Council Members present were Nelda VanHoose- District 1, Larry Williams -District 2, Teressa King -District 4, Susan Blackerby-District 5 and Evan Weiss -District 6. Council Member Norma Juarez -District 3 was absent. Staff members present were: Jeffrey Snyder -City Manager, Jeff Johnston -Assistant City Manager, Matt Wade -City Attorney, Isauro Gutierrez -Director of Information Technology, Derrick Watson -Chief of Police, Bobby Gipson -Fire Chief, Tim Crosswhite-Director of Public Works, Neil Weems -Assistant Director of Public Works, Melinda Brown -Main Street Manager, Brock Lively -Landfill Superintendent, and Belinda Hinojosa-City Secretary. Motion carried. 5. A Resolution of the City Council of the City of Plainview, Canvassing the Special Election Ordered on November 2, 2021 and Declaring the Results of said Election. (Resolution R21-535) Presenter: Belinda Hinojosa, City Secretary This certifies that no candidate has filed to run for the District 7 November 2"d Special Election. Public Comment: None Motion: Move to adopt Resolution R21-535 Motion by Council Member Weiss, seconded by Council Member King Vote: 6-0. Motion carried. 6. A Resolution of the City Council of the City of Plainview, Texas, Ordering A Special Election by The Voters in District No. 7, To Elect a Person to Fill the Vacancy and Unexpired Term Created by The Resignation of the Council Member for That District; To Occur On January 22 2022 In Accordance with The Texas Election Code. (Resolution R21-536 Presenter: Belinda Hinojosa, City Secretary This Resolutions orders a Special Election for January 22, 2022 to elect a Council Member for District 7 to fill the vacancy created by the resignation of Patra Moreno. Public Comment: None Motion: Move to adopt Resolution R21-536 Motion by Council Member King, seconded by Council Member Weiss Vote: 6-0. Motion carried. 7. Award of bid for Plainview/Hale County Airport Crack Seal Project and authorize Mayor to sign necessary documents Presenter: Jeffrey Snyder, City Manager One bid was received for the project in the amount of $77,128. Staff recommends approval. Consider BuyBoard Purchase of 2021 140 GC Motor Grader from Warren Cat in the amount of $177,027.13 Presenter: Brocke Lively, Landfill Superintendent Staff recommends approval for the purchase of 2021 Caterpillar 140 GC Motor Grader at $242,027.13 minus a trade-in allowance of $65,000 for the 2012 John Deer Maintainer for a total price of $177,027.13. Public Comment: None Motion: Move to approve Item No. 8 Motion by Council Member Weiss, seconded by Council Member VanHoose Vote: 6-0. Motion carried. 9. Consider BuyBoard Purchase of 2022 Peterbilt 567 w/ Kann Side Loader Recycle Truck from Rush Truck Center in the amount of $270,028.25 Presenter: Brocke Lively, Landfill Superintendent Staff recommends approval for the purchase of the 2022 Peterbilt 567 w/ Kann Side Loader from Rush Truck Center for $270,028.25. Public Comment: None Motion: Move to approve Motion by Council Member Weiss, seconded by Council Member Williams Vote: 6-0. Motion carried. 10. Convene into closed session pursuant to Texas Gov't Code § 551.074 to deliberate the deployment, or specific occasions for implementation, of security personnel or devices: or a securitv audit. 11. Convene into closed session pursuant to Texas Gov't Code $ 551.074 to deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee, or to hear a complaint or charge against an officer or employee. Consider and take necessary action on City Manager Evaluation Public Comment: None Motion: Move to instruct City Attorney to extend the City Manager's contract and include a TMRS salary offset equal to the City Manager's current contribution and provide contributions to a supplemental retirement under 401 a of the Internal Revenue Code with full vesting after five years Motion by Mayor Pro Tem Blackerby, seconded by Council Member VanHoose Vote: 6-0.
