Jeffers, City Manager and Mayor E.V. Ridlehuber presented cost saving awards to Reed Rowell - 1st Place; Pam Kennedy - 2nd Place; and Sue Roth - 3rd Place. Oath of Office. Mayor E.V. Ridlehuber gave oaths of office to Councilmember Don DicksOn and David Blackburn, City Attorney. Parks. Irene Favila, Chairman of Human Relations Commission reviewed the Frisco Park Project and expressed an interest on behalf of the Frisco neighborhood and the Human Relations Commission for a park in the Frisco area. Favila also noted that commitments had been made from service organizations to hold fund raiser and give donations towards the building of a park. Rosa Zuniga, 1006 Winchell, on behalf of the Frisco neighborhood, advised she had visited with the residents of the area and they have expressed an interest in a park and are willing to work with the City in any way possible in obtaining a park for their neighborhood. Mayor E.V. Ridlehuber read the following statement; I would like to thank the Human Relations Commission for bringing this matter to our attention, and thank all of those who have spoken. Plainview has an excellent park's system, thanks to 1 of 3 O0 068 previous City Councils, Parks Committees and citizen interest. When you consider the acreage of parks that Plainview has, our parks maintenance people do a truly remarkable job in maintaining our parks facilities. Several years ago the City, due to financial reasons, was forced out of the park development business and to make cuts in other areas. Even though the City of Plainview may have some difficult financial times still ahead, our financial condition is much improved. It has improved to the point that this Council has already authorized an application to the State seeking grant funds to be used to construct a park in the Frisco Neighborhood. That grant is to be submitted by the end of July. If the grant is not awarded, I believe it is the consensus of a majority of this Council that we give serious consideration to providing funding for some type of park facilities in the Frisco area during our next fiscal year. While some may wish to commit to building a park today, it would not be good business to obligate funds to this project without looking at the needs of the entire City to determine where our priorities lie. In closing I wish to pledge my personal support to this project. Sewer Rate Adjustment. Ordinance No. 90-2829. An Ordinance of the City of Plainview, Texas, adjusting wastewater rates. Bill Hogge, Director of Public Works advised for the City of Plainview to meet with the terms of the permit with the Texas Water Commission that the ultra-violet method of dechlorination must be installed for the discharge of the effluent. The estimated cost for construction and installation of the dechlorination system is between 490,000 and 525,000, with the operation and maintenance of costing approximately $22,000 per year. Norman Huggins, Director of Finance reviewed the sewer rates charges noting that with an increase in the sewer rates to $5.20 that the cost for construction and installation of the system would be recovered over a twenty year period. Motion was made by Councilmember Ross Owen to adopt Ordinance No. 90-2829. Motion was duly seconded by Councilmember Barbara Dorman and carried by a unanimous vote. Sign Code - Amendment. Ordinance No. 90-2831. An Ordinance of the City Council of the City of Plainview, amending Section 21-72, entitled "amendments" to the Sign Code of the City of Plainview, Texas, for the purpose of establishing a required permit fee for all signage, establishing regulations affecting wall signs, placing certain restrictions on mobile or portable signs, restricting illumination of signage, requiring the removal of obsolete or unused signs, requiring the removal or repair of unsafe signs, directing publication of a descriptive caption of this Ordinance, with the penalty provisions of the Sign Code of the City and providing for an effective date of this Ordinance. Councilmember Dwain Dodson made a motion to table Ordinance No. 90-2831 and reschedule a public hearing for the Council Meeting of June 12th with final action to be taken at the Council Meeting of June 22nd. Motion was duly seconded by Councilmember Medlin Carpenter and carried by a unanimous vote. Councilmember Don Dickson amended the motion to delete Section 3-10 of the Sign 2 of 3 Ordinance amendment and hold a public hearing on the remaining portions of the Sign Ordinance amendment. Motion was not seconded. Mayor E.V. Ridlehuber presented the following Consent Calendar for approval. a) Minutes b) Department Reports c) Budget Expenditures d) Bids - Sanitation Containers. Resolution No. R90-140. A Resolution of the City of Plainview, Texas, awarding a bid for sixty (60) three cubic yard side load refuse containers. e) Bids -Mosquito Insecticide. Resolution No. R90-141. A Resolution of the City of Plainview, Texas, awarding a bid for liquid malathion for use in ultra low volume equipment during the 1990 mosquito season. f) Appointment - Records Management Officer. Resolution No. R90-142. A Resolution Of the City of Plainview, Texas, appointing a Record Management Officer in accordance with HB1285. Motion was made by Councilmember Barbara Dorman to adopt the Consent Calendar as stated. Motion was duly seconded by Councilmember Dwain Dodson and carried by a unanimous vote. Adjournment. Motion was made by Councilmember Ross Owen to adjourn. Motion was duly seconded by Councilmember Dwain Dodson and carried by a unanimous vote. There being no further business Mayor E.V.
