HomeMy WebLinkAbout86 1125 minCITY COUNCIL MEETING November 25, 1986 Pre-Session 6:30 p.m. COUNCIL CHAMBERS 7:30 p.m. MINUTES The Plainview City Council met in a regular session on Tuesday, November 25, 1986, at 7:30 p.m. in the City Council Chambers of City Hall with Mayor Ridlehuber presiding and the following Councilmembers present: Alton Jackson, Terry Clements, Don Dickson, Barbara Dorman, Junior Brown and Tom Aday. Staff present: City Manager Jim Jeffers, David Blackburn-Legal Assistant, Mike McDonough-Director of Municipal Services, Roy OSborne-Chief of Police, and Sheryl Owen-City Secretary. Visitors present: Geraldine Wellendorf, Tom Webb, Charles and Judy Hornsby, Raymond and Mildred Pearce, Bob Bass, Darlene Wright, E. Paul Wright, Rudd Owen, Lisa Martin, Wilson Daffern, Melinda Thompson, Jim Matlock and Richard Orr. Invocation was given. welcomed the guest. Mayor Ridlehuber opened the meeting and Mayor Ridlehuber presented the public hearing on Ordinance No. 86-2675: Zone Case No. 543. Mike McDonough Director of Municipal Services explained the proposed zone change. It was then moved by Councilman Dickson seconded by Councilwoman Dorman to call the public hearing. Mayor opened the public hearing. No comments were made. It was then moved by Councilman Clements seconded by Councilman Brown to close the public hearing. Mayor presented the public hearing on Ordinance No. 86-2676: Zone Case No. 544. Mike McDonough Director of Municipal Services explained the proposed zone change. It was then moved by Councilwoman Dorman seconded by Councilman Clements to call the public hearing. Mayor opened the public hearing. Those speaking for the zone case were as follows: David Julian, 2904 W. 21st Street, and Charles Hornsby, 200 W. Crestwayo Those speaking against the zone case were as follows: Bob Bass, 601 West 7th and Brandon Brownlee, 700 ZePhyr. After discussion on said zone case it was moved by Councilman Aday seconded by Councilman Brown to close the public hearing. Motion carried unanimously. Mayor presented the following Consent Calendar: CONSENT CAT.RNDAR a) Minutes b) Department Reports c) Budget Expenditures d) Consideration on first reading Ordinance No. 86-2675, entitled, "An Ordinance amending Ordinance No. 82-2478 and the official zoning map of the City of Plainview so as to make the following changes: Zone Case No. 543; request of Mike McDonough, Director of Municipal Services, on behalf of the City of Plainview for rezoning of five (5) tracts of land containing 46.517 acres from R-1 (Single-Family Residential), A-O (Agricultural-Open Space), and P.D. (Planned Development) zoning districts to a C.R.D. (Commercial Retail District) zoning district, and located on the West side of North Interstate Highway No. 27 in the 1300 through 2300 blocks." e) Consideration on first reading Ordinance No. 86-2676, entitled, "An Ordinance amending Ordinance No. 82-2478 and the official zoning map of the City of Plainview so as to make the following changes: Zone Case No. 544; request of Charles Hornsby, for rezoning of three (3) tracts of land out of Block 80, College Hill Addition from a MF-2 (Multi-Family Residential) zoning district to a C.R.D. (Commercial Retail District) zoning district, and located at 2605 W. 7th." f) Consideration of Resolution No. R86-187 entitled, "A Resolution of the Mayor and City Council of the City of Plainview, Texas adopting a general paving policy for the City of Plainview and repealing any prior policy in conflict herewith." g) Consideration of Resolution No. R86-188 entitled, "A Resolution of the Mayor and City Council of the City of Plainview, Texas appointing individuals to serve on the Hale County/City of Plainview Airport Board." h) Consideration on final reading Ordinance No. 86-2677 entitled, "An Ordinance of the City of Plainview, Texas, creating the City of Plainview Officer and Employee liability plan; providing coverage, exclusions, and related provisions for the indemnification and defense of City Officers and Employees; repealing all policies, resolutions, and ordinances in conflict; providing a severability clause; declaring an emergency; and providing for an effective date." i) Consideration on first reading Ordinance No. 86-2678 entitled, "An Ordinance of the City of Plainview, Texas, prescribing the Speed Limit on that Portion of Industrial Boulevard that lies within the City Limits of the City of Plainview; and providing a penalty." It was moved by Councilman Aday seconded by Councilwoman Dorman to approve the Consent Calendar as presented. Motion carried unanimously. It was then moved by Councilman Clements seconded by Councilwoman Dorman to move into Executive Session for the discussion of personnel in accordance with Article 6252-17, Section l(g). City Council reconvened after Executive Session, it was then moved by Councilman Brown seconded by Councilman Dickson to adjourn the meeting.
