CITY COUNCIL MEETING
JULY 24, 1990
MINUTES
The Plainview City Council met in Regular Session on Tuesday, July
24, 1990, in the Council Chambers of City Hall at 7:30 P.M. with
Mayor E.V. Ridlehuber presiding. Councilmembers present were:
Alton Jackson, Mary Virginia Kirchhoff, Medlin Carpenter, Barbara
Dorman, Dwain Dodson and Ross Owen. Councilmember Don Dickson was
absent.
Staff Present: Jim Jeffers, City Manager; David Blackburn, City
Attorney; Roy Osborne, Director of Public Safety; Rolando Vela,
Administrative Assistant; Jim Sewell, Building Inspector and Carla
Reese, City Secretary.
News Media present: Richard Orr - Plainview Daily Herald.
Guest Present: Susan Wilson, and Joe McKinnis.
Councilmember Mary Virginia Kirchhoff delivered the invocation.
Mayor E.V. Ridlehuber welcomed the guest.
Zone Case No. 566. Mayor E.V. Ridlehuber introduced Ordinance
90-2835. An Ordinance amending Zoning Ordinance No. 89-2798 and
the official zoning map of the City of Plainview so as to make the
following changes: request of Richard Watson on behalf of the
Plainview Independent School District for rezoning of a tract of
land containing 1.55 acre tract out of the Northwest quarter of
Survey No. 34, Block JK-2, Hale County, Texas, from a R-1
(Single-Family Residential) Zoning District to a C-2 (Retail
District) Zoning District for use as a day care center and located
at 2305 Yonkers. Motion was made by Councilmember Medlin
Carpenter to adopt Ordinance No. 90-2835. Motion was duly
seconded by Councilmember Barbara Dorman and carried by a unanimous
vote.
Mayor E.V. Ridlehuber presented the following Consent Calendar for
approval noting that Item d) Board and Commissions - Removal that
Tony Martin was being removed from the Minimum Housing Standards
Board and Item e) Board and Commissions Appointment - Minimum
Housing Standards that James L. West was being appointed to the
Minimum Housing Standards Board.

Minimum Housing Standards Board.

e) Board and Commissions Appointment - Minimum Housing
Standards. Resolution No. R90-162. A Resolution of the City of
Plainview, appointing an individual to serve on the Board of
Minimum Housing Standards.
f) Utility Extension OrdiDance. Ordinance No. 90-2837. An
Ordinance establishing a policy, terms, rates, fees, conditions
and methods to be followed in extending water and sanitary sewer
lines in the City of Plainview, Texas; providing for connection to
and extension of water and sewer mains; defining words and
terminologies used; providing for connection to existing mains by
individual owners and by developers; providing for extension of
water and sewer mains for individual owners and developers;
providing for sanitary sewer service taps and fees; providing for
water service taps and fees; providing for rate adjustments;
limiting the obligation of the City; providing for deposits of
fund received; providing for refunds; providing certain existing
improved property exempt; providing for the intent and purpose of
this Ordinance; proViding for inequities and granting no vested
rights; providing for prior agreements and contracts; providing
for properties subject to this Ordinance; repealing Ordinance No.
87-2714; providing for validity and severability; providing a
penalty; and providing for publication of this Ordinance.
Motion was made by Councilmember Barbara Dorman to adopt the
Consent Calendar as stated. Motion was duly seconded by
Councilmember Alton Jackson and carried by a unanimous vote.
Adjournment. Motion was made by Councilmember Ross Owen to
adjourn. Motion was duly seconded by Councilmember Alton Jackson
and carried by a unanimous vote. There being no further business
Mayor E.V. Ridlehuber adjourned the meeting at 8:38 P.M.
