MINUTES The Plainview City Council met in a regular~meeting on Tuesday, March 11, 1986 at 7:30 p.m. in the Council Chambers of City Hall with Mayor Ridlehuber presiding and the following present: Councilmembers: Andy Taylor, Junior Brown and Bobby James. Staff present: Jim Jeffers, Norman Huggins, Roy Osborne, Jerry Austin, Bill Hogge, Mike McDonough, Barbara Sullivan, and Sheryl Owen. Invocation was given by Bill Hogge. the guests and opened the meeting. Mayor Ridlehuber welcomed Mayor presented Resolution No. R86-986 entitled, "A Resolution of the City Council of the City of Plainview, Texas adopting an Economic Development strategy in accordance with the TEXCEL Certification Program." It was moved by Bobby James seconded by Junior Brown to approve the resolution. Mayor presented the Consent Calendar for approval: Richard Orr asked about Resolution No. R86-990~ Bobby James explained the resolution to Mr. Orr. a) Minutes b) Department Reports c) Budget Expenditures d) Consideration of Ordinance No. 86-2640 on second and final reading, entitled, "An Ordinance amending Section 24 of the Code of the City of Plainview, Texas authorizing the City Manager to issue permits for the use of any sidewalks, public easements, or street in the City of Plainview, Texas; providing for appeals procedure; providing for a penalty and for a severability clause." e) Consideration of Resolution No. R86-984 entitled, "A Resolution of the City Council of the City of Plainview, Texas declaring the West one half of lots 15 and 16, Block 44, Highland Addition, which is located at 1314 Portland, as surplus property and authorizing the disposal of such." f) Consideration of Resolution No. R86-988 entitled, "A Resolution of the City Council of the City of Plainview, Texas authorizing participation in the Central Plains Health Access Program." g) Consideration of Ordinance No. 86-2641 on first reading, entitled, "An Ordinance amending Section 5-4 Minimum Equipment; Section 5-5 Trained Personnel; and Section 5-6 Warning Devices of Chapter 5 entitled "Ambulances of the Code of the City of Plainview,. Texas" and Providing for a severability clause." h) Consideration of Ordinance No. 86-2644 on first reading, entitled, "A Ordinance amending Ordinance No 82-2478 entitled, "The City of Plainview Zoning Ordinance" more specifically Section 26:2 entitled, "Specific Use Permit Regulations" Subpart 7, and establishing an effective date." i) Consideration of Ordinance No. 86-2646 on first reading, entitled, "An Ordinance amending Zoning Ordinance No 82-2478 and the official zoning map of the City of Plainview so as to make the following changes: Zone Case No. 530; request of the City of Plainview for rezoning a 28.866 acre tract of land from a R-2 (Single Family Residential) Zoning District to MF-2 (Multiple Family Residential) Zoning District located in the 3300 Block of North Quincy" and calling for a public hearing on March 27, 1986. j) Consideration of Ordinance No. 86-2647 on first reading, entitled, " An Ordinance amending Zoning Ordinance No 82-2478 and the official zoning map of the City of Plainview so as to make the following changes: Zone Case No. 531; request of the City of Plainview for rezoning several lots R-1 (Single Family Residential) Zoning District to MF-2 (Multiple Family Residential) Zoning District and located on Twenty-Eighth, Twenty-Nineth, Thirtieth, and Thirty-First Streets east of North Ennis Street" and calling for a public hearing on March 27, 1986. k) Consideration of Ordinance No. 86-2648 on first reading, entitled, " An Ordinance amending Zoning Ordinance No 82-2478 and the official zoning map of the City of Plainview so as to make the following changes: Zone Case No. 532; request of Blake Gooch for rezoning of lot 7 and the South 45 feet of Lot 8, Block 22, College Hill Addition from a R-2 (Single Family Residential) Zoning District to TF (Attached Residential) Zoning District and located at 708 Portland Street and calling for a public hearing on March 27, 1986. 1) Consideration of Ordinance No. 86-2645 on first reading, entitled, "An Ordinance amending Zoning Ordinance No 82-2478 and the official zoning map of the City of Plainview so as to make the following changes: Zone Case No. 529; request of the James R. Odom for rezoning of a three (3) acre tract of land from C.R.D. (Commercial Retail District) Zoning District to a C.G.B. (Commercial General Business) Zoning District for commercial uses and located in the 2400 Block of North Ennis" and calling for a public hearing on March 27, 1986. m) Consideration of Resolution No. R86-989 entitled, "A Resolution of the City Council of the City of Plainview, Texas accepting bids and awarding a contract for furnishing, installing and testing one deep well pumping unit and controls for the City of Plainview." n) Consideration of Resolution No. R86-990 entitled, "A Resolution of the City Council of the City of Plainview, Texas requesting Texas Higher Education Authority, Inc., to act on behalf of this City and as its duly constituted authority and instrumentality in providing financing through its Educational Facilities Revenue Bond Program of educational facilities for Wayland Baptist University, an institution of higher education located within the boundaries of this City, and requesting and approving the issuance by the Texas Higher Education Authority, Inc., of its Revenue Bonds for such purpose." o) Consideration of Resolution No. R86-991 entitled, "A Resolution of the City Council of the City of Plainview, Texas authorizing the Mayor to execute an amendment to the Texas Department of Health Contract No. C6000552 as it pertains to the Bureau of Maternal and Child Health Program." p) Consideration of Resolution No. R86-992 entitled, "A Resolution of the City Council of the City of Plainview, Texas authorizing the City Manager to enter into Interlocal Agreements providing for Cooperative Law Enforcement services with the State of Texas, Texas Counties and Texas Municipalities." It was moved by Alderman Brown, seconded by Andy Taylor to approve the Consent Calendar. Motion carried unanimously. Mayor called for an Executive Session: Discussion of personnel as authorized by Article 7252-17, Section l(g), V.T.C.S. and discussion of pending litigation in accordance with Article 6252-17, Section l(e), V.T.C.S. Mayor Ridlehuber reconvened the Council into regular session from executive session at 9:55 P.M. Mayor Ridlehuber announced that Barbara Sullivan had been interviewed for Municipal Court Judge/Teen Court Coordinator, and that she was being nominated to fill the $20,000.00 per year position. Councilman James moved that R86-987, which names Barbara Sullivan as Municipal Court Judge/Teen Court Coordinator be adopted. Motion was duly seconded by Councilman Brown and carried unanimously. Mrs. Sullivan accepted the appointment. Councilman James moved that the meeting be adjourned. The motion was duly seconded by Councilman Brown and carried by unanimous vote.
