HomeMy WebLinkAbout86 0715 minCITY COUNCIL SPECIAL SESSION July 15, 1986 CITY HALL Pre-session 1: 00 p.m. Chamber of Commerce 2:00 p.m. The Plainview met in pre-session at 1:00 p.m. in Mayor's office, Plainview City Hall, Tuesday, July 15, 1986, with Mayor Gene Ridlehuber presiding and the following Councilmembers present: Alton Jackson, Don Dickson, Bobby James, Barbara Dorman, Junior Brown, Terry Clements and Tom Aday. City Mao~ger Jim Jeffers was also present. The meeting reconvened at the Plainview Chamber of Cceanerce offices where Hale County Judge Bill Hollars, Conm~ssioner's Hc~er Roberson, Nina Morris~ James Belk and Henry Rieff joined the meeting. Mayor Ridlehuber delivered the invocation. The County requested that the City of Plainview pursue the further extension of Southwest 3rd to the east of Columbia so that a "true" truck bypass may be established. The City agreed to continue to study and pursue the extension of Southwest 3rd. AIRPORT AND HEALTH DEP~ The City proposed that City assume total control and operation of the Airport, and that the County assume total control and operation of the Health Department. The County rejected said proposal on the basis that the Health Department cost more to operate than the airport. The City stated that co~-~-~¥~unications between the City and County on both the Airport a~d Health Department operations needed to be improved and~ that in all likelihood the existing Airport contract needed to be revised because of its age. The County requested that the City participate in converting the B~ Center to a Civic Center type facility. The County indicated that $300,000 of revenue sharing funds had been set aside for the renovation of the Ag Center. The County also stated that a committee had been appointed to review the renovation of the facility. The City ask to have representation on the conmlittee, along with the Chamber of Commerce and the county agreed to said proposal. The City agreed to study the proposal and indicated that there was a possibility that Hotel/Motel tax funds might be allocated towards this project. The City requested, and the County agreed, that the Police Department and Sheriff' s Office should study the feasibility of consolidating dispatch services with the ultimate goal being to reduce operating cost and to reduce duplication. FORENSICPATHOLOGY The City and County reviewsd Forensic Pathology Contract and the County stated that it would investigate as to whether of not other counties had entered similar contracts with the Forensic Pathologist and if they had not then the County would review the feasibility of discontinuing the monthly retainer fee. The City proposed that the County pay a percentage of the overall fire cost based on the total runs rode in the County. The County rejected this proposal and stated that they would form a volunteer Fire Depa~-h~-~nt to service the rural areas around the City of Plainview. The City did offer to provide technical assistance in formation of a rural fire department and would consider extending fire protection while the County establishes a volunteer department, but said extention would not be under the existing terms. ~4ERG~N~MEDICALSERVlCES The City requested that the County pay one-half of the operating deficit of the Fire Department ~nergency Medical Services. Current projected deficit is around $114,000.00. The County rejected the proposal. Th~ County also was requested, by the City, to discontinue subsidizing Plainview ~4S in light of the fact that the City would continue to provide ~nergency Medical Services in the County and it was unfair for the County to subsidize on service and not the other. The County stated that they would study said proposal. L~RARYSERVICES The City requested that the County fund the Library on a per capita basis based on the funding as provided Hale Center. The per capita formula would call for the County to pay the City $23,296.00. The County indicated that they felt it would be more equitable to fund the Library based on a usage concept with figures being provided by the Texas State Library Association. The County agreed to provide more information at the next meeting. LEGISLATIVE GOALS The City and County agreed to exchange information on the Tort Liability problems and insurance concerns for the upcoming Legislative session. Judge Hollars proposed pursuit of legislation to repeal the Peveto legislation but the City declined support of said proposal until additional information and an analysis of the existing operations could be provided. NEX~ MEETING The City and County agreed to meet a second time on July 29, 1986, at 2:00 p.m. in the Plainview Chamber of Corm~rce offices with the County being the host of said meeting.
