MINUTES
The Plainview City Council met in a work session at 11:30 a.m. at
the Plainview Country Club on Thursday, Feb~_ary 20, 1986 with Mayor
Ridlehuber presiding and the following present: Councihmmmber; Barbara
Dorman, Junior Brown, Bobby James and Tom ~k~ay. Staff present: City
Manager Jim Jeffers, Roy Osborne, Bill Hogge, Norman Huggins and Sheryl
Owen. Visitor: Cathy Donahue-KVOP.
City Manager Jim Jeffers presented the following items to be
considered on the Agenda for the City Council on Tuesday, February 25,
1986:
PUBLIC HEARING: Ordinance No. 86-2636 entitled, "An Ordiannce
providing for the extension of certain boundary lines of the City of
Plainview, Texas and the annexation of certain territory consisting of
46.35 acres of land, which said territory lies adjacent to and adjoins
the present limits of the City of Plainview, Texas and within the
extraterritorial jurisdiction of said City."
Consideration of ordinance No. 86-2636 on second reading entitled,
"An ordinance providing for the extension of certain boundary lines of
the City of Plainview, Texas and the annexation of certain territory
consisting of 46.35 acers of land, which said territory lies adjacent to
and adjoins the present limits of the City of Plainview, Texas and
within the extraterritorial jurisdiction of said City."

Consideration of ordinance No. 86-2638 on second reading entitled,
"An ordinance proViding for a maximum speed on a portion of Ennis Street
in the City of Plainview, Texas and providing for a penalty."
Consideration of Ordinance No. 86-2639 on seoncd reading entitled,
"An Ordinance prescribing a speed limit on llth Street in the City of
Plainview; and providing for a penalty."
Consideration of Ordinance No. 86-2640 on first reading entitled,
"An Ordinance amending Section 24 of the Code of the City of Plainview,
Texas authorizing the City MaD~ger to issue permits for the use of any
sidewalk, public easeraent, or street in the City of Plainview, Texas;
providing for appeals procedures; providing for a penalty, and for a
severability clause."
City Manager Jim Jeffers presented the following miscellaneous
items for discussion:
Jim explained to the Council the possibility of combining a logo
for the City and the Chamber of Commerce. Jim explained that there was
going to be a contest for the best logo. It was consensus of the
Council to look at said logo and then make a final decision.
Mayor Ridlehuber requested to the Council that the City pave the
parking lot at the Chamber of C~ce. No action was taken.
Jim Jeffers talked briefly on the reopening of EMOO.
With no further business pending, the meeting adjourned at 12:50
p.m.
