HomeMy WebLinkAbout05.03.2021 Board MinutesMINUTES Main Street Coordinating Board Date: 05-03-2021 - 1 1:30 a.m. 1, Call to Order: Ranada .lack, President Time: 1 1:45 Board Members Present: Tonya Keesee, John Turpen, Ranada Jack, Carol Terrell, Janice Payne, Jay Givens, Jorden Hrbacek and Phyllis Wall. 2, April Board Min(..)fes: Janice Payne made a motion to approve the April Board minutes. The 2nd: was voiced by Carol Terrell. The motion passed with a 6-0 vote. 3, Historic Standards: Disc(..)ss & Approve Melinda Brown presented an overview the Plainview Downtown Historic Standards which the board had seen at the April board meeting. The Main Street board considered the options of moving forward considering facades in the historic district be considered equally or to consider contributing and non-contributing structures on a case by case application within the Plainview downtown historic district boundaries. John Turpen made a motion for the Plainview Downtown Historic District to consider fagade renovations with the contributing and non-contributing standard. The 2nd: was voiced by Carol Terrell. The motion passed with an 8-0 vote. 4, Staff Updates Melinda Brown shared that the streetscape project is on target to be completed in August or September of 2021. City employees are replacing the historic bricks so there may be some street closures alongside the construction work. She reported that all benches for the Phase 1 streetscape have been purchased. The community has the opportunity to purchase trees for $250.00 with a donor sign with all gift recognition to be placed in one location. There are 39 trees; 20 Ceder Elms and 19 Crepe Myrtles. The TIRZ board is meeting with one applicant to present their request to enhance a historic building in downtown Plainview for business expansion. Friends of Main Street -funds amount/funds allocated Tori Huddleston, Main Street, presented the Friends of Downtown merger financials. b. By -Laws Melinda Brown, Main street, will email the Plainview Downtown Association and the Main Street by-laws for the by-law revision committee to review and consider changes. c. Business Appreciation Tori Huddleston suggested that for Business Apprection that we send all businesses a personal note each year, thanking them for operating in Historic Downtown plainview. 6. Marketing/Organization) - Fonya Kc,esc,e/Diane Martinez a. Imaging, Branding & Marketing Tonya Keesee reported that she and Melinda Brown met with the marketing firm and are ready to present options to the branding and imaging committee for selection on May 17th. The new branding will be presented to the Main Street board in June and the City Council for final approval. b. Business of the Month Tori Huddleston presented the recommendation that we restart the Business of the Month program in January of 2022. 7. Promotions & f:::::vents _ Ranada .Jack/Carol Ferrell a. Dining & Entertainment Carol Terrell shared that the group is moving forward but there is nothing new to report at this time. b. May 2nd Saturday Tori Huddleston shared that it's a girl thing! Is the May 2nd Saturday sponsor, with June hosted by the Broadway Brew and July by the Salvation Army. c. Holiday 2nd Saturday/Open House/Christmas Celebration The theme suggested from the 2019 Christmas committee, Winter Wonderland, will be the Christmas theme for 2020. 8. Bea(..)fification, i:::::d(..)cation, Awareness -Janice Payne/John R.arper) a. Downtown Clean-up Tori Huddleston shared that the Hale County 4-H would have a downtown clean-up day on Wednesday. There was discussion on the possibility of an "adopt a block" program initiative. b. Murals Melinda Brown and Tori Huddleston shared the process and description for murals in the downtown historic district. It was recommended that the Main Street board add a fagade grant specifically for mural applications, bringing three $1,500.00 fagade grants to four $1,500.00 grants offered with the mural grant using less than one quarter of the business wall; signage. Jorden Hrbacek made a motion to add a fourth fagade grant of $1,500.00 to meet the purpose of mural art applications not to cover more than one -quarter of the business wall. The 2nd: was voiced by Tonya Keesee. The motion passed with a 8-0 vote. c. Holiday Lights There was no discussion. d. Historical Data There was no discussion. CVB Updates a. Mark Marley's Go Big or Go Home BBQ Bash Melinda Brown reminded the board that we were to deliver volunteer meals on Saturday, May 15th at 1 1:15 and 6:40 and to come to the west gate on the 127 access road.
