PLAINVIEW COUNTRY CLUB

Minutes
The Plainview City Council met in a work session on Thursday, May
22, 1986, at 11:30 a.m. at the Plainview Country Club with Mayor
Ridlehuber presiding and the following Councilmembers present: Don
Dickson, Alton Jackson, Terry Clement, Bobby James, Barbara Dorman
and Junior Brown. Staff present were: Mike McDonough, Jim Jeffers,
Norman Huggins, Roy Osborne and Bill Hogge. Visitors present were:
Paul Bess, Jim Platt, Dr. Anthony Lyons and Cathy Donahue.
City Manager, Jim Jeffers, introduced Paul Bess and three
Representatives of Wal-Mart. Mr. Jeffers explained the Quincy
street Project that Wal-Mart was proposing. A lengthy discussion
was held with the Council and the Wal-Mart representatives on said
project. It was the consensus of the Council that the City would
provide engineering services for said project. Outside engineering
services cost would be split 50-50 with Wal-Mart. Wal-Mart agreed
to pay $100,000 on said project. Bill Hogge was instructed to
prepare specs and submit them.
Dr. Anthony Lyons explained the proposed amendment to the Rules on
Retail Food Stores and an amendment to be adopted to require each
individual person to have a health card. Discussion was held on
said amendment.
Jim Platt, Manager of Holiday Inn, submitted a request to the
Council for $24,000 of Hotel/Motel tax monies to be spent for
billboards around the City to attract people into the City of
Plainview. Mr. Platt explained to the Council that the Hotel/Motel
industry needed more advertising outside the City limits.
City Manager Jim Jeffers presented the regular agenda for the
Council meeting for May 27th.
Jim Jeffers gave a review on the annexation of Southwest 3rd and
explained the timetable for said annexation.
jim Jeffers explained that the Justice Department had requested that
the City of Plainview form a Human Relations Committee. Mr. Jeffers
informed the Council that he would be working on establishing such.
Police Chief Roy Osborne explained to the Council that he had
visited with the funeral home directors on funeral escorts. He
advised to using off-duty officers rather than on-duty officers,
with the funeral homes paying, the officers for this service, and a
certain amount paid to the City for the use of City vehicles.
With no further bUsiness pending, the meeting adjOurned.
