HomeMy WebLinkAbout90 0925 minO0 1.26 CITY COUNCIL MEETING SEPTEMBER 25, 1990 MINUTES The Plainview City Council met in Regular Session on Tuesday, September 25, 1990, in the Council Chambers of City Hall at 7:30 P.M. with Mayor E.V. Ridlehuber presiding. Councilmembers present were: Alton Jackson - Precinct 1; Mary Virginia KirchhOff - Precinct 2; Don Dickson - Precinct 3; Medlin Carpenter - Precinct 4; Barbara Dorman - Precinct 5; Dwain Dodson - Precinct 6; and Ross Owen - Precinct 7. Staff Present: Roy Osborne, Director of Public Safety; Norman Huggins, Director of Finance; Bill Hogge, Director of Public Works; Jim Sewell, Zoning Administrator; Rolando Vela, Administrative Assistant; and Carla Reese, City Secretary. News Media present: Richard Orr - Plainview Daily Herald; John Rigg - Lubbock Avalanche JOurnal an'd Wes Naron - KVOP/KATX. Guest Present: Andres Garcia, Mrs. Andres Garcia, Dorothy Bradley, Mrs. O.C. Collins, Rey Rosas, Rey Rosas, Jr., Rene Rosas, Ricky Rosas, Kathy Yowell, Virginia Soiz and Albert Perez. Bill Hogge, Director of Public Works delivered the invocation. Mayor E.V. Ridlehuber welcomed the guest. Mayor E.V. Ridlehuber presented plaques to Rolando Administrative Assistant, in recognition of his service. Vela, TAX RATE. Mayor E.V. Ridlehuber introduced Ordinance No. 90-2840. An Ordinance levying municipal ad valorem taxes- for the City of Plainview, Texas, for the year 1990, and directing the assessment and collection thereof. Norman Huggins, Director of Finance advised that the proposed tax rate for this year is .4696, which is down from last years tax rate. Motion was made by Councilmember Barbara Dorman to adopt Ordinance No. 90-2840. Motion was duly seconded by Councilmember Dwain Dodson and carried by a unanimous vote. BUDGET ADOPTION. Mayor E.V. Ridlehuber introduced Ordinance No. 90-2841. An Ordinance adopting and approving the Budget for the fiscal year beginning October 1, 1990, and terminating September 30, 1991, and making appropriations for each department, project and account. Motion was made by Councilmember Medlin Carpenter to adopt Ordinance No. 90-2841. Motion was duly seconded by Councilmember Ross Owen and carried by a unanimous vote. ZONE CASE NO. 567 - SPECIFIC USE PERMIT - DOROTHY BRADLE~ - PERSONAL CARE ~OME. Mayor E.V. Ridlehuber introduced Ordinance No. 90-2839. An Ordinance amending Zoning Ordinance No. 89-2798 and the official zoning map of the City of Plainview, so as to 1 of 3 O© 12? make the following changes: request of Dorothy Bradley for a Specific Use Permit for operation of a Personal Care Home in a R-1 (Single-Family Residential) Zoning District and described as Lot 13, Block 9, Edgemere Addition, Unit No. 4, and located at 2811 W. 21st Street. Motion was made by Councilmember Ross Owen to adopt Ordinance No. 90-2839. Motion was duly seconded by Councilmember Barbara Dorman and carried by a unanimous vote. PARKS - SOFTBALL. Resolution No. R90-182. A Resolution of the City of Plainview, Texas, extending a lease agreement with the YMCA, for the use of the softball fields, in the Running Water Draw Regional Park. Mayor E.V. Ridlehuber advised the Council of a request to table ReSolution No. R90-182 until the meeting of October 9, 1990 for further information. Motion was made by Councilmember Don Dickson to table Resolution No. R90-182. Motion was duly seconded by Councilmember Medlin Carpenter and carried by a unanimous vote. Rey Rosas, 1212 Lexington, was present and spoke on behalf of the Plainview Softball Association. Rosas advised that the Plainview Softball Association felt that extending the lease agreement to the YMCA on the softball complex for the coming year was not right, and that the City should advertise and accept bids again this year. No action was taken by the Council. Mayor E.V. Ridlehuber introduced the following Consent Calendar for approval. a) Minutes b) Department Reports c) Budget Expenditures d) BID - PARKS DEPART~.NT - TRACTOR. Resolution No. R90-181. A Resolution of the City of Plainview, Texas, awarding a bid for one agriculture type tractor for use in the parks department vector control, weed mowing. e) SANITARY LANDFILL - AMENDMENT OF A6REEMENT FOR E~6INEERING SERVICES. Resolution No. R90-183. A Resolution of the City of Plainview, Texas, authorizing the City Manager to negotiate an amendment to the Agreement for Engineering Services, originally executed the seventh day of April, 1989, with Hamm Engineers. f) F~ALT~ DIRECTOR - PLAINVIEW/~ALE COUNTY ~EALT~ DIST~ICT. Resolution No. R90-184. A Resolution of the City of Plainview, Texas, employing Mary D. Bublis, M.D., as Director of the Plainview/Hale County Health District. Motion was made by Councilmember Barbara Dorman to adopt the Consent Calendar as stated. Motion was duly seconded by Councilmember Dwain Dodson and carried by a unanimous vote. Adjournment. Motion was made by Councilmember Ross Owen to adjourn. Motion was duly seconded by Councilmember Dwain Dodson 2 of 3 ©0 and carried by .a unanimous vote. There being no further business Mayor E.V.
