The Plainview City Council met in a work session at 11:30 A.M. at the Plainview Country Club with Mayor Ridlehuber presiding and the following present: Barbara Dorman, Andy Taylor, Junior Brown, Bobby James and Tom Aday. Staff present: City Manager Jim Jeffers, Roy Osborne, Norman Huggins, Bill Hogge and Sheryl Owen. City Manager Jim Jeffers presented the items for the agenda for the next CouncilMeeting to be held onFebruary 11, 1986. Consideration of Resolution No. R86-970 entitled, "A Resolution of the City Council of the City of Plainview, Texas accepting a petition for annexation of 46.35 acres of land." Econcmic Development strategy - General Discussion. Consent Calendar: Minutes, Department Reports and Budget Expenditures. Consideration of Resolution No. R86-971 entitled, "A Resolution of the City Council of the City of Plainview, Texas awarding th~ bid for the operation of the Airport COntrol Tower contingent on approval of the Federal Aviation Administration." Consideration of Resolution 'No. R86-972 entitled, "A Resolution of the City Council of the City of Plainview, Texas accepting a "gift" of land from James A. Potts and Melba S. Potts." Consideration of Resolution No. R86-966 entitled, "A Resolution of the City Council of the City of Plainview, Texas authorizing Michel. le Magruder, South Plains Association of Governments, to execute correspondence pertaining to the administration of the 1985 Texas Community Development Grant, on behalf of the Mayor of Plainview." Consideration of Resolution No. R86-967 entitled, "A Resolution of the City Council of the City of Plainview, Texas designating the Environmental Assessment Officer for the Texas Department of Community Affairs Economic Development Grant S705262." Consideration of Resolution No. R86-968 entitled, "A Resolution of the City Council of the City of Plainview, Texas designating an individual to serve as a liaison in handling all labor standards issues pertaining to the City of Plainview's Economic Development Grant No. $705262." Consideration of Resolution No. R86-969 entitled, "A Resolution of the City CounCil of the City of Plainview, Texas agreeing to implement specific affirmative action steps as it pertains to the Texas Department of Community Affairs Economic Development Grant No. S705262 and designating an individual to serve as an Equal Opportunity Officer for the City of Plainview." g) Consideration of Resolution N~i--~8~--95~ ~ntitled, "A Resolution of the City Council of the City of Plainview, Texas amending the Animal Control Agreement between the City of Ptainview and Hale County which was executed on December 9, 1985." h) Consideration of Resolution No. R86-976.entitled, "A Resolution of the City Council of the City of Plainview, Texas establishing Plainview's Teen Court; authorizing the City Manager to obtain the professional services of a Court Coordinator; and appointing a Teen Court Committee and establishing the policies, guidelines and operating procedures for the Teen Court." i) Consideration of Resolution No. R86-977 entitled, "A Resolution of the City Council of the City of Plainview, Texas appointing individuals to serve on the Teen Court Committee." j) Consideration of Resolution No. R86-978 entitled, "A Resolution of the City Council of the City of Plainview, Texas approving the fees established by the Plainview-Hale County Health District." k) Consideration of Resolution No-. R86-979 entitled, "A Resolution of the City Council of-the City of Plainview, Texas authorizing the City Manager to execute a Litter Enforcement Contract with the State of Texas." 1) Consideration of Resolution No. R86-980 entitled, "A Resolution of the City Council of the City of Plainview, Texas approving the final plat of Westridge Addition, Unit No. 6 Plainview, Hale County, Texas." j) Consideration of Resolution No. R86-982 entitled, "A Resolution of the City Council of the City of Plainview, Texas establishing user fees for Parks and Recreation in accordance with Chapter 22 of the Code of the City of P!ainview, Texas." k) Consideration of Resolution No. R86-983 entitled, "A Resolution of the City Council of the City of Plainview, Texas requesting the continuation of funding for the Rape Crises Center which offers assistance to-citizens of Plainview and Hale County and authorizing the Mayor on behalf of the City of Plainview to execute a grant application." 7) EXECUTIVE SESSION: Discussion of personnel as authorized by Article 7252-17,. Section l(g), V.T.C.S. and discussion of pending litigation in accordance with Article 6252-17, Section l(e), Consideration of Ordinance~No. 86-2638, on first reading, entitled, "An Ordinance providing for a maximum speed on a portion of Ennis Street in the City of Plainview, Texas and providing for a penalty." Consideration of Ordinance No. 86-2639, on first reading, entitled, "An Ordinance prescribing a speed limit on llth Street in the City of Plainview; and providing for a penalty." Consideration of Ordinance No. 86-2636, on first reading, entitled, "An Ordinance providing for the extension of certain boundary lines of the City of Plainview, Texas and the annexation of certain territory consisting of 46.35 acres of land, which said territory lies adjacent to and adjoins the present limits of the City of Plainview, Texas and within the extra-territorial jurisdiction of said city." Consideration of Resolution No. R86-973 entitled, "A Resolution of the City Council of the City 'of Plainview, Texas authorizing a change in the Major Medical Insurance of the City of Plainview." Consideration of Resolution No. R86-974 entitled, "A Resolution of the City Council of the City of Plainview, Texas awarding a bid for a rotary riding mower~ for the City of .Plainview." City Manager Jim Jeffers explained that the City was being refunded sc~e money from the Parks' Grant. Council advised to keep money on hold for some future project. City Manager Jim Jeffers explained that the City was doing away with the position of the Service Center's Store Clerk. City Manager informed that Council that the Attorney's were still in the process of working on the Health Department Agreement. City Manager Jim Jeffers explained that Health Department fees of other cities were different from ours and so were their services.
