MINUTES
The Plainview City Council met in regular session on Tuesday,
November 11, 1986, at 7:30 p.m. in the Council Chambers of City
Hall. Mayor Gene Ridlehuber presided with the following
Councilmembers present: Alton Jackson, Terry Clements, Don Dickson,
Bobby James, Barbara Dorman, Junior Brown and Tom Aday.
Staff present: City Manager Jim Jeffers, Director of Municipal
Services Mike McDonough, Director of Public Works Bill Hogge, Chief
of Police Roy Osborne, Legal Assistant David Blackburn and City
Attorney Tom Hamilton.
Others in attendance were: Mr. & Mrs. Warren Graham; Lucille
Davis; Greg Sherwood; Don Woodbury; Bill Ridgway; John E.
Oathout; James Thomas; Richard Orr of The Plainview Daily Herald
and Cathy Donahue of KVOP.
Mayor Ridlehuber delivered the invocation.
The City Council declared, through a proclamation, that no smoking
could take place for 24 hours in the Council Chambers, in order to
promote the upcoming "Great American Smoke Out."

Director of Municipal Services Mike McDonough reintroduced Zone Case
No. 542 followed by presentations in support of the application by
representatives from PTC, Ltd. II, Don Woodbury and Bill Ridgway.
John Oathout spoke in opposition to the application. Councilman
Dickson moved that the previous action on Ordinance No. 86-2674, at
the October 28, 1986, Council Meeting be.resended due to inadequate
information being presented to the Council at that time. The motion
was duly seconded by Councilwoman Dorman and carried by a unanimous
vote. After some discussion Councilman Dickson moved that this
matter be tabled for further study. The motion was duly seconded by
Councilman Clements. After a lengthy discussion the motion to table
failed by the following vote: for; Terry Clements. Against;
Alton Jackson, Don Dickson, Barbara Dorman, Junior Brown and Tom
Aday. Abstention Bobby James. After further discussion the motion
was made by Councilwoman Dorman to adopt Ordinance No. 86-2674.
Motion was duly seconded by Councilman Dickson and carried by the
following vote: for; Alton Jackson, Terry Clements, Don Dickson,
Barbara Dorman, Junior Brown and Tom Aday. Against; Bobby James.

University, Plainview, Texas, to the Cable Television System."
h) Consideration of Resolution NO. R86-186 entitled, "A Resolution
of the Mayor and City Council of the City of Plainview, Texas making
an appointment to the Board of Electrical Examiners of the City of
Plainview, Texas."
Councilman Clements moved that the Consent Calendar be approved with
exception of tabling Resolution No. R86-184. Motion was duly
seconded by Councilman Dickson and carried by a unanimous vote.
Councilwoman Dorman moved that the City Council adjourn to Executive
Session to discuss pending litigation in accordance with Article
6252-17, Section l(e)-(Plainview Firefighters FLSA) and to discuss
personnel in accordance with Article 6252-17, Section l(g)
(reorganization and City Manager evaluation.)
Mayor Ridlehuber reconvened the meeting at 10:25 p.m. and
that the Council had not taken any action while in
Session.

Councilman Brown moved that the meeting be adjourned. Motion was
duly seconded by Councilman Jackson and carried by a unanimous vote.
There being no further business Mayor Ridlehuber adjourned the
meeting at 10:30 p.m.
