MINUTES
The Plainview City Council met in a Work Session on Thursday
September 4, 1986 at 11:30 a.m. at the Plainview Club. Mayor
Ridlehuber presided with the following Councilmembers present:
Alton Jackson, Terry Clements, Don Dickson, Bobby James, Barbara
Dorman, Junior Brown and Tom Aday. Staff present: City Manager Jim
Jeffers, Legal Assistant David Blackburn, Chief of Police Roy
Osborne, Director of Municipal Services Mike McDonough, Director of
Public Works Bill Hogge, Director of Finance Norman Huggins, Fire
Chief Joe Ferguson and City Secretary Sheryl Owen.

Texas Municipal Retirement System. City Manager Jim Jeffers
explained the TMRS-Updated Service Credit to the City Council. It
was the consensus of the Council to put the TMRS Updated Service
Credit on the Agenda.
Airport Annexation. Marlin Miller of Miller Flying Service opposed
the proposed Airport Annexation. Mike Hutcherson of Hutcherson
Flying Service opposed the Airport Annexation. After a lengthy
discussion it was the consensus of the Council to put the proposed
Airport Annexation on the upcoming Agenda.
North Quincy Project. Jim Jeffers explained the status of North
Quincy. Jeffers discussed the checks that the City had received
from Mr. Peterson. It was consensus of the Council to return said
checks to him.
South Plains Emergency Medical Services. Jim Jeffers explained that
the County had agreed to the request for funding for SPEMS.
Jaycee Baseball Park. Jim Jeffers explained the request
Richard Walker to rename Jaycee Baseball Park to Bulldog
Park. It was Council consensus to leave the name as is.

Southwest Third Paving Project. City Manager Jim Jeffers
the Southwest Third Paving Project with the City Council.

Plainview-Hale County Airport. City Manager Jim Jeffers 'reviewed
the proposal of the City to assume operations of the Plainview Hale
County Airport. It was the consensus of the Council for Jim Jeffers
to go before the County on this item.

Proposed Zoning Changes. City Manager Jim Jeffers reviewed the
proposed zoning changes on Interstate 27 with the Council. It was
the consensus of the Council to go ahead with the proposed zoning
changes.
Flood Insurance Policy. City Manager Jim Jeffers reviewed the Flood
Insurance Policy for the Chamber of Commerce Building with the
Council. It was the consensus of the Council to require Flood
Insurance for said building as before.
Quality Control Plan For Vacuum Truck Waste. Bill Hogge Director of
Public Works explained a proposal for providing services for dumping
of waste. It was consensus of the Council to go ahead.
City Manager Jim Jeffers presented the items for the Agenda for the
Council Meeting of September 9, 1986.

This meeting of the Plainview City Council is being conducted
in compliance with the Texas Open Meetings Law.

Park curfew and prohibition against camping in parks.
5) Consideration of RESOLUTION NO. R86-153 entitled, "A Resolution
of the Mayor and City Council the City of Plainview, Texas
appropriating $12,486.00 from the general fund of the City of
Plainview to pay one-half of the relocation cost of Southwestern
Public Service facilities on Southwest Third."
6) Consideration of RESOLUTION NO. R86-156 entitled, "A Resolution
of the Mayor and City Council the City of Plainview, Texas
authorizing the Mayor to execute a Fire Service Agreement with Hale
County."

entitled, "An Ordinance amending Ordinance No. 82-2478 in the
official zoning map of the City of Plainview so as to make the
following changes: Zone Case No. 536; request of J.L. (Buddy)
Widener for re-zoning of the South fifteen (15) feet of lot 5, and
all of lots 6 and 7, block two, Brandes subdivision from a R-1
(Single-Family Residential) zoning district to a CNS (Neighborhood
Service District) zoning district, for commercial uses, and located
at 2800 W. 10th Street: and calling for a public hearing on
September 23, 1986.

1) Consideration of Ordinance No. 86-2659 on first reading,
entitled, "An Ordinance amending Ordinance No. 82-2478 and the
official zoning map of the City of Plainview so as to make the
following changes: Zone Case No. 537; request of Jerry Wofford on
behalf of Interstate Development for re-zoning of a 28.262 acre
tract of land from R-1 (Single-Family Residential) zoning district
and A-O (Agriculture-Open District) zoning district to a MF-2
(Multi-Family Residential Zoning District) and located on the west
side of the 1000 through 1200 blocks of Mesa Drive" and calling for
a public hearing on September 23, 1986.~'
m) Consideration of Resolution No. R86-158 entitled, "A
Resolution of the Mayor and City Council of the City of Plainview,
Texas awarding the bid for telemetry equipment for the Plainview
Emergency Medical Services."
n) Consideration of Resolution No. R86-159 entitled, "A
Resolution of the Mayor and City Council of the City of Plainview,
Texas awarding the bid for a life pac five for the City of Plainview
Fire Department Emergency Medical Services."
o) Consideration of Ordinance No. 86-2663 entitled, "An
Ordinance amending Ordinance No. 69-1065 designating West 12th
Street between Fresno and Independence, Galveston Street between
West llth Street and West 13th Street,and Houston Street between
West llth Street and West 13th Street as school zones and providing
for the passage of such ordinance as an emergency."
p) Consideration on first reading Ordinance No. 86-2664
entitled, "An Ordinance closing all that portion of the "T" alley
located in block 38, Original Town of Plainview, Hale County, Texas,
not heretofore closed by Ordinance No. 64-834; and declaring the
closing of said portion of said alley to be in the public interest."
It was then moved by Alderman Aday seconded by Alderwoman Dorman to
approve the consent calendar. Motion carried unanimously.
It was then moved by Alderman Aday seconded by Alderwoman Dorman to
adjourn the meeting. The meeting adjourned.
