HomeMy WebLinkAbout90 0814 minO0 CITY COUNCIL MEETING AUGUST 14, 1990 MINUTES The Plainview City Council met in Regular Session on Tuesday, August 14, 1990, in the Council Chambers of City Hall at 7:30 P.M. with Mayor E.V. Ridlehuber presiding. Councilmembers present were: Mary .Virginia Kirchhoff - Precinct 2; Don Dickson - Precinct 3; Medlin Carpenter - Precinct 4, and Barbara Dorman - Precinct 5. Councilmembers absent were: Alton Jackson - Precinct 1; Dwain DodsOn - Precinct 6 and Ross Owen - Precinct 7. Staff Present: Jim Jeffers, City Manager; Mike McDonough, Director of Municipal Service; Bill Hogge, Director of Public Works; Norman Huggins, Director of Finance; Roy Osborne, Director of Public Safety; Rolando Vela, Administrative Assistant; and Jim Sewell, Building Inspector. News Media present: Richard Orr - Plainview Daily Herald and John Rigg - Lubbock Avalanche Journal. Guest Present: James Robinson, James Thomas, Grady Elder, Jim West, Lloyd Woods, David DeBusk, Ray Pendergast, Cornelia McDonough, and Paul Johnson. Councilmember Don Dickson delivered the invocation. Mayor E.V. Ridlehuberlwelcomed the guest. Paul Johnson, and members of the Minimum Housing Standards Board presented a plaque to former Chairman Medlin Carpenter, in appreciation for his past leadership. Director of Municipal Services Mike McDonough, who is leaving the City to serve as City Manager of Tulia, was presented plaques for his past service by Jim Jeffers. Plainview/Hale County Industrial Foundation - Contract. Resolution No. R90-165. A Resolution of the City of Plainview, Texas, authorizing the Mayor to execute an agreement for industrial growth and development services with the Plainview/Hale County Industrial Foundation. Plainview/Hale County Industrial Foundation Chairman of the Board James Thomas, provided an overview of the past year's activities of the Foundation, and gave a status report on current prospects. Thomas expressed his appreciation to the City of Plainview for it's support of Foundation efforts. Councilmember Barbara Dorman made a motion to approve Resolution No. R90-165. Motion was duly seconded by Councilmember Don Dickson and carried by a unanimous vote. Preliminary Plat - Edgemere Addition - PISD. Resolution No. R90-167. A Resolution of the City of Plainview, Texas, approving the preliminary plat of Edgemere Addition, Unit No. 6, Plainview, 1 of 3 Hale County, Texas, originally submitted as Edgeme. re Park Addition, Unit No. 6, Plainview, Hale County, Texas. The City Manager explained that James Robinson, local architect representing Wee Care Day Care, was present and desired to request a wavier on alley pavement requirements. Jeffers added that a waiver from the Subdivision Regulations requires a two-thirds vote, which is five affirmative votes of the City Council. Since only four Councilmembers were present Jeffer's recommended that the preliminary plat be adopted, and that Robinson return at the City Council Meeting of August 28, 1990, and request the waiver at that time. Jeffers emphasized that the City Council was making no expression of intent as to whether or not the waiver might be granted at a later meeting. Mr. Robinson was in agreement. Councilmember Barbara Dorman made a motion that Resolution No. R90-167 be adopted. Motion was duly seconded by Councilmember Medlin Carpenter and carried by a unanimous vote. Mayor Ridlehuber introduced the following Consent Calendar: a) Minutes b) Department Reports c) Budget Expenditures d) Amendment - Peddlers and Solicitors Ordinance. Ordinance No. 90-2834. An Ordinance of the City Council of the City of Pl. ainview, Texas, amending the Plainview City Code, Chapter 7, Article 6, entitled "Peddlers and Solicitors." e) Hale County Jail - Building Permit Fees. Ordinance No. 90-2836. An Ordinance of the City Council of the City of Plainview, Texas, amending Ordinance No. 85-2600, setting forth fee requirements for building, electrical and plumbing permits; establishing fee requirements as they pertain to building, electrical and plumbing permits necessary for the addition to the Hale County Law Enforcement Center (Jail); providing for sever'ability conflicts and other related matters. f) Health and Safety Weeds - Sanitation. Ordinance No. 90-2838. An Ordinance of the City of Plainview, Texas, adopting Chapter 342 of the Health and Safety Code; providing for the adoption of state law and authority in regard to municipal regulation of Sanitation, including weed control; providing for a severability clause; establishing a penalty for violation of this ordinance; providing an effective date; and authorizing the City Secretary to publish pursuant to law. g) Hale County Central Appraisal District - Board Nomination. Resolution No. R90-163. A Resolution of the City of Plainview, nominating Dwain Dodson to serve on the Hale County Central Appraisal District Board of Directors. h) Canadian River Municipal Water Authority - Appointment - Board of Directors. Resolution No. R90-164. A Resolution of the City of Plainview, Texas, reappointing Jack Skaggs to serve as a 2 of 3 O0 log Director on the Canadian River Municipal Water Authority Board on behalf of the City of Plainview. i) Human Relations Commission - Appointment. Resolution No. R90-166. A Resolution of the City of Plainview, Texas appointing an individual to serve on the Human Relations Commission of the City of Plainview. (Charlie Lord and Candace Woods are the nominees.) j) Parks - Baseball. Resolution No. R90-168. A Resolution of the City of Plainview, Texas, authorizing the Mayor to execute an agreement with the Plainview Optimist Summer Baseball Program for the purpose of extending their current lease. k) Street - North Quincy - Cartwright. Resolution No. R90-169. A Resolution of the City of Plainview, Texas, authorizing the Mayor to execute an agreement with Bill Cartwright and Leona Cartwright pertaining to the acquisition of right-of-way and the pavement of streets in and around the Gardenville Subdivision Unit No. 3, to the town of Plainview, Hale County, Texas. Councilmember Medlin Carpenter made a motion that the Consent Calendar be adopted as presented. Motion was duly seconded by Councilme~nber Don Dickson and carried by a unanimous vote. Adjournment. Councilmember Don Dickson made a motion that the meeting be adjourned. Motion was duly seconded by Councilmember Mary Virginia Kirchhoff and carried by a unanimous vote.
