HomeMy WebLinkAbout86 0918 min wrksessionCITY COUNCIL 4~EETT~ September 18, 1986 Plainview Club 11:30 a.m. MINU~fES The Plainview City Council met in Work Session on Thursday September 18, 1986 at 11:30 a.m. at the Plainview Club with Mayor Ridlehuber presiding and the following Councilmembers present: Alton Jackson, Terry Clements, Bobby James, Barbara Dorman, Junior Brown and Tom Aday. Staff present: City Manager Jim Jeffers, David Blackburn, Roy Osborne, Mike McDonough and Sher¥1 Owen. RIGRT OF WAY OBSTRUCTION- City Manager Jim Jeffers explained to the Council the policy of right of way obstruction and the possibility of changing such. After discussion it was the consensus of the Council to leave the policy as is. AIRPORT ~TION. City Manager Jim Jeffers explained to the Council the amount of sales tax that would be brought in by Miller Flying Service and Hutcherson Air. After general discussion it was the consensus of the Council to pursue with said annexation. SWIPING POOL OPERATIONS. Jim Jeffers presented figures on the 16th Street Swimming Pool and the Austin Street Swimming Pool to the City Council. Jim explained how much it cost to run said pools per year. After discussion of swimming pool operations it was the consensus of the City Council to further study the operation of the City Swimming Pools. SERENITY HOUSE. Jim Jeffers explained the request of the Serenity House for funding by the City. It was the consensus of the City Council not to fund said project. WATER AUTHORITY. The City Council reviewed the proposed legislation for the Canadian River Municipal Water Authority. Said legislation makes several changes which would allow the water authority to. more easily complete the desalination project in New Mexico. The most significant change would allow the water authority to issue revenue bonds based on a majority vote of the Board of Directors instead of the total vote of all the municipalities voting citizens. The Council, through general consensus, expressed support for the proposed legislative changes. VE~ICLE PARKING. Jim Jeffers reviewed with the Council on the vehicle parking in front yards and the parking of recreational vehicles and asked the Council view on such. It was the consensus of the Council to study this project further. IBM WORD PROCESSOR. Jim Jeffers explained to the Council the loaning of the IBM Word Processor to the Chamber of Commerce. It was the consensus of the City Council to do such. -1- POLICY TO RECOVER LITIC~%TION COST. Jim Jeffers explained to the Council the creating of a policy to recover litigation cost involved in all law suits. It was consensus of the City Council to go ahead with the creation of said policy. APARTMENTS/COMMERCIAL ZONE. Jim Jeffers explained to the Council developing a proposal to amend a Zoning Ordinance to allow apartments to be in commercial zones. It was the consensus of the Council to pursue said process for apartments to be built in commercial zones. PUBLIC NEARING. Jim Jeffers explained to the Council a proposal to change the conducting of public hearings on zone change request. It was the consensus of the Council to hold the public hearing on the first reading of zone cases instead of at the second reading. HUMAN RELATIONS COMMISSION. Jim Jeffers explained to the Council that a proposed Ordinance had been drawn up for a Human Relations Commission. It was the consensus of the Council to go ahead with said Ordinance and the Commission. ISSUING TAX STATEMENTS. Jim Jeffers explained to the Council that there may be delays in the issuing of tax statements due to the fact that the School had not set their tax rate yet. He explained to the Council that the statements could possibly be a couple of weeks late going out. Jim Jeffers presented the following Agenda items for the City Council Meeting to be conducted on September 23, 1986: 1) INVOCATION 2) OPENING OF COUNCIL: This meeting of the Plainview City Council is being conducted in compliance with the Texas Open Meeting Law. 3) (a) PUBLIC HEARING: Ordinance No. 86-2664 (b) Consideration on second and final reading Ordinance No. 86-2664 entitled, "An Ordinance closing all that portion of the "T" alley located in Block 38, Original Town, of Plainview, Hale County, Texas, not heretofore closed by Ordinance No. 64-834; and declaring the closing of said portion of said alley to be in the public interest". 