Council Chambers, 202 W. 5th Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Nelda VanHoose-
District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King -District 4,
Susan Blackerby-District 5 and Evan Weiss -District 6
Staff members present were: Jeffrey Snyder -City Manager, Jeff Johnston -Assistant City
Manager, Jarrod Russell -City Attorney, Isauro Gutierrez -Director of Information
Technology, Derrick Watson -Chief of Police, Bobby Gipson -Fire Chief, Tim Crosswhite-

5. Ordinance Approvinq Findings of Fact regarding Political Boundaries of the City of
Plainview Texas following Publication of 2020 Census Data and Ordering Redistricting
of Political Boundaries and Adopting a shortened time frame for redistricting as required
per City Charter Section 6.02(c)(6) — (Ordinance No. 21-3723 — Second Reading)

6. A Resolution adopting the City of Plainview Long Range Water Supply Plan
(Resolution R21-541)
Presenter: Neil Weems, Assistant Director of Public Works
This Resolutions adopts the Long Range Water Supply Plan for the City of Plainview.

Motion: Move to adopt Resolution R21-541
Motion by Mayor Pro Tern Blackerby, seconded by Council Member VanHoose
Vote: 7-0. Motion carried.
7. Resolution authorizing the City of Plainview to enter into the Attorney General of
Texas Opioid Settlement Agreement adopting the Texas Term Sheet and Settlement
Allocations (Resolution R21-540)

Authorize City to enter into Texas Opioid Settlement Agreement.

8. Consider Economic Development Services Agreement between the City of
Plainview Hale County and the Plainview -Hale County Economic Development
Corporation

This agreement approves the restructuring of the Plainview -Hale County Economic
Development Program.

Motion by Council Member Weiss, seconded by Council Member VanHoose
Vote: 7-0. Motion carried.
9. Consider fuel card service bids submitted to the City of Plainview
Presenter: Neil Weems, Assistant Director of Public Works
Staff recommends rejecting two bids that were received.
Public Comment: None
Motion: Move to reject fuel card service bids.
Motion by Mayor Pro Tern Blackerby, seconded by Council Member Juarez
Vote: 7-0. Motion carried.
10. Authorize Contract between the City of Plainview and U.S. Bank Voyager for Fuel
Card Services usinq Texas Smart Buy Contract # 946-M3.
Presenter: Neil Weems, Assistant Director of Public Works
Staff recommends utilizing Texas Smart Buy Contract with U.S. Bank Voyager
Public Comment: None
Motion: Move to authorize Contract between the City of Plainview and U.S. Bank
Voyager for Fuel Card Services using Texas Smart Buy Contract # 946-M3.
Motion by Mayor Pro Tern Blackerby, seconded by Council Member Weiss
Vote: 7-0. Motion carried.
11. A Resolution Authorizing the Sole Source Purchase of Stryker LifePak Heart
Monitor/Defibrillators (Resolution R21-542)
Presenter: Bobby Gipson, Fire Chief
City received notice that certain Stryker Life Pak Heart Monitor/Defibrillators used by Fire
Department will be discontinued. This authorizes sole source purchase of Stryker LifePak
Heart Monitor/Defibrillators.

12. Convene into closed session pursuant to Texas Gov't Code § 551.074 to deliberate
the appointment employment, evaluation, reassignment, duties, discipline or dismissal
of a public officer or employee, or to hear a complaint or charge against an officer or
employee. City Manager Evaluation
13. Convene into executive session in accordance with Tex. Gov't Code §551.071 to
seek the advice about pending or contemplated litigation, settlement offers or on matters
in which duty of the attorney under the Texas Disciplinary Rules of Professional Conduct
of the State Bar of Texas conflicts with Tex. Gov't Code Ch. 551 Construction - Lone Star
Settlement
14. Convene into closed session pursuant to Texas Gov't Code § 551.087 to discuss
or deliberate regarding an offer of a financial or other incentive to a business prospect
that the City seeks to have locate, stay, or expand in or near the territory of the City of
Plainview.
Mayor Starnes recessed the meeting at 8:03 p.m.
Mayor Starnes called the meeting back in open session at 8:27 p.m.
15. Consider and take necessary action on City Manager Evaluation
Public Comment: None
Motion: Move to accept the evaluation of the City Manager and extend his
employment with the City of Plainview for an additional three years
Motion by Mayor Pro Tern Blackerby, seconded by Council Member Juarez
Vote: 7-0. Motion carried.
