The City Council of the City of Plainview met in a Special session at 7:30
P.M. in the Mayor's Office at City Hall with the Mayor Bob Wayland presiding and the
following Councilman present: Carl Tillerson-Place One, Lloyd Woods-Place Three, Tom
Almon-Place Four, and Tom Aday-Place Fi~e. Also present were Andy Taylor, Sr. and
Paul Butler candidates for Place Two. The following City Staff were present: John
Ha~chei-CityManager,.~:Randy Holly-Administrative Assistant. The following visitor
was present, Charles Bechtold.
The Invocation was given by Paul Butler.
Mayor Wayland called the meeting to order and ask the Councilman and Candidates to
present their priorities on what would benefit the City of Plainview During a lengthly
discussion the following priorities were listed:
I. First Priority:
A. Paving S.W. 3rd Street.
B. Improve percentage of taxes received.
C. Park Maintenance:
1) Baseball/Softball
2) Increase Parks Committee to include members of various recreational
organizations..
D. Landfill (Method of solid waste disposal)
E. Industrial Development (Conduct a Community Attitude survey)
II. Second Priority:
A. Animal Shelter.
B. Meetings with other elected officials from County and School.
1) Town Hall Meetings
C. Code Enforcement on:
1) Trucks on residential streets
2) Junk vechicles
3) Housing
4) Junk~in general
D. Removal of Medians on llth between Kokomo and Portland.
III.
Other Priorities:
A. Proceed with land application of affulent water.
B. Re-development of Central Business District to include additional
parking and a Civic Center.
C. Enforcement of the Litter Ordinance.
D. Encourage Housing Re-development within the City Limits and new
construction in older developed areas.
E. Airport:
1) Acquire Right-of-Way to extend main runway.
2) Acquire Right-of-Way and relocate County Road around the extended
main runway.
3) Develop the Industrial Area.
F. Develop Addition sources of water.
The Meeting adjourned at 9:15 P.M.
