The City Council of the City of Plainview met in regular session at 7:30 P.M.
in the City Council Chamber of the City Hall with Mayor-Pro-Tem Medlin Carpenter
presiding and the following Councilmen present: Jeane Browning-Place One; Lloyd Woods-
Place Three; Tom Almon-Place Four; and A. William SoRelle-Place Five.
Also present were the following City Staff: John Hatchel-City Manager, Tom
Hamilton-City Attorney, Norman Huggins-Director of Finance, Bob Richards-Building
Inspector, Joe Ferguson-Director of Fire Services, Alan Stewart-Director of Police
Services, Randy Holly-Administrative Assistant.and Sheryl Owen-Deputy City Clerk.
Also present were the follwing visitors: Charles Bechtold, Jo McCarth, Paula
Will~ams., Donnalene Pennington, James Horton, Rebecca Sanders, Regina Clark, Linda Hatchel
Buddy Baker, Nick Long, Phil Carpenter, John T. Sands.
Invocation was given by Joe Ferguson-Director of Fire Services.
It was moved by Alderman Woods, seconded by Alderman SoRelle to approve the
minutes of the Regular City Council Meeting held February 12, 1980. Motion carried
unanimously.
It was moved by Alderman Almon, seconded by Alderman SoRell~ to approve the
minutes of theCity Council Work Session held February 21, 1980. Motion carried
unanimously.
Ordinances No's 79-2374, 79-2375, 72-2376, 79-2377, 79-2378, 79-2379, 79-2380,
were left tabled and no action was taken.
It was moved by Alderman SoRelle, seconded by Alderman Browning to approve the
Public Hearing on Zoning Ordinance No. 80-2385 reclassifying from C-2 (General
Commercial District) to L0I (Light Industrial) property located in the 200 block
of South Columbia, Request of John T. Sands. (Zone Case No. 429). Motion carried
unanimously.
It was moved by Alderman Browning, seconded Alderman Almon to approve Ordinance
No. 80-2386, on final reading, an ordinance amending Ordinance No. 65-865 and repealing
a part of Ordinance No. 76-1988 fixing the fees for licenses for dogs and cats and
providing the fee for the impounding and keeping of dogs and cats. Motion carried
unanimously.
It was moved by Alderman Woods, seconded by Alderman Browning to approve
Resolution No. R80-210 authorizing debris clearance. Motion carried unanimously.
It was moved by Alderman Almon, seconded by SoRelle to approve Resolution No.
R8D-211 awarding a contract for the aerial application of mosquito control chemicRls.
Motion carried unanimously.
It was moved by Alderman Almon seconded by Alderman Woods to approve Resolution
No. R80-212 awarding a contract for the purchase of one (L) One refuse truck cab & chasis.

It was moved by Alderman Browning, seconded by Alderman Woods to approve
Resolution No. R80-213 awarding a contract for the purchase necessitated by the
1978.79 Community Development Paving Project. Motion carried unanimously.
It was moved Alderman Woods, seconded by Alderman SoRelle to approve Resolution
No. R80-214 authorizing the City Attorney to initate condemnation proceedings on the
unsettled parcels of the Highway 70 fight-of-way acquisition-project. Motion was
carried i~z~ppo~i~on; Alderman BrOwning; ~in favor, Alderman Woods, Almon, & SoRelle.
It was moved by Alderman SoRelle, seconded by Alderman Almon to approve Resolution
No. R80-215~accepting the resignation of Medlin Carpenter, Councilman Place Two,
effective March 26, 1980. Motion carried unanimously.
It was moved Alderman Browning seconded by Alderman SoRelle to approve Resolution
No. R80-216 amending Resolution No. R80-207 passed on February 12th by the Plainview
City Council declaring a vacancy for Council seat Place Two included in election to be
held the first Saturday of April, April 5, 1980. Motion carried unanimously.
It was moved by Alderman Browning seconded by Alderman Almon to approve
Resolution No. R80-217 amending Resolution No. R80-196 re-establishing the Fair Market
Value for Parcel 8 of the PlainviewCommunity Development Storm Drainage Project and
authorizing payment for appraisal services. Motion carried unanimously.
It was moved by Alderman Almon seconded by Alderman SoRelle to approve Resolution
No. R80-218 a resolution authorizing the Mayor to execute Legal Documents in conjunction
with the trade of property for the Storm Drainage right-of-way. Motion carried unanimousl)
It was moved by Alderman Woods seconded by Alderman Almon to approve Resolution
No. R80-219 declaring Lots. 14 and 1S, Block 16, McClelland Addition surplus property;
authorizing the advertisement for bids; and providing for payment of said advertisement.
Motion carried unanimously.
It was moved by Alderman SoRelle seconded by Alderman Browning to approve the
Budget Expenditures. Motion carried unanimously.
It was moved by Alderman Woods seconded by Alderman SoRelle to approve Resolution
No. R80-220 authorizing the Mayor to sign a request to the State Department of Highways
& Public Transportation-for an amendment to the Federal Aid Urban Systems map of Plainview
and establishing project priofities. Motion carried unanimously.
It was moved by Alderman SoRelle seconded by Alderman Woods to adjourn the
meeting.
Meeting adjourned at 8:20 P.M.
