MINUTES
Main Street Coordinating Board
Date: 03.01.2021
1. Call to Order: Ranada Jack, President
Time: 12:07 p.m.
Board Members Present: Tonya Keesee, John Turpen, Ranada Jack, Carol Terrell, Diane Martinez, Janice
Payne, and Phyllis Wall.
2. February Board Minutes:
Tonya Keesee made a motion to approve the February Board minutes
The 2nd: was voiced by Carol Terrell
The motion passed with a 7-0 vote.
3. Staff Updates:
Tori Huddleston, Main Street Special Projects Coordinator, welcomed Main Street Board Member Janice
Payne back to the meetings and thanked her for her diligent work on gathering downtown building
inventory data. The data will be available at the Texas Historical Commission website, DowntownTX.org
Melinda Brown, Main Street Director, provided the Board with an Open Meetings review and presented
a Main street Streetscape construction update.
4. PDA/Main Street Merger
Carol Terrell made a motion to approve the PDA/Main Street merger.
The 2nd: was voiced by Diane Martinez.
There were discussion and clarification on how this merge will look moving forward.
The motion passed with a 7-0 vote.
5. Strategic Planning Discussion
Melinda Brown, Main Street Director, presented suggested Downtown Plainview priorities moving
forward through 2021. It was recommended for the Board to look through these and others that will be
emailed. The priority list will be an agenda item at the next Main Street meeting.
6. Committees:
a. Imaging and Branding
Tonya Keesee shared that imaging and branding are moving forward and will be ready for a Fall
2021 roll -out.
b. Dining & Entertainment
Carol Terrell reported that Covenant Health Plainview is ready to have a "Walk with a Doc' event
as soon as the City allows. She also reminded the Board of the Poker Run that Covenant Health
Plainview would host in May, with Downtown Plainview being a stop. In a discussion, the Board
determined to add this item to the agenda of the next Main street meeting for approval of
volunteer sign-ups for the event.
7. Promotion/Upcoming Events:
a. 2nd Saturday
Tori Huddleston, the Special Project's Coordinator, reported that the 2nd Saturday, March 13t", will
be a Poker Run with Heart's Desire hosting the event.
8. Business Appreciation Day
Tori Huddleston reported that the appreciation gifts distribution was postponed because of the
weather. She shared that some businesses were delivered their gifts, but many were not. She will set up
other dates and times for the Board to visit the remaining businesses with their appreciation gifts.
9. CVB Report
Melinda Brown shared that beginning March 1 Ot", the City's "Go Big" event will be in full planning mode.
There will be volunteer opportunities for the Main Street Board, and she will get those to the Board as the
event gets closer. She shared that four fapade grants will come before the Board in the upcoming
months.

PDA / MS Merger
The Main Street program began in 1981 and except for a few years, Plainview has been a continuous Main
Street program. PDA has been existence for that amount of time or much longer. The Plainview Downtown
Association and Main Street Program have worked jointly to preserve downtown and bring business to the
area for these many years.
However, in 2019, no volunteer stepped up to serve as the president of the Plainview Downtown Association
(PDA). Tremendous strides had been made for downtown through PDA including 2nd Saturday (a business
hosts events on each 2nd Saturday of the month), murals, recognition of business of the month and business
participation.
The City and downtown volunteers did not want to see these projects die and after much discussion, the
decision to dissolve PDA and merge with the Main Street program came into fruition. PDA voted in Fall 2020
and the Main Street Board voted on March 1, 2021 to merge into one organization.
With the new merge, Main Street staff will coordinate meetings, handle monies and other administrative
logistics and volunteers will be free to serve on their passion projects.
The organization will have a name that reflects both entities and new logo and branding. While the organization
will still be a "Main Street" program and overseen by a board selected by Plainview City Council, the hope is
that with the new structure, the program will have more committees of volunteers from the community carrying
out projects for downtown.
PDA will transfer funds to the City of Plainview in mid -March 2021 for MS staff to oversee. A separate memo
will accompany that transaction.

➢ Allow for sponsorship and underwriting opportunities through a "Friends" committee.
