MINUTES
The Plainview City Council met in Regular Session on Tuesday,
September 11, 1990, in the Council Chambers of City Hall at 7:30
P.M. with Mayor E.V. Ridlehuber presiding. Councilmembers present
were: Alton Jackson - Precinct 1; Mary Virginia Kirchhoff -
Precinct 2; Don Dickson - Precinct 3; Medlin Carpenter - Precinct
4; Barbara Dorman - Precinct 5; Dwain Dodson - Precinct 6; and
Ross Owen - Precinct 7.
Staff Present: Jim Jeffers, City Manager; Norman Huggins,
Director of Finance; Jim Sewell, Zoning Administrator; David
Blackburn, City Attorney; Roy Osborne, Director of Public Safety;
Rolando Vela, Administrative Assistant; and Carla Reese, City
Secretary.
News Media present: Richard Orr - Plainview Daily Herald; John
Rigg - Lubbock Avalanche Journal and Wes Naron - KVOP/KATX.
Guest Present: Carla Cannon, Donei Chatham, Nicki Logan, Kenda
Fielden, Lisa Stone, Vernah Ramsower, Laurie Thorn, Dorothy
Bradley, Barbara Parker, James Robison, Sandi Hughes, Medlinda
Peterson, Mary Beth Fox, Sherry Akin, Jaynice Carpenter and
Christi Reese.
Mayor E.V. Ridlehuber delivered the invocation.
Mayor E.V. Ridlehuber welcomed the guest.
Final Plat - Edgemere Addition - PISD. Mayor E.V. Ridlehuber
introduced Resolution No. R90-172. A Resolution of the City of
Plainview, Texas, approving the final plat of Edgemere Addition,
Unit No. 6, Plainview, Hale County, Texas. Susan Wilson, 2701 W.
14th, and a representative for Wee Care Day Care, asked that the
final plat be approved with a waiver on paving the alley. Motion
was made by Councilmember Medlin Carpenter to approve the final
plat with a waiver for the paving of the alley. Motion was duly
seconded by Councilmember Ross Owen and carried by a unanimous
vote.
Parks - Creative Playground Presentation. A presentation video
was shown on the playground. David Wilder, Co-Chairman of the
project presented an overview of the playground and asked that the
City participate by allowing the playground to be built in the
Running Water Draw Park. Motion was made by Councilmember Don
Dickson to furnish the land in the Running Water Draw Park to
build the playground. Motion was duly seconded by Councilmember
Medlin Carpenter and carried by a unanimous vote.
Public Hearing - 1990-91 Budget. Jim Jeffers, City Manager,
presented an overview of the $10.2 million dollar budget for the

1990-91 fiscal year, noting that the budget will be presented to
the Council for final consideration on September 25, 1990. Motion
was made by Councilmember Don Dickson to call a public hearing.
Motion was duly seconded by Councilmember Barbara Dorman and
carried by a unanimous vote. There were no persons present
speaking in favor of or in opposition of the proposed budget.
Motion was made by Councilmember Dwain Dodson to close the public
hearing. Motion was duly seconded by Councilmember Ross Owen and
carried by a unanimous vote.
Public Hearing. Zone Case 567 - Specific Use Permit - Dorothy
Bradley - Personal Care Home - 2811 West 21st Street. Jim Sewell,
Zoning Administrator presented Zone Case 567, noting that there
has been no opposition. The Planning and Zoning Commission has
reviewed and recommended Zone Case 567 for approval. Motion was
made by Councilmember Don Dickson to call a public hearing.
Motion was duly seconded by Councilmember Barbara Dorman and
carried'by a unanimous vote. Those present speaking in favor Of
Zone Case 567 were Dorothy Bradley and Rosa Alonzo. There were no
persons present to speak in opposition of the case. Motion was
made by Councilmember Barbara Dorman to close the public hearing.
Motion was duly seconded by Councilmember Ross Owen and carried by
a unanimous vote.
Mayor E.V. Ridlehuber introduced the following Consent Calendar.
Councilmember Dwain Dodson made a motion to table item d) Street -
Curb and Gutter. Mayor E.V. Ridlehuber intervened noting that
item d) Street - Curb and Gutter, that all bids would be rejected.
Councilmember Dwain Dodson withdrew his motion.

~ d) Streets - Curb and Gutter. Resolution No. R90-179. A
Resolution of the City of Plainview, Texas, acting on bids for-
curb and gutter repair.
e) Tax Rate - First Reading. Ordinance No. 90-2840. An
Ordinance levying Municipal .Ad Valorem Taxes for the City of
Plainview, Texas, for the year 1990, and directing the assessment
and collection thereof.
f) Budget Adoption - First Reading. Ordinance No. 90-2841.
An Ordinance adopting and approving the Budget for the fiscal year
beginning October 1, 1990, and terminating September 30, 1991, and
making appropriations for each department, project and account.
g) Hotel/Motel Tax Reserve Fund. Resolution No. R90-176.
A Resolution of the City of Plainview, Texas, adopting a statement
of policy on the Hotel/Motel Tax Reserve Fund.
h) Final Plat - 6ardenville Subdivision. Resolution No.
R90-177. A Resolution of the City of Plainview, Texas, approving
the final plat of Gardenville Subdivision, Unit No. 3, Plainview,
Hale County, Texas.

i) Health Department - Contract. Resolution No. R90-178. A
Resolution of the City of Plainview, Texas, authorizing the Mayor
to execute TDH Document C1000260 as such pertains to community
and rural health; maternal and child health and immunization.
j) Bids - Refuse Collection Containers. Resolution No.
R90-180. A Resolution of the City of Plainview, Texas, awarding a
bid for sixty (60) three cubic yard side load refuse containers.
Motion was made by Councilmember Ross Owen to adopt the Consent
Calendar. Motion was duly seconded by Councilmember Barbara
Dorman and carried by a unanimous vote.
Adjournment. Motion was made by Councilmember Ross Owen to
adjourn. Motion was duly seconded by Councilmember Medlin
Carpenter and carried by a unanimous vote. There being no further
business Mayor E.V. Ridlehuber adjourned the meeting at 8:15 P.M.
