CITY COUNCIL MINUTES O0 009 CITY COUNCIL CHAMBERS 901 Broadway Plainview, Texas The City Council of the City of Plainview met in regular session at 7:30 P.M. in the City Council Chamber of the City Hall with Mayor Bob Wayland presiding and the following Councilmen present: Jeane Browning-Place One; Lloyd Woods-Place Three; Tom Almon-Place Four; and A. William SoRelle-Place Five. Also present were the following City Staff: John Hatchel-City Manager, Larry McEachern-Attorney; Walter S. Dodson-Tax Assessor/City Clerk, Harold Gladman- Director of Planning, Norman Huggins-Director of Finance, Joe Ferguson-Director of Fire Services, Alan Stewart-Director of Police Services,Bill Hogge-Directof of Public Works, Randy Holly-Administrative Assistant, Johnnie Ballew-Director of Public Safety, and Sheryl Owen-Deputy City Clerk. Also present were the following visitors: Betty & Eldon Gouldy, Yancey Arlington, Gary Fletcher, Casey Couldy, Vince Bernard, Joe Nelly, John Knight, Duane Getty, Jay Patterson, Joe Sharp, J.B. Wheeler, Rusty M. Bryan, Brenda Holly, Donald Lee Terrell, Mr._& MrS. It was moved by Alderman Browning, seconded by Alderman Carpenter to the minutes of the RegUlar City Council Meeting held January 22, 1980, City Council Work Session held January 28, 1980, and City Council Work Session held February 7, 1980. Motion carried unanimously. It was moved by Alderman Woods, seconded Alderman SoRelle to table Ordinance No.'s 79-2374, .79-2375,. 79-2376, 79-2377,. 79-2378, 79-2379, 79-2380. Ordinances providing for the extension of certain boundaries limits to the City of Plainview, Texas, which said territories lie adjacent to and adjoin present boundary limits of the City of Plainview. Motion carried in favor; Alderman Capenter, Woods & SoRelle. Motion ,carried in opposition Alderman Alderman Browning & Almon. It was moved by Alderman Almon, seconded by Alderman SoRell to remove from being tabled and soncider Resolution No. R80-202 authorizing the Mayor to execute a Lease Agreement for the use of a portion of Plainview/Hale County Airport property for agicultural purposes. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman Woods to approve Allocation of Community Development Funds for park improvement. It was moved by Alderman Woods, seconded by Alderman Carpenter to approve the amending Ordinance No. 74-1578 to reflect a total of 9 voting members and adding one ex-officio member. It was moved by Alderman Carpenter, seconded by Alderman SoRelle to approve the policy for Softball Tournaments. Motion was carried unanimously on all. It was moved by Alderman Woods, seconded by Alderman Carpenter to approve Resolution No. R80-207Lsetting the regular municipal election; designating the place where said election if to be held and appointing the presiding officials thereot Motionlcarried unanimously-. It was moved by Alderman Almon, seconded by Alderman Browning to approve Resolution No. R80-208 reappointing Tom Hamilton as City Attorney for a two year term. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman SoRelle to approve Ordinance No. 80-2385 on first reading reclassifying from C-2 (General Commercial District) to L-I (Light Industrial) property located in the 200 block of South Columb] and calling a public hearing on February 26, 1980, at 7:30 P.M. Request of John T. Sands. (Zone Case No. 429) Motion carried unanimously. It was moved by Alderman Carpenter, seconded byAlderman Woods to approve Appropriation Ordinance No. CD 78-014 appropriating from the 1978 Community Developmen Fund Account #29-78-60844 the amount of $655.40 as payment to Parkhill, Smith and Cooper, Inc. for engineering seriices on the N.E. drainage system. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Browning to approve Appropriation Ordinance No. CD79-002 appropriating from the 1979 Community Development Fund Account #29-79-60680 the amount of $6822.06 of which $4,984.00 is payable to Account #620-60402 and $1,838.06 is payable to the General Funds as reimbursements for debris clearance projects. It was moved by Alderman Woods, seconded by Alderman SoRelle to approve Appropriation Ordinance No. CD 78-015 appropriating from the 1978 Community Develop- ment Fund Account #24-78-60651 the amount of $6,400.00 as payment to Kip Pritchard for 80% of the total cost for housing rehabilitation work on Case #790655. CITY COUNCIL MINUTES It was moved by Alderman Almon, seconded by Alderman SoRelle to approve Appropriation Ordinance No. CD 78-016 appropriating from Community Development Fund Account #29-78-60842 the amount of $43,625.70 as payment to High Plains Pavers, Inc. for construction estimate No. 2 of the 1979 Paving Project. Moron carried.unanimously. It was moved byAlderman Carpenter, seconded by Alderman Browning to approve Appropriation Ordinance No. 426-80 appropriating G.O. Park Bond Fund Account #3-0-608] the amount of $9,959.90 as payment to Doc Savage Supply Co., Inc. for the sprinkler heads to be used in the turf Irrigation System at John D. Stoneham Park. (Thunder- bird) Motion carried unanimously. It was moved by Alderman Woods, seconded-by Alderman SoRelle to approve Ordinance No. 80-2386 amending the Animal Shelter Fees. Motin carried unanimously. It was moved by Alderman Browning, seconded by Alderman Carpenter to approve Resolution No. R80-209 apProving Debris Clearance Projects. Motion carried unanimously. It was moved by Alderman Browning, secnnded by Alderman Carpenter to approe Resolution No. R80-210 authorizing the transfer of Community Development Block Grant Funds from the budgeted category of contingency to Housing Rehabilitation. Motion~carried unanimously. It was moved by Alderman SoRelte, seconded hy Alderman Almon to approve Resolution No. R80-211 amending eligibility income limits for applicants of the Housing Rehabilitation Program. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman Almon to-approve the Budget Expenditures. Motion carried unanimously.
