MINUTES
The Plainview City Council met in Regular Session on Tuesday,
December 23, 1986, at 7:30 p.m. in the Council Chambers of City Hall
with Mayor Ridlehuber presiding and the following Councilmembers
present: Alton Jackson, Terry Clements, Don Dickson, Bobby James,
Barbara Dorman, Junior Brown and Tom Aday.
Staff present: City Manager Jim Jeffers, Director of Municipal
Services Mike McDonough, Director of Public Works Bill Hogge, Chief
of Police Roy Osborne, Assistant City Attorney David Blackburn, and
City Secretary Sheryl Owen.
Visitors present: Lon Miller, Gertrude Miller, Cathy Donahue -
KVOP, and Richard Orr - Plainview Daily Herald.
Mayor Ridlehuber gave the invocation and opened the meeting. Mayor
Ridlehuber had to leave the meeting at 7:45 p.m. therefore turning
the meeting over to Mayor Pro-tem Tom Aday.
Director of Municipal Services Mike McDonough explained Zone Case
No. 545; request of Rex Ramsower, for amending the zoning on three
(3) tracts of land totaling 9.626 acres with a CRD (Commercial
Retail District) zoning district by adding a restriction prohibiting
multi-family residential uses and located in the 1200-1400 Blocks of
Interstate No. 27. It was moved by Councilman Clements seconded by
Councilman Brown to call the public hearing on Zone Case No. 545.
No comments were made. It was then moved by Councilman Clements
seconded by Councilwoman Dorman to close said public hearing.
Motion carried unanimously.
Director of Municipal Services Mike McDonough explained Zone Case
No. 546; request of Lon Miller and Lubbock Poster Company for
rezoning of the railroad right-of-way along Dimmitt Road (from
Quincy Northwest to the Plainview City limits) from R-1
(Single-Family Residential) zoning district to a CGB (Commercial
General Business) zoning district and located in the 2000-3100
Blocks of Dimmitt Road. It was moved by Councilman Brown seconded
by Councilman James to call the public hearing. Mr. Lon Miller of
Lubbock Poster Company explained the proposed zone change to the
City Council. It was then moved by Councilman Clements seconded by
Councilwoman Dorman to close the public hearing. Motion carried
unanimously.
Mayor Pro-tem Tom Aday presented the Consent Calendar for approval
with the exception of item (i), Resolution No. R86-195 to be tabled:

d) Consideration on second and final reading Ordinance No.
86-2681, entitled, "An Ordinance amending Chapter 13 of the
Plainview City Code; providing for health cards and their issuance;
providing for a penalty; and providing for issuance of license and
the setting of fees thereof."
e) Consideration on first reading Ordinance No. 86-2682,
entitled, "An Ordinance amending Ordinance No. 82-2478 and the
official zoning map of the City of Plainview so as to make the
following changes: Zone Case No. 545; request of Rex Ramsower, for
amending the zoning on three (3) tracts of land totaling 9.626
acres with a CRD (Commercial Retail District) zoning district by
adding a restriction prohibiting multi-family residential uses and
located in the 1200-1400 Blocks of Interstate No. 27.
f) Consideration of first reading Ordinance No. 86-2683,
entitled, "An Ordinance amending Ordinance No. 82-2478 and the
official zoning map of the City of Plainview so as to make the
following changes: Zone Case No. 546; request of Lon Miller and
Lubbock Poster Company for rezoning of the railroad right-of-way
along Dimmitt Road (from Quincy Northwest to the Plainview City
limits) from R-1 (Single-Family Residential) zoning district to a
CGB (Commercial General Business) zoning district and located in the
2000-3100 Blocks of D{mmitt Road."
g) Consideration of Resolution No. R86-193 entitled, "A
Resolution of the Mayor and City Council of the City of Plainview,
Texas authorizing the Mayor to execute a contract with the Hale
County Rape Crisis Center as it pertains to the administration of a
Criminal Justice Grant."
h) Consideration on Resolution No. R86-194 entitled, "A
Resolution of the Mayor and City Council of the City of Plainview,
Texas amending the procedures for conducting public hearings before
governmental entities of the City of Plainview."
i) TABLED, Consideration on Resolution No. R86-195 entitled, "A
Resolution of the Mayor and City Council of the City of Plainview,
Texas approving the preliminary plat of replat of Lot 5, Mesa Verde
Addition, Unit No. 1, Plainview, Hale County, Texas.
It was moved by Councilwoman Dorman seconded by Councilman Dickson
to move into Executive Session: To discuss pending litigation as
authorized by Article 6252-17 Section 2(e). To discuss the purchase
real property as authorized by Article 6252-17 Section 2(f).

City Council reconvened after Executive Session, it was moved by
Councilwoman Dorman seconded by Councilman Clements to adjourn the
meeting. Meeting adjourned at 9:30 p.m.
