MINUTES
The Plainview City Council met in a Work Session on Thursday,
November 20th, 1986, at 11:30 a.m. at the Plainview Club with Mayor
Ridlehuber presiding with the following Councilmembers present:
Alton Jackson, Terry Clements, Don Dickson, Bobby James, Barbara
Dorman, Junior Brown, and Tom Aday. Staff present: City Manager
Jim Jeffers, Mike McDonough-Director of Municipal Services, Bill
Hogge-Director of Public Works, David Blackburn-Legal Assistant, Roy
Osborne-Chief of Police, and Sheryl Owen-City Secretary. Visitors
were: Cathy Donahue-KVOP, Richard Orr-Plainview Daily Herald, and
Joe Don Scott.
Paint Water Tower. Mr. Joe Don Scott made the request to the City
Council to put Jimmy Dean's name back on the Water Tower. It was
consensus of the Council to put the name back on the Water Tower at
a cost of $1,500.00.
Fire Works Stand. Mr. Pink Dickens representing Raymond Guilder
made the request to the Council for a variance for a fire works
stand on Southwest Third. Council instructed Mr. Dickens to get a
written document on his request for the City Council to consider.
Texas Aeronautics Commission. City Manager Jim Jeffers gave the
City Council a copy of a Resolution supporting funding for the Texas
Aeronautics Commission for the City Council to study.
Board Appointments. City Manager Jim Jeffers gave the City Council
material on the present Boards and Commissions that need new
appointments made to them to study for discussion in the near
future.
Legal Control-Buildings. City Manager Jim Jeffers gave the Council
information addressing whether or not the City can legally control
the type of buildings going into a given zone. Mike McDonough
Director of Municipal Services summarized his Memo on said zoning.
David Blackburn Legal Assistant summarized his Memo on such. Jim
Jeffers informed the Council to study said material for discussion
after the first of the year.
Southwest Third. City Manager Jim Jeffers explained the County's
position on the Southwest Third project. It was consensus of the
Council to get up a citizens group to go before the County to
request more money for Southwest Third and to put an ad in the
newspaper on such.
City Manager Jim Jeffers reviewed the proposed Council Agenda
November 25, 1986.
