MINUTES
The Plainview City Council met in a special called session on
Tuesday, July 1, 1986 at 7:30 p.m. in the Council Chambers of City
Hall with Mayor Ridlehuber presiding and the following
Councilmembers present: Alton Jackson, Terry Clements, Barbara
Dorman, Junior Brown, Bobby James and Tom Aday.
Staff members present were: Jim Jeffers, Norman Huggins, Mike
McDonough, David Blackburn, Roy Osborne, Bill Hogge, Joe Ferguson,
Johnnie Ballew and Sheryl Owen.
Visitors present were: Pink Dickens, Joe Cox, Doris Washington,
Jackie Harris, Gerald Autry, Billy Carthel, Annie Mae and Loyce
Williams.
Invocation was given by Alton Jackson.

Mayor Ridlehuber opened the
Mayor Ridlehuber explained that this special session was called for
a public hearing on the proposed annexation of Southwest 3rd, Tract
1, Plainview, Hale County, Texas and for the consideration of the
adoption of a service plan on the Southwest 3rd Tract 1 annexation.
Mike McDonough, Director of Municipal Services, explained the
proposed annexation. It was then moved by Councilwoman Dorman,
seconded by Councilman Brown to call a public hearing. Motion
carried unanimously.
Mayor Ridlehuber opened the public hearing and asked for proponents
of the annexation to come forward. With no comments being made in
favor of, Mayor Ridlehuber then asked all in opposition of the
annexation to come forward. Jackie Harris spoke in opposition of
said annexation. Pink Dickens, representing Raymond Gilders, also
spoke in opposition of the proposed annexation. A lengthy
discussion ~was held on said annexation. It was then moved by
Councilman Aday, seconded by Councilman Brown to close the public
hearing. Motion carried unanimously.
City Manager Jim Jeffers explained to the Council the adoption of
the service plan on Southwest 3rd Tract 1 annexation. It was then
moved by Councilman Aday, seconded by Councilwoman Dorman to adopt
said service plan. Motion carried unanimously.
Councilwoman Dorman moved, seconded by Councilman Aday to adjourn
the meeting. Motion carried unanimously.
PASSED AND APPROVED this the 8th day of July, 1986.
