HomeMy WebLinkAbout90 0626 minCITY COUNCIL MEETING JUNE 26, 1990 MINUTES The Plainview City Council met in Regular Session on Tuesday, June 26, 1990, in the Council Chambers of City Hall at 7:30 P.M. with Mayor E.V. Ridlehuber presiding. Councilmember present were: Mary Virginia Kirchhoff, Don Dickson, Medlin Carpenter, Barbara Dorman, Dwain Dodson and Ross Owen. Councilmember Alton Jackson was absent. Staff Present: Mike McDonough, Director of Municipal Services; David Blackburn, City Attorney; Bill Hogge, Director of Public Works, Roy Osborne, Director of Public Safety; Norman Huggins, Director of Finance and Carla Reese, City Secretary. News Media present: Richard Orr - Plainview Daily Herald. Guest Present: George Meriwether, John Rinck, Joe McKinnis, Cris Vestal and Jeff Rowland. Mayor Pro-Tem Barbara Dorman delivered the invocation. Mayor E.V. Ridlehuber welcomed the guest. Audit - 1989-1990. Mayor E.V. Ridlehuber presented Resolution No. R90-147. A Resolution of the City of Plainview accepting the 1989-1990 Audit. George Meriwether with Williams, Meriwether, Smith and Company reviewed the 1989/1990 audit, noting that City is in very good standing. Motion was made by Councilmember Don Dickson to adopt Resolution No. R90-147. Motion was duly seconded by Councilmember Dwain Dodson and carried by a unanimous vote. Zone Case 564 - J.B. Roberts - Edgemere Shopping Center and Robert Cory. Ordinance No. 90-2830. An Ordinance amending Zoning Ordinance No. 89'-2798 and the official zoning map of the City of Plainview so as to make the following changes: Request of J.B. Roberts on behalf of Edgemere Shopping Center and Robert Cory for rezoning from a C-2 (Retail District) zoning district to a C-3 (Commercial General Business District) zoning district with a Specific Use Permit for operation of a carnival located at 2600 N. 1-27. Mike McDonough reviewed Zone Case 564 advising that the public hearing was held June 12, 1990, with no opposition. Councilmember Don Dickson made a motion to adopt Ordinance No. 90-2830. Motion was duly seconded by Councilmember Barbara Dorman with the following stipulations: the Specific Use Permit be valid for one week only; property be cleaned of all trash and debris and returned to its pre-existing condition. Stipulations were accepted by Councilmember Don Dickson and motion carried by a unanimous vote. Mayor E.V. Ridlehuber presented the following Consent Calendar for approval. 1 of 3 O0 088 a) Minutes b) Department Reports c) Budget Expenditures d) Human Relations Commission. Resolution No. R90-154. A Resolution of the City of Plainview, Texas, appointing individuals to serve on the Human Relations Commission. e). Bids - Sanitation and Landfill Equipment. Resolution No. ~R90-153. A Resolution of the City of Plainview, Texas, awarding bids for one (1) 16 cubic yard Elevating Scraper; one (1) 4 wheel drive Articulated Loader and one (1) 30 cubic yard Side Load Refuse Packer Body f) Lease Agreement - Chamber of Co..,erce. Resolution No. R90-156. A Resolution of the City of Plainview, Texas, authorizing the Mayor to execute a lease agreement with the Plainview Chamber of Commerce in regard to Running Water Draw Regional Park and Sunfest. g) Final Plat - Ferrellwood Subdivision Unit No. 2. Resolution No. R90-157. A Resolution of the City of Plainview, Texas, approving the final plat of Ferrellwood Subdivision, Unit No. 2, Hale County, Texas being 1.742 acres out of the West part of Lot 6, Block 6, East College Heights Addition to the City of Plainview, Hale County, Texas. Motion was made by Councilmember Barbara Dorman to adopt the Consent Calendar as stated. Motion was duly seconded by Councilmember Dwain Dodson and carried bY a unanimous vote. Mayor E.V. Ridlehuber stated that Civil Service Commission - Appointments. Resolution No. R90-155. A Resolution of the City of Plainview, Texas, confirming the appointments to the City of Plainview Civil Service Commission, would be moved forward prior to the closed meeting session. Motion was made by Councilmember Medlin Carpenter to adopt Resolution No. R90-155 appointing the following members to the Civil Service Commission for the following terms: Gary Garrison - 3 year term; Juan Escamilla - 2 year term; and Lee Soucy - 1 year term. Motion was duly seconded by Councilmember Don Dickson and carried by a unanimous vote. CLOSED .MEETINGS. A closed meeting will be held concerning the following subjects: A review of pending and/or possible litigation: Barnett v. City of Plainview, Laney Law Offices et al v. City of Plainview, Willis R. Winters, Burkett Advertising, Marcelino Flores, Michael Smiley, Wanda Warrick Jones, and Jimmy Garcia. This meeting is authorized by TEX. REV. CIV. STAT. ANN. art. 6252-17, sec. 2(e) (Vernon Supp. 1990); Discussion of candidates who have submitted applications for serving on the City of Plainview Civil Service Commission was not held due to the executive session held on June 2 of 3 O0 084 21, 1990 and the appointment of the Civil Service Commission in open meeting of June 26, 1990. Motion was made by Councilmember Barbara Dorman to adjourn into Closed Meeting. Motion was duly seconded by Councilmember Don Dickson and carried by a unanimous vote. Mayor E.V. Ridlehuber adjourned the meeting from the Closed Meeting at 8:25 P.M. Adjo~rrm~ent. Motion was made by Councilmember Ross Owen to adjourn. Motion was duly seconded bY Councilmember Dwain Dodson and carried by a unanimous vote. There being no further business Mayor E.V. Ridlehuber adjourned th~meeting at 8:30 P.M.
