M/NUTES The PlainviewCity Council met ina regular meeting on Tuesday, May 13, 1986 at 7:30 p.m. in the Council Chambers of City Hall with Mayor Ridlehuber presiding and the following Councilmembers present: Don Dickson, Barbara Dorman, Andy Taylor, Junior Brown, Bobby James and Tc~ Aday. Staff present: City Manager Jim Jeffers, Tom Hamilton, Bill Hogge, Mike McDonough and Poy Osborne. Invocation was given by Councilman Don Dickson. Mayor opened the meeting and welcome the guests. Mayor Ridlehuber presented the Cost Awards to the JJ/mlie Garcia, 2nd place, $100.00 and Brenda Henderson, $50.00J following: 3rd place, Mayor presented Resolution No. R86-112 entitled, "A Resolution of the City Council of the City of Plainview, Texas declaring the results of the City Officers' election on May 13, 1986." Alton Jackson was elected as Councilman for Precinct One and Terry Clements elected for Precinct Two. It wasmovedbyAldermanAday seconded byAldermanTaylor to approve the election results. Motion carried unanimously. Mayor explained that Resolution No. R86-110 entitled, "A Resolution of the City Council of the City of Plainview awarding the bid on the Lift Station and Wastewater Treatment Plant improvements," was being tabled until the bids had been taken. Mayor presented the following C~nsent Calendar for approval: Consideration of Resolution No. R86-107 entitled, "A Pmsolution of the City Council of the City of Plainview, Texas accepting the Cc~prehensive Annual Financial Report for the fiscal year ending September 30, 1985." Consideration of Ordinance No. 86-2652 on first reading, entitled, "An Ordinance of the City of Plainview repealing Sections 22-16 through Sections 22-20 of Chapter 22, Article II entitled, 'Parks and Recreation ~visoryCommittee,' of the Code of the City of Plainview, Texas." Consideration of Resolution No. R86-108 entitled, "A Resolution of the City Council of the City of Plainview, Te~s authorizing the Mayor to execute a Ground Lease Agreement with Dr. Dana Segler at the Plainview-HaleCountyAirport." Consideration of Resolution No. R86-106 entitled, "A Resolution of the City Council of the City of Plainview, Texas authorizing the Mayor to execute a lease agreemant with the Plainview Slow-Pitch Softball Association." Consideration of Resolution No. R86-103 entitled, "A Resolution of th~ City Council of the City of Plainview, Texas granting an agr~t to the Plainview Slow-Pitch Softball Association to operate concessions in designated Park areas of the City of Plainview, prescribing the conditions of said permissions and the tern for which said permission is Consideration of Ordinance No. 86-2653 on first reading, entitled, "An Ordinance of the City of Plainview providing for incorporation by reference of the Texas Departmant of Health Division of Food and Drugs, 'Rules on Retail Food Store Sanitation 229.231-.239;' providing for amendments; fixing penalties; providing for a procedure to establish fees; and providing for a severability clause." Consideration of Resolution No. R86-109 entitled, "A Resolution of the City Council of the City of Plainview, Texas authorizing the ¥~yor to enter into a contract with the Plainview Chamber of Commerce for the production of a 'Quality of Life Brochure' and allocating up to $20,000 of Hotel/M~tel Tax M~nies for the project." Consideration of Resolution No. R86-111 entitled, "A Resolution of the City Council of the City of Plainview, Texas awarding a bid for two three-quarter ton cab and chassis for the Water and Sewer Department." Mayor called an Executive Session for discussion of pending litigation in accordance with Article 7252-17, Section l(e), V.T.C.S. (Hendricks et. al vs. City of Plainview, et. al - Alfredo Mandez and Angelina Mendez vs. City of Plainview.) It was moved by Alderman Brown seconded by Alderw~nan Dorman to go into executive session. The Council convened after the executive session and it was moved by Alderwcman Dorman seconded by Alderman Dickson to adjourn the n~aeting. The meeting adjourned at 8:45 p.m. PASSED AND APPROVED this the 27th day of May, 1986. ~ ~nterim City Clerk
