MINUTES
The Plainview City Council met in a Work Session on Thursday August
21, 1986 at 11:30 a.m. at the Plainview Club. Mayor Ridlehuber
presided with the following Councilmembers present: Alton Jackson,
Bobby James, Barbara Dorman, Don Dickson, Tom Aday and Junior
Brown. Staff present: City Manager Jim Jeffers, Norman Huggins,
Mike McDonough, Bill Hogge, Roy Osborne, Joe Ferguson and Sheryl
Owen.
Plainview Industrial Foundation. Medlin Carpenter, President of
the Industrial Foundation explained to the City Council the need of
funding from the City for the Plainview Industrial Foundation.
J.B. Wheeler also spoke on need of money for the Industrial
Foundation. James Thomas spoke on behalf of the Industrial
Foundation.
Paving of North Quincy. Mr. C.M. Peterson spoke to the Council and
requested that the City pave all of Quincy Street to 24th Street.
Mr. Peterson presented the City with check a to help with said
project and also a check to help for advertisement in the local
paper on said project.
Bidding of Insurance. Mr. Lloyd Woods explained the bidding
process of insurance. It was the consensus of the City Council to
permit Mr. Wood to negotiate with the present Insurance Agent on
the bidding of insurance for this year.
County Fire Yrote~tion. Jim Jeffers explained the contracting with
private industry outside of the City limits for fire protection.
It was the consensus of the City Council not to contract with
private industry industry outside the City.
Storm Drainage. Bill Hogge explained the drainage problem behind
Contractor's Plaza that they are currently having. It was the
consensus of the City Council that the developer was responsible
for devoloping a plan to solve any future drainage problems.
Public Access Renewal. Jim Jeffers explained the request from
Wayland Baptist University on the Cable T.V. public access renewal.
It was consensus of the City Council to renew said public access on
a five year contract agreement.
Park Curfew. David Blackburn explained to the City Council the
proposal to reinstate a Park Curfew for the City parks. It was
consensus of the City Council to reinstate said curfew and to
pursue with said Ordinance on such.

~O~ OUTREACH PROCUREMENT CENTER. Jim Jeffers explained the
South Plains Association of Government Outreach Procurement Center.
It was the consensus of the City Council to allocate the money for
said project.
Jim Jeffers presented the following for discussion for regular
Agenda for the City Council meeting to be held on August 26, 1986:

2) OPENING OF COUNCIL:
This meeting of the Plainview City Council is being conducted in
compliance with the Texas Open Meetings Law.

Consideration on second and final reading the adoption of
Ordinance No. 86-2656 entitled, "An Ordinance providing for the
extension of certain boundary lines of the City of Plainview,
Texas, and the annexation of certain territory consisting of
839.58 acres of land, which said territory lies adjacent and
adjoins the present limits of the City of Plainview, Texas and
within the extra-territorial jurisdiction of said city."
ALL MATTERS UNDER ITEM 4 CONSENT CALENDAR ARE CONSIDERED TO BE
ROUTINE BY THE CITY COUNCIL AND WILL BE ENACTED ON A MOTION IN THE
FORM LISTED BELOW. THERE WILL BE NO SEPARATE DISCUSSION OF THESE
ITEMS OTHER THAN THE ASKING OF QUESTIONS FOR SIMPLE CLARIFICATION.
ON OBJECTION BY ANY PARTY TO THE INCLUSION OF ANY ITEM ON THE
CONSENT CALENDAR, THAT ITEM SHALL BE REMOVED FROM THE CONSENT
CALENDAR. SUCH OBJECTION MAY BE RECORDED ANY TIME PRIOR TO THE
TAKING OF A VOTE ON THE MOTION TO APPROVE THE CONSENT CALENDAR.
ALL SUCH ITEMS SHALL BE CONSIDERED INDIVIDUALLY IN THE ORDER IN
WHICH THEYAREOBJECTED TO, IMMEDIATELY FOLLOWING THE CONSIDERATION
OF THE CONSENT CALENDAR.

d) Consideration of Resolution No. R86-148 entitled, "A
Resolution of the Mayor and City Council for the City of
Plainview, Texas endorsing the concept of an enhanced "911"
for the City of Plainview and authorizing City
~dministration to complete a study on the implementation of
a "911" system."
e) Consideration of Resolution No. R86-151 entitled, "A
Resolution of the Mayor and City Council of the City of
Plainview, Texas requesting a feasibility study from the
Texas Highway Department on the extension of Southwest 3rd
from Columbia to Date Street.

Consideration of Resolution No. R86-150 entitled, "A
Resolution of the Mayor and City Council of the City of
Plainview, Texas discontinuing the Med-Care Membership
Program of the City of Plainview Fire Department Emergency
Medical Services.
