Council Chambers, 202 W. 5th Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Nelda VanHoose-
District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King -District 4,
Susan Blackerby-District 5 and Evan Weiss -District 6.
Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney,
Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information
Technology, Derrick Watson -Chief of Police, Neil Weems -Assistant Director of Public
Works, Brocke Lively -Landfill Superintendent and Belinda Hinojosa-City Secretary

4. Convene into closed session pursuant to Texas Gov't Code § 551.074 to deliberate
the deployment, or specific occasions for implementation, of security personnel or
devices; or a security audit.
This was postponed to Tuesday, November 9th meeting.

a) Minutes of October 26, 2021
b) A Resolution of the City Council of the City of Plainview, Texas, Approving The
Request for The Chamber of Commerce Director to Host The 2021 Christmas
Parade Event; Authorizing The Filing of the Agreement for The Temporary
Closure of State Right -Of -Way with The Texas Department of Transportation
for This Event; Declaring That the Event Serves a Public Purpose; And
Agreeing to Comply with Regulations. (Resolution R21-537)

a) Discuss amending Resolution R20-471 clarifying and/or implementing
additional restrictions and regulations regarding the Public Health Emergency
to contain and prevent the continued spread of COVID-19 (Resolution R21-

Special Election Ordered on November 2, 2021 and Declaring the Results of
said Election. (Resolution R21-535)
c) A Resolution of the City Council of the City of Plainview, Texas, Ordering A
Special Election by The Voters in District No. 7, To Elect a Person to Fill the
Vacancy and Unexpired Term Created by The Resignation of the Council

Award of bid for Plainview/Hale County Airport Crack Seal Project and
authorize Mayor to sign necessary documents

Consider BuyBoard Purchase of 2021 140 GC Motor Grader from Warren Cat
in the amount of $177,027.13
f)
Consider BuyBoard Purchase of 2022 Peterbilt 567 w/ Kann Side Loader
Recycle Truck from Rush Truck Center in the amount of $270,028.25
g)
Convene into closed session pursuant to Texas Gov't Code § 551.074 to
deliberate the appointment, employment, evaluation, reassignment, duties,
discipline or dismissal of a public officer or employee, or to hear a complaint or
charge against an officer or employee. City Manager Evaluation

Consider and take necessary action on City Manager Evaluation
