The City Council of theCCk.yof Plainview met in regular session at
7:30 p.m. in the City Council Chamber of City Hall with Mayor Bob Wayland
presiding and the following Councilmen present: Carl Tillerson-Place One,
Andy Taylor-Place Two, Lloyd Woods-Place Three, Tom Almon-Place Four, Tom
Aday-Place Five.
Also present were the following City Staff: John Hatchel-City Manager,
Harold Gladman-Director of Planning, Tom Hamilton-City Attorney, Bill Hogge-
City Engineer, Randy Holly-Administrative Assistant, Alan Stewart-Director
of Police Services, Johnnie Ballew-Director of Public Safety, Bob Richards.-
Building Inspector, Norman:Huggins-Director of Finande,~.and Sheryl Owen-Secretary.
Also present were the following visitors: Viola Steelman, C.L.Abernathy,
Gerald Peters, J.B. Wheeler, Glenn R. Lester, Nick Long, Orville Atkinson,
Jimmie Sprvill, Jim Ferrell, Charles Bechtold, Medlin Carpenter, Ron Little,
Tony Luna, Henry Moore, Brenda Holly, David Wilder, Vaughan Davis, Jim Davis,
Harry Bryant, Norman Wright, Buddy Baker, J.B. Roberts.
The Invocation was given by Tom Almon.
It was moved by Alderman Woods seconded by Alderman Tillerson to approve
the minutes of the Regular City Council Meeting held August 12, 1980, Public
Hearing held August 14, 1980 and the City Council Work Session held on August
21, 1980. Motion carried unanimously.
It was moved by Alderman Almon seconded by Alderman Aday to approve
Ordinance No. 80-2403 approving the Revenue Sharing Budget submitted by the
City Manager of the City of Plainview, Texas, for the Fiscal Year 1980-81.
Motio~carried unanimously.
It was moved by Alderman Almon seconded by Alderman Tillerson to approve
Ordinance No. 80-2401 approving the Budget submitted by the City Manager of the
City of Plainview, Texas, for the fiscal year 1980-81. Motion carried unanimously.
It was moved by Alderman Woods seconded by Alderman Tillerson to approve
Ordinance No. 80-2402 levying taxes for the use and support of the Municipal
Government of the City of Plainview, Texas, and providing for the interest
and sinking fund for the Fiscal Year 1980-81; Providing for the,time and manner
of paying the Ad Valorem Taxes levied. Motion carried unanimously.
It was moved by Alderman Almon seconded by Alderman Woods to approve
Zoning Ordinance No. 80-2390 reclassifying two tracts of land out of the North
and East portion of the North one-half (N 1/2) of the Northwest quarter (NW/4) of
Section No. 38, Block JK-2, as follows: Tract No. 1 from R-2 (Single Family
Residential) and M-I (Light Manufacturing District) to L-I (Light Industrial)
requested by the Industrial Foundation, Tract No. 2 from R-2 to L-I requested by
Harry Bryant. (Zone Case No. 433) Mot~n carried unanimously.

It was moved by Alderman Almon seconded by Alderman Woods to approve
Zoning Ordinance~No. 80-2400 reclassifying from MF-I (Multi-Family Residential)
to TH (Townhouse Residential) property located in the 3000 Block of Edgemere
Drive. Request of Orville Atkinson. (Zone Case No. 434) Motion carried unanimously.
It was moved by Alderman Almon seconded by Alderman Tillerson to approve
Ordinance No. 80-2404 amending Ordinances numbered. 69-1065 and 72-1245; . ~
establishing speed zones and school crossings, and declaring an emergency.
Motion~carried unanimously.
It was moved by Alderman Tillerson seconded by Alderman Taylor to approve
Ordinance No. 86z2405 establishing a One-Way Street between 10th and llth on
Portland; and declaring an emergency. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman Aday to approve
Ordinance No. R80-2406 designating a parking zone in the 1100 block of 6th Street.
Motion carried unanimously.
It was moved by Alderman Woods seconded by Alderman Aday to approve
Resolution No. R80-304. authorizing the extention of the 1979 Paving Contract
to include the paving Of the Fire Training Field and transferring funds to cover
said cost. Motion carried unanimously.
It was moved by Alderman Tillerson seconded by Alderman Taylor to approve
Resolution No. R80-305 accepting the restrooms in John D. Stoneham Park and
authorizing final payment. Motion carried unanimously.
It was moved by Alderman Almon seconded by Alderman Tillerson to approve
Resolution No. R80-306 changing the regular City Council meeting of Tuesday,
September 9th, to Monday, September 8th. Motion-carried unanimously.
It was moved by Alderman Aday seconded by Alderman Tillerson to approve
the Budget Expenditures. Motin carried unanimously.
It was moved by Alderman Aday seconded by Alderman Woods to adjourn the
meeting. Motion carried unanimously.
The meeting adjourned at 8:4S p.m.