4) (a) PUBLIC HEARING: Ordinance No. 86-2658 (b) Consideration on second and final reading Ordinance No. 86-2658 entitled, "An Ordinance amending Ordinance No. 82-2478 and the official zoning map of the City of Plainview so as to make the following changes: Zone Case No. 536; request of J.L. (Buddy) Widener for rezoning of the South 15 ft. of Lot 5, and all of Lot 6 -2- and 7, Block 2, Brandes subdivision from an R-1 (single family residential) zoning district to a CNS (neighborhood service district) zoning district, for commercial uses, and located at 2800 W. 10th Street. 5) (a) PUBLIC HEARING: Ordinance No. 86-2659 (b) Consideration of Ordinance No. 86-2659 on second and final reading, entitled, "An Ordinance amending Ordinance No. 82-2478 and the official zoning map of the City of Plainview so as to make the following changes; Zone Case No. 537; request of Jerry Wofford on behalf of Interstate Development for rezoning of a 28.262 acre tract of land from R-1 (single family residential) zoning district and A-O (agricultural-open district) zoning district to a MF-2 (multi-family residential zoning district) and located on the west side of 1000 through 1200 blocks of Mesa Drive." 6) Consideration on second and final reading Ordinance No. 86-2661 entitled, "An Ordinance adopting and approving the budget for the fiscal year beginning October 1, 1986, and terminating September 30, 1987, and making appropriations for each department, project and account." 7) Consideration on second and final reading Ordinance No. 86-2662 entitled, "An Ordinance levying ad valorem taxes for the City of Plainview, Texas for the year 1986, and directing the assessment and collecting thereof." 8) Consideration on second and final reading Ordinance No. 86-2665 entitled, "An Ordinance making revenue sharing appropriations for the support of the City of Plainview for the fiscal year beginning October 1, 1986, and ending September 30, 1987, and adopting the Revenue Sharing Budget for the City of Plainview for the 1986-1987 fiscal year. ~T.T. MATTERS UNDER ITEM 9 CONSENT CALENDAR ARE CONSIDERED TO BE ROUTINE BY THE CITY COUNCIL AND WILL BE ENACTED ON A MOTION IN THE FORM LISTED BELOW. THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS OTHER THAN THE ASKING OF QUESTIONS FOR SIMPLE CLARIFICATION. ON OBJECTION BY ANY PARTY TO THE INCLUSION OF ANY ITEM ON THE CONSENT CALENDAR, THAT ITEM SHALL BE REMOVED FROM THE CONSENT CALENDAR. SUCH OBJECTION MAY BE RECORDED ANY TIME PRIOR TO THE TAKING OF A VOTE ON THE MOTION TO APPROVE THE CONSENT CALENDAR. ALL SUCH ITEMS SHALL BE CONSIDE~RD INDIVIDUALLY IN THE ORDER IN WHICH THEYARE OBJECTED TO, IMMEDIATELY FOLLOWING THE CONSIDERATION OF THE CONSENT CALENDAR. 9) CONSENT CALENDAR a) Minutes b) Department Reports c) Budget Expenditures -3- e) Consideration of Resolution No. R86-162 entitled, "A Resolution of the Mayor and City Council the City of Plainview, Texas deleting certain items from the contractors' equipment special form (inland marine) insurance policy. Consideration on first reading Ordinance No. 86-2666 entitled, "An Ordinance authorizing and allowing under the act governing the Texas Municipal Retirement System, "updated service credits" in said system for service performed by qualifying members of such system who presently are in the employment in the City of Plainview; providing for increaSed prior and current service annuities for retirees and beneficiaries of deceased retires of the City; and establishing an effective date for such actions." f) g) h) i) Consideration on second and final reading Ordinance No. 86-2660 entitled, "An Ordinance amending Chapter 22, of the City of Plainview Code, to establish rules and regulations for governing and protecting public parks and playgrounds; providing for enforcement; and providing for a penalty." (park curfew) Consideration of Resolution No. R86-163 entitled, "A Resolution of the Mayor and City Council of the City of Plainview, Texas awarding a bid for a front load truck body for the Sanitation Department." Consideration of Resolution No. R86-164 entitled, "A Resolution of the Mayor and City Council of the City of Plainview, Texas awarding a bid for a street sweeper for the Street Department." Consideration of Resolution No. R86-165 entitled, "A Resolution of the Mayor and City Council of the City of Plainview, Texas awarding a bid for repairs to a ground ~torage tank."
