The Plainview City Council met in a work session Thursday, April 3, 1986 at 11:30 a.m. at the Plainview Club with Mayor Ridlehuber presiding with the following Councilmembers present; Tom Aday, Andy Taylor and Bobby James, and the following Staff present: City Manager Jim Jeffers, Norman Huggins, Roy Osborne, Joe Ferguson, and Mike McDonough. Visitors present: Cathy Donahue, Richard Orr, DOn Dickson, Rebecca Escalante and Paul Wright. City Manager Jim Jeffers presented the following item~ to be on the Agenda for the Council Meeting to be held on Tuesday, April 8, 1986: Consideration of Resolution No. R86-101 entitled, "A Resolution of the City Council of the City of Plainview, Texas declaring the results of City Officers' election conducted on April 5, 1986. Oath of Office for newly elected officials. Consideration of Resolution No. R86-997 entitled, "A Resolution of the City Council of the City of Plainview, Texas appointing Tc~n Aday as Mayor Pro Tem of the City of Plainview." Consideration of Ordinance No. 86-2651 entitled, "An Ordinance calling and ordering a run-off election in and for the City of Plainview to be held on the second Tuesday in May of 1986, the same being the 13th day of May, 1986, as the date for a run-off election; designating the places where said election is to be held; and appointing presiding officials thereof." City Manager Jim Jeffers presented the following items to be on Consent Calendar: a) Minutes b) Department Reports c) Budget Expenditures d) Consideration of Resolution No. R86-999 entitled, "A Resolution of the City Council of the City of Plainview, Texas authorizing the assignment of a farm lease contract from Michael Strickland to River City Farms, Inc i" e) Consideration of Resolution No. R86-102 entitled, "A Resolution of the City Council of the City of Plainview, Texas appointing alternates to the Board of Adjustment and Planning and Zoning Commission." f) Consideration of Ordinance No. 86-2642 on second and final reading, entitled, "An Ordinance of the City of Plainview, regulating the erection, construction, enlargement, alteration, repair, moving, removal, demolition, conversion, occupancy, equipment use, height, area and maintenance of all buildings and/or structures in the City of Plainview, Texas; providing for the issuance of permits and collection of fees thereof; providing penalties for the violation thereof; declaring and establishing fire zones; repealing Ordinance No. 82-2498 of the City of Plainview, and all other Ordinances and parts of Ordinances in conflict herewith. Providing for the adoption of the 1985 Edition of the Uniform Building Code, Volume 1, as copyrighted in 1985 by the International Conference of Building Officials, Whittier, California, with certain amendments thereto; directing publication of the descriptive caption of this Ordinance, with the penalty provisions of the Uniform Building Code, 1985 Edition and providing an effective date of this Ordinance. g) Consideration of Ordinance No. 86-2643 on second and final reading, entitled, "An Ordinance of the City of Plainview regulating and controlling the design quality of materials, construction, location, electrification and maintenance of all signs and sign structures not located within a building; providing for the repealing of Ordinance No. 82-2499; providing for the adoption of the 1985 Edition, Uniform Sign Code, as copyrighted in. 1985, by the International Conference of Building Officials of Whittier, California; with certain amendments thereto; providing penalties for the violation thereof; providing a severability clause; directing publication of the Descriptive Caption of this Ordinance, together with the Penalty provisions, of the 1985 Edition, Uniform Sign Code, as amended and providing an effective date." h) Consideration of Ordinance No. 86-2650 on second and final reading, entitled "An Ordinance of the City of Plainview regulating and controlling the maintenance of buildings and premises; to safeguard life, health, property and public welfare by regulating the storage, use and handling of dangerous and hazardous materials, substances and processes, and by regulating the maintenances of adequate egress facilities; providing for the repealing of Ordinance No. 82-2497 of the City of Plainview; providing for adoption of the Uniform Fire Code, 1985 Edition, as copyrighted in 1985, the International Conference of Building Officials of Whittier, California; providing for certain amendments thereto; providing penalties for the violation thereof; providing a severability clause; directing publication of the descriptive caption of this Ordinance, together with the penalty provisions, and providing an effective date of this Ordinance." i) Consideration of Resolution No. R86-100 entitled, "A ~solution of the City Council of the City of Plainview, Texas approving the Preliminary Plat of Pressler ~xtdition, Unit No. 2, Plainview, Hale County, Texas." City Manager Jim Jeffers informed the City Council that letters had been sent out to the resident's that live on llth Street concerning the street lights and the upcoming public hearing on such.
