The Plainview City Council met in a regular meeting on Tuesday, February 25, 1986 at 7:30 p.m. in the Council Chambers of City Hall with Mayor Ridlehuber presiding and the following present: Councilmembers: Barbara Dorman, Andy Taylor, Junior Brown and Bobby James. Staff present: Jim Jeffers, Mike McDonough, Tom Hamilton, Bill Hogge, Roy Osborne, and Norman Huggins. Invocation was given by Mayor Ridlehuber. Mayor then %~lccmed the guests and opened the meeting. Mayor presented the Public Hearing on Ordinance No. · 86-2683 entitled, "An Ordinance providing for the extension of certain boundary lines of the City of Plainview, Texas and the annexation of certain territory consisting of 46.53 acres of land, which said territory lies adjacent to and adjoins ~.~e ,present limits of the City of Plainview, Te~s and within the extrat~rritorial jurisdiction of said City." It was moved by Alderm~n Taylor seconded by Alderman Brown to called the public hearing. Mayor opened public hearing. No conm~mts were made. It was moved by Alderwcman Dorman seconded by Alderman Brown to close the public hearing. Fmtion carried unanimously. Mayor presented Ordim~nce No. 86-2636 on second reading entitled, "An ordinance providing for the extension of certain boundary lines of the City of Plainview, Texas and the annexation of certain terriroty consisting of 46.35 acres of land, which said territory lies adjacent to and adjoins the present limits of the City of Plainview, Texas and within the extraterritorial jurisdiction of said City. It was moved by Alderwcman Dorman seconded by Alderman Brown to approve the ordinance. Motion carred as follows for: Councilmembers One, Three and Four. Councilmember Two abstained from voting. Mayor opened for public conm~nt: Economic Development Strategy. City Manager Jim Jeffers explained that the City must have an Economic Development Strategy to join the TEXCEL program to provide economical diversification for the cormumity. No action was taken. Interim Municipal Judge-Barbara Sullivan gave a report to the City Council on the progress of the Teen Court. She explained the guidelines of the Teen Court, the first meeting to be March 18th, and she explained the Teen Court C~-,~ttee and its members. Mayor presented the consent Calendar for approval: a) Minutes b) Department Reports c) Budget Expenditures d) Consideration of Ordin~nnce NO. 86-2638 on second reading entitled, "An Ordinance providing for a maximum speed on a portion of Ennis Street in the City of Plainview, Texas and providing for a penalty." (p.10) e) Consideration of Ordinance No. 86-2639 on second reading entitled, "An Ordinance prescribing a speed limit on llth Street in the City of Plainview; and providing for a penalty." (p.. 11) f) Consideration of-ordinance No. 86-2640 on first reading entitled, "An Ordinance amending Section 24 of the Code of the City of Ptainview, Texas authorizing the City Manager to issue permits for the use of' any sidewalk, public easement, or street in the City of Plainview, Texas; providing for appeals procedures; providing for a penalty, and for a severability clause." (p. 12) g) Consideration of Resolution No. R86-975 entitled, "A Resolution of the City Council of the City'of plainview, Texas amending the Animal Control Agreement between the' City of Plainview and Hale County which-..was executed on December 9, 1985." (p.13-15) h) Consideration of Resolution No. R86-976 entitled, "A Resolution of the City Council of the City of Plainview, Texas establishing Plainview's Teen Court; authorizing the City Manager to obtain the professional services of a Court Coordinator; and appointing a Teen Court Committee and establishing the policies, guidelines and operating procedures for the Teen Court." (p.16-17) i) Consideration-of Resolution No.-R86-977 entitled, "A Resolution of the City Council of the City of Plainview, Texas appointing individuals to serve on the Teen Court Committee." (p.18) j) Consideration of Resolution No.'R86-978 entitled, "A Resolution' of the City Council of the City of Plainview, Texas approving the fees established by the Plainview-Hale County Health District." (p.19~22) k) Consideration of Resolution NO. R86-979 entitled, "A'Resolution of the City Council of the City of Plainview, Texas authorizing the City Manager to execute a Litter Enforcement Contract with the State of Texas." (23-24) 1) ConsideratiOn Of'Resolution'No. R86-985 entitled, "A Resolution of the City Council of the City of Plainview, Texas awarding a bid for the purchase.of a 1/2 ton Cargo Van for the Engineering Department. (p. 25) m) Consideration 'of Resolution No. R86-980 entitled, "A'Resolution of the City Council of the City of Plainview, Texas approving the final plat of Westridge Addition, Unit No. 6 Plainview, Hale County, Texas." (p.26) n) Consideration Of Resolution No. R86-982 entitled, "A ResolutiOn of the City Council of the City of Plainview, Texas establishing user fees for Parks and Recreation in accordance with Chapter 22 of the Code of-the City Of Plainview, Texas." (p.27-29) o) Consideration of Resolution No. R86-983 entitled, "A Resolution of the City Council of the City of Plainview, Texas requesting the continuation of funding for the Rape Crises Center which offers assistance to citizens of Plainview and Hale County and authorizing the Mayor on behalf of the City of Plainview to execute a grant application." Mayor called for an Executive Session: Discussion of personnel as authorized by Article 7252-17, Section l(g), V.T.C.S., and discussion of pending litigation in accordance with Article 6252-17, Section 1 (e)V.T.C.S.
