COUNCIL CHAMBERS
7:30 P.M.
The Plainview City Council met in a regular meeting Tuesday, April
22, 1986, at 7:30 p.m. in the Council Chambers of City Hall with Mayor
Ridlehuber presiding and the following Council member present: Don
Dickson, Barbara Dorman, Andy Taylor, Junior Brown, Tc~ Aday and Bobby
Jam~s. Staff present: City Manager Jim Jeffers, Mike McDonough, T~m
Hamilton, Bill Hogge, Norman Huggins and JohnnieBallew.
Invocation was given byTomHamilton.
Mayor openedthemeetingandwelcomedthe guests.
Mayor presented the item of the Streets Lights on llth Street; He
read the following statement:
"I would like to thank those of you who have taken the time to
attend this meeting to express your views on the proposal to discontinue
a portion of the street lighting ~n llth Street between Denver and
Canyon. As you are probably aware, a portion of the lights were turned
off on February 26, 1986, so that City Staff mightanalyze the impact of
the discontinuance of those lights. The City Manager, Police Department
andDeparhT~nt of Municipal Safety all concur that the discontinuance of
the lighting on the south side of llth Street will not have an adverse
impact on traffic safety which is the primary purpose for street lights.
It is anticipated that if the lights on the south side of llth Street
remain turned off, then the City will reduce its street lighting budget
by approximately $5,000 per year.
A second item which you might wish to corm~nt on is the proposal to
remove the msdians on llth Street, except those located at the
intersection of Columbia and llth and Quincy and llth. The reason that
the medians w~re proposed to be removed was because of consistent and
numerous complaints from residents along llth Street concerning the
medians present. ~ts that have been received to date indicate that
there is little support or an indifference to the removal of the
medians. Unless stronger support is displayed for the r~x~val of the
m~dians, it is entirely possible that they will not be removed since
they do not create a substantial traffic hazard.
At this time, I would like to ask any of you who wish to address
the Council concerning one or both of these topics, to come forward and
state your name and give your street address and then make whatever
remark that you so desire limiting such to three minutes. I wish to
emphasize that this is not a debate, and it would be most helpful if you
will limit your remarks to the topic at hand. After the public cc~m~_nt
period has been concluded, the City Council may pursue any of the
following options: a) approve that the lights remain off; b) instruct
that the lights be turned back on; c) modify the Staff's proposal; and
d) or table the matter for additional study. The Council will review
the m~dianproposal in the same manner."
The following persons spoke: Inez Ott spoke in favor to leave the
lights on; Louise ~A~nter spoke in favor to leave the lights on and
leave the medians; Larry Sibley spoke in favor to leave the lights on;
Steve Hurt spoke in favor to leave the lights on and Willis Winters
spoke in favor to leave the lights on and leave the medians as is.
Discussion was held. It was then moved by Alderman Aday to instruct
City Staff to facilitate an agreement with the residents on llth Street
to keep the lights on at the residents expense; Motion was seconded by
Alderman Taylor. Motion carried as follows: For: Councilmsmbers,
Dorman, Taylor, Brown, James, and DicP~on.
It was then moved by Alderman Aday seconded by Alderman Dorman to
leave the medians on llth Street as they are. Motion carried
unanimously.
Mayor Ridlehuber presented the following Consent Calendar for
approval.
a) Minutes b) Department Reports c) Budget Ex%0enditures
d) Consideration of B~solution No. R86-102 entitled, "A Resolution
of the City Council of the City of Plainview appointing alternates to
the Board of Adjustn~nt and Planning and Zoning Cc~mission."
e) Consideration of R~solution No. R86-104 entitled, "A Resolution
of the City Council of the City of Plainview authorizing the City
Manager, on behalf of the City of Plainview, to enter into a Lease
~3res~ent with the Plainview Independent School District for the use of
the Jaycee Baseball Field located in Broadway Street Park."
f) Consideration B~solution No. R86-105 entitled, "A Resolution of
the City Council of the City of Plainview awarding a bid for a 3/4 ton
Cab & Chassis for the Water and Sewer Department."
It was moved by Alderwcman Dorman seconded by Alderman Aday to
approve the Consent Calendar as presented with the exception of Item F.
Item F-Resolution No. R86-105 was rejected due to the fact that the bids
did not meet specifications. Jim Jeffers advised that the City would
readvertise for bids on this.
Mayor then called an Executive Session for the discussion of
pending litigation in accordance with Article 6252-17, Section l(e),
V.T.C.S. (Hendricks, et.al, vs. City of Plainview, et.al). Council went
into an executive session at 8:25 p.m. and returned at 8:55 p.m. It
was the moved by Alderwoman Dorman seconded by Alderman Brown to
adjourned the meeting. Meeting adjourned.
