MINUTES
The Plainview City Council met in Work Session on Thursday, December
18, 1986, at 11:30 a.m. at the Plainview Club. Mayor Gene
Ridlehuber presiding and the following Councilmembers present:
Alton Jackson, Terry Clements, Don Dickson, Bobby James, Barbara
Dorman, Junior Brown and Tom Aday.
Staff present: City Manager Jim Jeffers, Director of Municipal
Services Mike McDonough, Director of Public Works Bill Hogge, Chief
of Police Roy Osborne, Assistant City Attorney David Blackburn,
Director of Finance Norman Huggins, and City Secretary Sheryl Owen.
Visitors present:
Lafont.
Cathy Donahue - KVOP, Jimmy Hill, and Judge
Board Appointments. City Manager Jim Jeffers explained the status
of the Board Appointments for January 1, 1987. He explained that a
resolution would be drawn up on said appointments for Council
approval in January.
Human Relations Committee. City Manager Jim Jeffers informed the
Council that several more people had submitted applications for the
Human Relations Committee. He informed the Council to think about
how they would like to interview them.
Bring Your Own Bottle Policy. City Manager Jim Jeffers explained to
the Council about a proposed "bring your own bottle" policy ban for
the City of Plainview. After a lengthy discussion it was the
consensus of the Council not to adopt such a policy.
Cemetery Beautification. City Manager Jim Jeffers explained the
proposal by the Cemetery Association for the City to plant trees
along Joliet Street. Jimmy Hill and Judge Lafont were present and
explained their requests. It was the consensus of the Council for
the City to dig the ditches for the planting of the trees, but not
to provide the water.
Sale of Land. City Manager Jim Jeffers reviewed the sale of land
adjacent to Interstate 27 and Running Water Draw. It was the
consensus of the Council to pursue the sale of said land if an
interested party consented to the following the City's procedures.
Computer Needs. City Manager Jim Jeffers explained the new computer
system that the City was proposing to buy. It was consensus of the
Council to go ahead with said lease purchase.
No Smoking Policy. Councilman Clements made a request to have a no
smoking policy in the Council Chambers. It was consensus of the
Council to have a no smoking policy in the Council Chambers only.

d) Consideration on second and final reading Ordinance No.
86-2681, entitled, "An Ordinance amending Chapter 13 Of the
Plainview City Code; providing for health cards and their issuance;
providing for a penalty; and providing for issuance of license and
the setting of fees thereof."
e) Consideration on first reading Ordinance No. 86-2682,
entitled, "An Ordinance amending Ordinance No. 82-2478 and the
official zoning map of the City of Plainview so as to make the
following changes: Zone Case No. 545; request of Rex Rsm~ower, for
amending the zoning on three (3) tracts of land totaling 9.626
acres with a CRD (Commercial Retail District) z?ning district by
adding a restriction prohibiting multi-family residential uses and
located in the 1200-1400 Blocks of Interstate No. 27.
f) Consideration of first reading Ordinance No. 86-2683,
entitled, "An Ordinance amending Ordinance No. 82-2478 and the
official zoning map of the City of Plainview so as to make the
following changes: Zone Case No. 546; request of Lon Miller and
Lubbock Poster Company for rezoning of the railroad right-of-way
along Dimmitt Road (from Quincy Northwest to the Plainview City

limits) from R-1 (Single-Family Residential) zoning district to a
CGB (Commercial General Business) zoning district and located in the
2000-3100 Blocks of D4mmitt Road."
g) Consideration of Resolution No. R86-193 entitled, "A
Resolution of the Mayor and City Council of the City of Plainview,
Texas authorizing the Mayor to execute a contract with the Hale
County Rape Crisis Center as it pertains to the administration of a
Criminal Justice Grant."
h) Consideration on Resolution No. R86-194 entitled, "A
Resolution of the Mayor and City Council of the City of Plainview,
Texas amending the procedures for conducting public hearings before
governmental entities of the City of Plainview."
i) Consideration on Resolution No. R86-195 entitled, "A
Resolution of the Mayor and City Council of the City of Plainview,
Texas approving the preliminary plat of replat of Lot 5, Mesa Verde
Addition, Unit No. 1, Plainview, Hale County, Texas.
6) EXECUTIVE SESSION: To discuss pending litigation as authorized
by Article 6252-17 Section 2(e) (Magnum v. City). To discuss the
purchase real property as authorized by Article 6252-17 Section
APPROVED THIS 13th day of January, 1987.
