E.V. Ridlehuber: Executive Session, discussion of personnel as
authorized by Article 6252-17 Section l(g) V.T.C.S. and discussion
of pending litigation in accordance with Article 6252'17 Section
13 V.T.C.S. I would like to mention before we vote to move into
Executive Session that there is more than one matter to be
discussed and there is the possibility that upon the Council
returning to these Chambers there could possibly be some action
taken in Open Council Chambers, but I can assure you that in the
Executive Session there will be no actiOn taken, but we will
return and at what time I cannot tell you. It could be rather
lengthy and it could be rather short. So Council with that what
be your pleasure concerning the Executive Session.
Tom Aday: Move we adjourn into Executive Session.
Barbara Dorman: Second.
E.V. Ridlehuber: Motion has been made and seconded that we call
for the Executive Session, all those in favor let it be known by
saying aye. It passed unanimous. Ladies and gentlemen for those
of you who desire to go we thank you.
E.V. Ridlehuber: I now call this Council back from Executive
Session into Regular Session, there was a great deal of discussion
in the Executive Session concerning more than one matter. Council
in the Executive Session, the former City Clerk Walter Buddy
Dodson submitted his resignation effective as of this date,
January the 14th, 1986. Upon receiving his letter of resignation
what be your pleasure.
Barbara Dorman: I move we accept the resignation:
second it.

Mayor E.V. Ridlehuber: The motion has been made and seconded that
on this date we accept the resignation of Walter Buddy Dodson as
City Clerk for the City of Plainview, Texas, all those in favor
let it be known by saying aye. (AYE!) Opposed: (no one
responded). Let the record show that it was unanimous with
Councilman Junior BroWn absent, and unanimous otherwise. The
other matter of discussion was pertaining to the Municipal Court
Judge, Joe Barnett of the Plainview Municipal Court after which
time .we have returned.
Tom Aday: Mr. Mayor I make a motion that the City Judge Joe
Barnett be terminated.
Andy Taylor: I second it.
Tom Aday: For deficiencies in job performance.
Mayor° The motion has been made and seconded that Judge Joe
Barnett's time be terminated due to deficiency in job performance.

his time be terminated effective this date with Councilman Junior
Brown absent.

January 14, 1986
COUNCIL CHAMBERS
7:30 P.M.
The Plainview City Council met in a regular meeting Tuesday,
January 14, 1986 at 7:30 p.m. in the Council Chambers with Mayor
Ridlehuber presiding and the follo~ring present: Councilmembers;
Barbara Dorman, Andy Taylor, Bobks, James and Tom Aday. Staff present:
City Manager Jim Jeffers, Roy Osborne, Norman Huggins, Mike McDonough,
Bill Hogge and Tom Hamilton.
Invocation was given by Bill Hogge and Mayor Ridlehuber then opened
the meeting.
Mayor Ridlehuber presented Item No. 3 for General discussion on the
Tax Abatement Policy. City Manager Jim Jeffers explained the City
adopting a policy on tax abatement.
Mayor presented Ordinance No. 86-2634 entitled, "An ordinance
amending Section 7-3 entitled, "Fowl at Large," Section 7 - 12 entitled
"Generally Restricted," and establishing Section 7 - 14 of the Code of
the City of Plainview, Texas as it pertains to Chapter 7 entitled
"Animals and Fowls." Jim Jeffers explained the amendment to the
ordim~nce so that pigeons kept in the City limits were within certain
guidelines. It was moved by Alderwcxnan Dorman seconded by Alderman
Taylor to approve Ordinance No. 86-2634 on first reading and calling for
a public hearing on January 28, 1986.
Mayor presented Ordinance No. 86-2635 on first reading, entitled,
"Ordinance amending zoning ordinance No. 82-2478, and the official
zoning mp of the City of Plainview so as to make the following changes:
Zone Case No. 528; Request of Lloyd Woods for rezoning Lots 108 and 109
Westridge Park ~dition, Unit NO. 4 frem a P.D. (Planned Development)
Zoning District to a T.F. (Attached Residential District) zoning
district and located at 4407 and 4501 West Second Street and calling for
a public hearing on January 28, 1986." Lloyd Woods explained the zone
change and then he informed the Council that they were withdrawing their
request. Medlin Carpenter spoke.
Mayor presented the following items on Consent:
a) Minutes
b) Department Reports
c) Budget Expenditures
d) Consideration of Bmsolution No. R86-949 entitled, "Resolution of
the City Council of the City of Plainview, Texas authorizing the
purchase of land."
e) Consideration of Resolution No. R86-950 entitled, "Resolution of
the City Council of the City of Plainview, Texas authorizing its Mayor
to execute an agreement with the South Plains Association of Governments
as it pertains to the administration of a grant frc~ the Texas
Department of Crmmunity Affairs."
f) Consideration of Resolution No. R86-951 entitled, "Resolution of
the City Council of the City of Plainview, Texas designating the
Plainview Industrial Foundation, Inc., as the City of Plainview's Local
Econc~ic Development Organization with the Texas Economic Development
Commission and the TEXCEL Program."
g) Consideration of Resolution No. R86-952 entitled, "Resolution of
the City Council of the City of Pla/nview, Texas approving the fee
schedule and letter of agreement for miscellaneous services which may be
approved by Parkhill, Smith, and Cooper, Inc., Engineers, Architect, and
Planners for the calendar year 1986."
h) Consideration of Resolution No. R86-953 entitled, "Resolution of
the City Council of the City of Plainview, Texas authorizing the City
Manager to advertise and interview candidates for a Legal Assistant."
i) Consideration of Resolution No. R86-954 entitled, "Resolution of
the City Council of the City of Plainview, Texas awarding a bid for a
tractor for the City Parks Department."
It was moved by Alderman Aday seconded by Alderman Taylor to
approve the consent calendar as presented. 5btion carried unanimously.
Mayor Ridlehuber called for an executive session to discuss
personnel at 8:50 p.m.
Mayor Ridlehuber called the meeting back to order at 10:30 P.M. and
it was moved by Alderman Aday seconded by Alderman Taylor to terminate
Judge Joe Barnett due to being deficient in his job performance. It was
moved by Alderman Ad~y seconded by Alderman Taylor to accept the letter
of Resignation frc~ Buddy Dodson.
With no further business pending that meeting adjourned at 10:35
p.m.
