MINUTES
The Plainview City Council met in a Work Session on Thursday, November
6, 1986 at 11:30 a.m. at the Plainview Club with Mayor Ridlehuber
presiding and the following Councilmembers present: Alton Jackson,
Terry Clements, Don Dickson, Bobby James, Barbara Dorman, Junior Brown
and Tom Aday. Staff present: City Manager Jim Jeffers, Roy
Osborne-Chief of Police, David Blackburn-Legal Assistant, Mike
McDonough DireCtor of Municipal Services, Bill Mogge-Director of Public
Works, Norman Huggins-Director of Finance and Sheryl Owen-City
Secretary. Visitors present: Cathy Donahue-KVOP, Richard
Orr-Plainview Daily Herald, Bill Ridgeway and Don Woodbury.
Southwest Third Paving ProjeCt. City Manager Jim Jeffers explained
the total estimates and what the County offered on the Southwest
Third project. It was the consensus of the City Council to go back
to the County and requgst more funding.
Law Library, City Manager Jim Jeffers explained the need for a Law
Library. It was the consensus of the Council to pursue bids on the
Law Library.
Pro-Rata Ordinance. City Manager Jim Jeffers presented the first
draft of the amendment to the Pro-Rata Ordinance. Discussion was
held on said Ordinance. Jim Jeffers explained that the final draft
would be prepared for the Council.
Traffic Signals Fifth and Milwaukee, City Manager Jim Jeffers asked
the Council to review the need for the traffic signal at the
intersection of 5th and Milwaukee. It was consensus of the Council
to investigate whether or not the light was needed and for staff to
gather information on the possible removal of said light for the
Council to study.
Airport Board Appointments. City Manager Jim Jeffers explained to
the Council that two new individuals needed to be appointed to the
Airport Board. Council was instructed to be thinking of names for
said Board.
City Manager Jim Jeffers presented the Agenda items for action to be
taken at the City Council meeting on November 11, 1986.
