Main Street Coordinating Board
Date: 04.05.2021
1, Call to Order: Ranada .lack, President
Time: 1 1:35 a.m.
Board Members Present: Tonya Keesee, John Turpen, Ranada Jack, Carol Terrell,
Diane Martinez, Janice Payne, and Phyllis Wall.
2, March Board Min(..)fes:
Carol Terrell made a motion to approve the March Board minutes.
The 2nd: was voiced by John Turpin.
The motion passed with a 7-0 vote.
3, Historic Standards: Disc(..)ssion
Melinda Brown, Main Street Manager, presented a PowerPoint presentation timeline.
The general discussion led the members present, agreeing that contributing and non-
contributing definitions should apply and that Historic Standards guidelines be
followed. Ranada Jack, Main Street president, asked members to reread the
information, study, and be prepared to vote at the May board meeting.
4. Constr(..)ction Updates
Melinda Brown, Main Street Manager, reported on the downtown streetscape project.
The project is on schedule. She made note that the street light installation is moving
forward. All concrete on the east side of Broadway is complete. They are currently
working on the corners of Th and 81h on the west side of Broadway.
5. Facade grants Review and Approve
There were four fagade grant applications with three available matching fagade
grants; Santa's Mercantile & More, presented by Ranada Jack, Taryn Minter Law,
shared by Taryn Minter, Tender Hands, presented by Diane Martinez, and The Radiant
Lily, shared by Tori Huddleston, Main Street, Special Projects Manager.
Carol Terrell made a motion to approve Santa's Mercantile & More, Taryn Minter
Law, and The Radiant Lily. She recommended that The Tender Hands
application be considered for mural funding because it is painted signage.
The 2nd: was voiced by Janice Payne.
The motion passed with a 5-0 vote, with board members Ranada Jack and
Diane Martinez removing themselves from voting through a conflict of interest.

Tonya updated the Board on the imaging and branding. She shared that
she and Melinda Brown had met with the firm, and options will come to
the Main street Board for approval soon.
c. Promotions and Events/Carol Terrel and Ranada Jack
i. Dining and Entertainment - Carol Terrell
ii. April 2nd Saturday/2nd Saturday business sponsor, Torri Huddleston, Phyllis
Wall
iii. Holiday 2nd Saturday/Holiday Celebration/Open House
Carol Terrel shared the 2nd Saturday in April event is planned. Can You
Find Me? is the 2nd Saturday sponsor, Covenant Health Plainview's event.
Shoppers will look for the Golden Eggs in participating businesses for prizes.
She shared that CHP will host Walk -With -A -Doc in downtown soon. This is
an event where local physicians walk with the community, share health
information and answer questions.

Janice Payne made a motion to approve the Strategic Plan leadership as
presented.

The motion passed with a 7-0 vote.
7. Covenant Health Care Diabetes "S(..)gar R(..)r)" . Carol Ferrell _ Disc(..)ss and AF.)F.)rc)ve
Main Street Board Participation
Carol Terrell asked the Board to host the downtown "station" for Covenant
Health Plainview's Sugar Run on April 24th from 1 1-12:30.
Tonya made a motion to approve the Board's participation.
The 2nd: was voiced by Janice Payne.
The motion passed with a 7-0.
8. Downtown Clear) (..)F) . Diane Martinez _ Disc(..)ss and Approve
Diane Martinez asked about finding groups to clean up each Friday before the
2nd Saturday. Several board members made suggestions of groups looking to
volunteer, and they will get the contact's information to Diane to set up a
working schedule.
Janice Payne made a motion for Diane Martinez to schedule clean-up
volunteer scheduling.
The 2nd: was voiced by John Turpen.
The motion passed with a 7-0 vote.
CVB Report'
a. Hot Grant - Review and Approve
Melissa Gonzales and Kaylyn Bean presented their event, the Jimmy Dean Music
and Arts Festival, to be hosted around the Jimmy Dean Museum & Museum of
the Llano Estacado on September 4th, 2021. They are expecting many
participants and visitors to use Plainview's lodging accommodations.
Tonya Keesee made a motion to approve the Convention and Tourism Hot
Grant application for the Jimmy Dean Music and Arts Festival.
The 2nd: was voiced by Diane Martinez.
The motion passed with a 7-0 vote.
b. Mark Marley's Go Big or Go Home BBQ Bash - Discuss and Approve Main
Street Board Participation
Melinda Brown, a volunteer with the Mark Marley Go Big or Go Home event,
requested that the Main Street Board participate with the City's premier event
by picking up volunteer meals at lunch and dinner and delivering the meals on
Saturday, May 151h at 12:30 p.m. and 6:30 p.m.
Carol Terrell made a motion for the Main Street Board to participate in the
MMGB event as requested.
The 2nd: was voiced by Tonya Keesee.
The motion passed with a 7-0 vote.
