The City Council of the City of Plainview met in regular session at 7:30 P.M.
in the City Council Chamber of th~ City Hall with Mayor Bob Wayland presiding and
te foilo~ing Councilmen.present: Jeane Bro~ing-Piace One~ Medlin Carpenter-Place
Two; Lloyd Woods-Place Three; T~m Almon-Place Four; Bill SoRell~-Place Five.
Also present was the following City Staff: John Hatchel-City Manager,
Tom Hamilton-City Attorney, Bill~Hogge-City Engineer, Harold Gladman-Director of
Planning, Alan Stewart-Director o~ Police Services, Joe Ferguson-Director of Fire
Services, Johnnie Ballew-Director of Public Safety, Randy Holly-Administrative
Assistant, Buddy Dodson~%~x Collector/Assessor, City Clerk, and Sheryl Owen-Deputy
City Clerk.

It was moved by Alderman Al~on, seconded by Alderman Woods to approvethe
minutes of the Regular City Council Meeting held February 26, 1980 and the City
Coun~ili~Work Session held March 6, 1980. Motion carried unanimously.
Clarence Denton, District Manager of SWPS, appeared and presented information
concerning the requested rate increase. No action was taken.
It was moved by Alderman Carpenter seoncded by Almon to approve Resolution
No. R80-221 suspending the implementation of the new SWPS rates for 120 days beyond
the effective date of April 4, 1980 for further study. Motion carried unanimously.
It was moved by Alderman WoOds., seconded SoRelle to approve Ordinance No.
80-2387 on first reading amending Ordinance No. 74-1578by increasing the number of
voting members of the Parks Committee to nine (9) and adding one (1) additional
ex-officio member from the Chamber of Commerce Industrial Committee. Motion was
carried unanimously.
It was moved by Alderman SoRelle, seoncded by Almon to approve Ordinance No.
80-2388 on first reading, amending Ordinance No. 77-690 by adding three (3) alternate
members to the Planning and Zoning Board. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Almon to approve
Ordinance No. 77-2090 by adding three (3) alternate members to the Board of Adjust-
ment. Motion carried unanimously.
It was moved by Alderman Carpenter seoncded SoRelle to approve Resolution
No. R80-222 requesting the Hale County Tax Authority to proveed with the creation
of a Tax Authority Office, the employment of an appraisal company and pledging
the City of Plainview's support by contributing its prorated share of the cost
based upon the assessed tax evaluation. Motion carried unanimously.

It was moved by Alderman Brownifig, seconded by Carpenter to approve
Resolution No. R80-224 approving the Budget and appropriating funds for the
1978 and 1979 Community Development Block Grant Project. Motion carried
unanimously.
lt'was moved by Alderman SoRelle, seoncded by Alderman Woods to approve
Resolution No. R80-225 approving Debris Clearance Project. Motion carried
unanimously.
It was moved by Alderman Woods, seconded by Alderman Almon to approve
Appropriation Ordinance No. 80-2390 appropriating from Pro Rata Construction
~und #34~0-60813 the amount of $762.00 as p:~ym~nt to Pa~ridg~ Ditching Services
for trenching performedduring water main extention on WeSt _24th Street. Motion
carried unanimously.
Receive for filing the detail of gas purchased by Pioneer for its West Texas
System during 1979 and a summary showing the basis for each monthly cost of gas
adjustment.
Received Copies of Minutes from Unger Memorial Library Advisory Committee,
February 4, 1980.
It was moved by Alderman Carpenter, seconded Woods to approve the Budget
Expenditures. Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman SoRelle to remove from
table Ordinances Nos. 79-2374, 79-2373, 79-2376, 79-2377, 79-2378, 79-2379, 79-2380.
Ordinances providing for the extension of certain boundary limits to the City of
Plainview, Texas, which said territories lie adjacent to and adjoins the present
boundary limits of the City of Plainview. Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman SoRelle to deny
Ordinances Nos. 79-2374;. 79-2375, .79-2376, 79-2377, .79-2378, 79-2379, 79-2580.
In favor; Alderman Carpenter, Woods, & SoRell. In opposition; Alderman Browning
and Almon.
It was moved Alderman Browning, seconded by Alderman Carpenter to adjourn
the meeting.
Meeting adjourned at 8:10 P.M.
