HomeMy WebLinkAbout86 0909 minCITY COUNCIL MEETING September 9, 1986 Pre-Session COUNCIL CHAMBERS 7:30 p.m. Minutes The Plainview City Council met in regular meeting on Tuesday, September 9, 1986 at 7:30 p.m. in the Council Chambers of City Hall with the following Councilmembers present and Mayor Ridlehuber presiding: Alton Jackson, Terry Clements, Don Dickson, Bobby James, Barbara Dorman, Junior Brown, and Tom Aday. Staff present: City Manager Jim Jeffers, Joe Ferguson, Roy Osborne, Bill Hogge, David Blackburn, Mike McDonough, Norman Huggins and Tom Hamilton. Guests present: H.M. LaFont, Bill Quattleham, Jack Pritchard, Bill Cagle, Charles Eversole, George Reed, Blain Smith, George Meriwether, Larry Oberele, Richard Orr, Warren Mirtsching, and Cathy Donahue. Mayor Ridlehuber opened the meeting and welcomed the guests. City Manager Jim Jeffers explained the public hearing on the 1986-87 Budget. It was moved by Alderman Clements seconded by Alderwoman Dorman to call the public hearing. Public Hearing was opened. No comments were made. It was then moved by Alderwoman Dorman seconded by Alderman Aday to close the public hearing. Motion carried unanimously. City Manager Jim Jeffers explained the public hearing on the 1986-87 Revenue Sharing Budget. It was moved by Alderman Aday seconded by Alderman Brown to call the public hearing. Public Hearing was opened. No comments were made. It was then moved by Alderman Aday seconded by Alderwoman Dorman to close the public hearing. Public hearing was closed. David Blackburn-Legal Assistant explained to the City Council the proposed Park curfew and the amending of the ordinance. Mayor presented Resolution No. R86-153 entitled, "A Resolution of the Mayor and City Council of the City of Plainview, Texas appropriating $12,486.00 from the general fund of the City of Plainview to pay one-half of the relocation cost of Southwestern Public Service facilities on Southwest Third." Bill Hogge explained the resolution. It was then moved by Alderwoman Dorman seconded by Alderman Brown to approve the resolution. Motion carried unanimously. Mayor presented Resolution No. R86-156 entitled, "A Resolution of the Mayor and City Council of the City of Plainview, Texas authorizing the Mayor to execute a Fire Service Agreement with Hale County." Jim Jeffers explained the proposed Fire Service Agreement. The following persons spoke in opposition to a proposed Voluteer Fire Department by the County and expressed their concerns about this. Also volunteered their help to the City to work with the County on this agreement. Bill Cagle-Plainview Coop Compress, Bill Quattleham-Plainview Oil Mill, Warren Mirtsching-General Manager/EXCEL, George Reed-UFI Manager, Larry Oberle-Continental Grain, Frank Gabriel, Norman Wright and James Thomas. Councilman Tom Aday requested that City Manager Jim Jeffers set up a meeting with the County on this agreement and advise the people that spoke tonight of this meeting's time and place. Mayor presented the following to be approved on the Consent Calendar: a) Minutes b) Department Reports c) Budget Expenditures d) Consideration on first reading Ordinance No. 86-2661 entitled, "An Ordinance adopting and approving the budget for the fiscal year beginning October 1, 1986, and terminating September 30, 1987, and making appropriations for each department, project and account." e) Consideration on first reading Ordinance No. 86-2662 entitled, "An Ordinance Levying Municipal Ad valorem Taxes for the City of Plainview, Texas for the year 1986, and directing the assessment and collecting thereof." f) Consideration on first reading Ordinance No. 86-2665, "An Ordinance making Revenue Sharing Appropriations for the support of the City of Plainview for the fiscal, year beginning October 1, 1986, and ending September 30, 1987, and adopting the revenue sharing budget of the City of Plainview for the 1986-1987 fiscal year." g) Consideration of Resolution No. R86-154 entitled, "A Resolution of the Mayor and the City Council of the City of Plainview, Texas selecting an auditor to complete the 1985-1986 fiscal year audit of the City of Plainview." p.5 h) Consideration of Resolution No. R86-155 entitled, "A Resolution of the Mayor and the City Council of the City of Plainview, Texas awarding a bid for a Truck Chassis for the Sanitation Department." p.6 i) Consideration on first reading Ordinance No. 86-2660 entitled, "An Ordinance amending Chapter 22, of the City of Plainview Code, to establish rules and regulations for governing and protecting public parks and playgrounds; providing for enforcement; and providing for a penalty." p. 7 j ) Consideration of Resolution No. R86-152 entitled, "A Resolution of the Mayor and the City Council of the City of Plainview, Texas allocating $ 2,950.87 to the South Plains Association of Governments Government Procurement Outreach Cent~ Project." P. 8 k) Consideration of Ordinance No. 86-2658 on first reading, entitled, "An Ordinance amending Ordinance No. 82-2478 in the official zoning map of the City of Plainview so as to make the following changes: Zone Case No. 536; request of J.L. (Buddy) Widener for re-zoning of the South fifteen (15) feet of lot 5, and all of lots 6 and 7, block two, Brandes subdivision from a R-1 (Single-Family Residential) zoning district to a CNS ( Neighborhood Service District ) zoning district, for commercial uses, and located at 2800 W. 10th Street: and calling for a public hearing on September 23, 1986. p.9 1) Consideration of Ordinance No. 86-2659 on first reading, entitled, "An Ordinance amending Ordinance No. 82-2478 and the official zoning map of the City of Plainview so ~as to make the following changes: Zone Case No. 537; request of Jerry Wofford on behalf of Interstate Development for re-zoning of a 28.262 acre tract of land from R-1 (Single-Family Residential) zoning district and A-O (Agriculture-Open District) zoning district to a MF-2 (Multi-Family Residential Zoning District) and located on the west side of the 1000 through 1200 blocks of Mesa Drive" and calling for a public hearing on September 23, 1986." p.10-11 m) Consideration of Resolution No. R86-158 entitled, "A Resolution of the Mayor and City Council of the City of Plainview, Texas awarding the bid for telemetry equipment for the Plainview Emergency Medical Services." p. 12 n) Consideration of Resolution No. R86-159 entitled, "A Resolution of the Mayor and City Council of the City of Plainview, Texas awarding the bid for a life pac five for the 'City of Plainview Fire Department Emergency Medical Services." o) Consideration of Ordinance No. 86-2663 entitled, "An Ordinance amending Ordinance NOo 69-1065 designating West 12th Street between Fresno and Independence, Galveston Street between West llth Street and West 13th Street,and Houston Street between West llth Street and West 13th Street as school zones and providing for the passage of such ordinance as an emergency." p. 14 p) Consideration on first reading Ordinance No. 86-2664 entitled, "An Ordinance closing all that portion of the "T" alley located in block 38, Original Town of Plainview, Hale County, Texas, not heretofore closed by Ordinance No. 64-834; and declaring the closing of said portion of said alley to be in the public interest." p. 15 It was then moved by Alderman Aday seconded by Alderwoman DOrman to approve the consent calendar. Motion carried unanimously. It was then moved by Alderman Aday seconded by Alderwoman Dorman to adjourn the meeting. The meeting adjourned.
