The City. Council of the City of Plainview met in regular session at
7:30 P.M. in the City Council Chamber of the City Hall with Mayor Bob Wayland
presiding and the following Councilmen~present: Jeane Browning-Place One,
Lloyd Woods-Place Three, Tom Almon-Place Four, and A. William SoRelle-Place Five.
Also present were the following City Staff: John Hatchel-City Manager,
Tom Hamilton-City Attorney, Bill Hogge-City Engineer, Harold Gladman-Director of
Planning, Alan Stewart-Director of Police Services, Joe Ferguson-'D±rector-of Fire
Services, Johnnie Ballew-Director of Public Safety, Randy Holly-Administrative
Assistant, Walter S. Dodson- City Clerk, and SheryI Owen-Administrative Secretary.
Also present were the following ~i$l~ors: Mrs. Bill SoRelle, Mrs. Alan Stewart,
Clarence Denton, Kay Ballew, N.C. Jenkins, Ron McCandless, Reynaldo Fennell, Wilson
Daffern, Barbara Browning, John Thomas Browning, Karl Dirksmeyer, Vivian pirksmeyer,
Charles Bechtold, John McDonough, Ric Holland, Carl Tillerson, Mrs. Carl Tillerson,
Jim Davis, Mario Trevino, Carl H. Brust, Preston Walker, Doug McDounough, Nick Long,
Barbara Hatchel, Mrs. Lloyd Woods, Judge & Mrs John Boyd, Mrs. A. E. Boyd, Mr. & Mrs.

Invocation was given Alderman Bill SoRelle.
It was moved by Alderman Woods seconded by Alderman Almon to approve the
minutes of the Regular City Council Meeting held March 2S, 1980 and the City Council
Work Session held April 3, 1980. Motion carried unanimously.
It was moved by Alderman SoRelle seconded by Alderman Browning to approve
Ordinance No. R80-2392 approving the rate schedule to be charged by Southwestern
Public Service Company, delcared as an emergency. Motidn carried unanimously.
It was moved by Alderman Browning seconded SoRelle to approve Resolution No.

It was moved by Alderman Almon seconded by Alderman Woods to approve
Resolution R80-230 approving payment to Parkhill, Smith & Cooper for engineering
services performed i~?.~~!onwith the EPA Step 1 Grant. Motion carried
unanimously.
It was moved, by Alderman SoRelle seconded by Alderman Almon to approve the
Resolution No. R80-231.canvassing the ~eturns and declaring the results of the
election held in the City of Plainview, Texas on April 5, 1980. Motion carried
unanimously.
It was moved byAlderman Almon seconded by Alderman Woods to approve
ResolutiOn 80-238.",calling and setting a Run-off Election for Alderman Place Two (2)
of the City Council of the City of Plainview, Texas. Motion carried unanimously.
Mayor Boh.Wayland, Alderman Carl Tillerson-Place One, Alderman Lloyd Woods-
Place Three, and Alderman Tom Aday-Place Five were sworn in by City Attorney, Tom
Hamilton.
It was moved by Alderman Woods seconded by Alderman Tillerson-to approve Resolution
No. R80-232 supporting the school of nursing at Texas Tech University. Motion
carried unanimously.
It was moved by Alderman Almon seconded by Alderman Woods to approve
Resolution No. R80-233 awarding the contract for the purchase of front load refuse
containers. Motion carried unanimously.
It was moved byAlderman Tillerson seconded 'by Alderman Almon to approve-Resolution
No. R80~254.~authorizing ~he'execution,'of anapplication .tothe Federal Reserve Bank
of .Dallas 'for the holding of securities in joint safe keeping to secure the public
deposits of the ~City~ofPl~inview. Motion carried unanimously.
It was moved by Alderman Woods seconded by Alderman Tillerson to approve
Resolution No. R~0-235 authorizing payment to the paving contractor and the billing of
Mr. Cartwright for the paving completed on 24th street. Motion carried unanimously.

It was moved by Alderman Woods seconded by Alderman Almon to approve
Resolution No. R80'-236 authorizing payment for the repairs to the sprinkler system
in 7th street park resulting from widening of Parkway Drive and appropriating funds.
Motion carried unanimously.
It was moved by Alderman Aday seconded by Alderman Almon to approve Resolution
No-. R80-237 authorizing the Mayor to sign a Street Use Permit Agreement with the
Public Schools. Motion carried unanimously.
It was moved by Alderman Woods seconded by Alderman Almon to approve the
Budget Expenditures. - r.
It was moved by Alderman Woods seconded by Alderman Almon to adjourn the
meeting.
The Meeting adjourned at 8:50 P.M.
