HomeMy WebLinkAbout86 0417 minCITY COUNCIL WORK SESSTION April 17, 1986 MINUTES THE PLA1/fVIEW~ 11:30 a.m. The Plainview City Council met in a work session Thursday, April 17, 1986 at 11:30 a.m. at the Plainview Club with Mayor Ridlehuber presiding and the following present: Councilmambers; Barbara Dorman, Andy Taylor, Don Dickson, Junior Brown, Bobby James and Tc~ A~ay. Also present:. Jim Jeffers, Norman Huggins, Roy Osborne and Sheryl Owen. Visitors present: Cathy Donahue, Richard Orr, and Paul Wright. City Manager presented the following items for discussion to be on the Agenda for the regular Council Meeting to be held Tuesday, April 22nd: Streets Lights - llth Street between Denver and Canyon Streets: a) Public Cc~nent b) City Council ~tion Consent Calendar: a) Minutes b) Department Reports c) Budget Expenditures d) Consideration of Resolution No. R86-102 entitled, "A Resolution of the City Council of the City of Plainview appointing alternates to the Board of Adjustment and Planning and Zoning Commission." It was consensus of the Council to nominate Pat Stoner and Mitch George as alternates to the Board of Adjustment; and Jim Poorman as alternate on the Planning and Zoning Board. e) Consideration of Pesolution No. R86-104 entitled, "A Resolution of the City Council of the City of Plainview authorizing the City Manager, on behalf of the City of Plainview, to enter into a Lease Agreement with the Plainview Independent School District for the use of the Jaycee Baseball Field located in Broadway Street Park." f) Consideration of Resolution No. R86-105 entitled, "A Resolution of the City Council of the City of Plainview awarding a bid for a 3/4 Ton Cab & Chassis for the Water and Sewer Department." 5) EX~CUT~ SESSIGN: Discussion of pending litigation in accordance with Article 6252-17, Section l(e), V.T.C.S. (Hendricks, et.al, vs. City of' ~ainview, et.al) The following miscellaneous items were discussed by the Council: Jim Jeffers explained the Administrative Policy/Fair Labor Standards Act Applications for non-exempt City ~ployees. Councilman Junior Brown gave a report on the National League of Cities Meeting that he attended in March. Givens Street Swimming Pool - Councilman Brown expressed concern about the opening of this pool. It was consensus of the Council that they would consider subsidizing a group to operate the pool, but that the Council would not take on the full operation. Parks Advisory Board - Council discussed the Parks Advisory Board and it was consensus that this Board should be abolished. City Manager Jim Jeffers discussed the Airport Ground Leases. Mayor Ridlehuber explained to the Council that he had nominated Councilwoman Dorman to the Texas Municipal League Regional Committee as 2nd Vice-President.
