The City Council of the City of Plainview met in regular session at
7:30 P.M. in the City Council Chamber of City Hall with Mayor Bob Wayland
presiding and the following Councilmen present: Carl Tillerson-Place One,
Andy Taylor-Place Two, Lloyd Woods-Place Three, Tom Almon-Place Four, Tom
Aday-Place Five.
Also present were the following City Staff: John Hatchel-City Manager,
Harold Gladman-Director of Planning, Tom Hamilton-City Attorney, Bill Hogge-
~Director of Public Works, Alan Stewart-Director of Police~ Services, Johnnie
Ballew-Director of Public Safety, Joe Ferguson-Director of Fire Services,
Randy Holly-Administrative Assistant, ~SherylOwen-Administrative Secretary,
and Bob Richards-Building Inspector.
AlsoA present were the following visitdrs: Mariana Sanchez, Joe Home,
Diana Hayes, Mark Raines, Donald Lows, Marion Spain, Cynthia Parr, Robbie Rogers,
Leslie Trevino, Lynne Taylor, Ron Little, Tony Luna, Charles Morgan, R~icky Butler,
Jim Ferrell, Melinda Vernon, Brenda Holly, Rosie Cavasos, Bill Moore, Pete Gallaher,
Mays Osborne, Bob Barr, Nick Long.
Invocation was given by Bill Hogg~.
Mayor Wayland presented the minutes of the Regular City Council Meeting held
September 8, 1980 and City Council Work Session held Spetember 18, 1980. It was
then mo~ed~by Alderman Woods seconded by Alderman Tillerson to approve the minutes.
Motion carried unanimously.
The Mayor presented Resolution No. R80-301 accepting the Final Plat of
Industrial Park North. Bill Hogge presented final plats and explained the plats
to the Council. It was then moved by Alderman Almon seconded by Alderman Woods to
approve the Final Plat of Industrial Park North. Motion carried unanimously.
Mayor presented emergency item and opened Public Hearing on proposed
annexation of certain property located in the W~'$t one-half of Survey No. 27,
Block Jk-2, Plainview, Hale County, Texas. Harold Gladman explained the annexation
to the Council. Bob Bass explained the reason for the request of the annexation.
The Council discussed with Bill Hogge the acreage of the tract. Alderman Woods
questioned Mr. Moore of Vestcor, Inc. about the size of the Mall and why they
picked Plainview to build a Mall. Pete Gallaher with Vestcor, Inc. explained
that Plainview was a central location between several smaller towns. Mr. Gallaher
discussed the construction and tenants of the Mall. He indicated that they do
· not have any tenants signed yet. Tony Luna (Citizen) ask about the Downtown area,
and what will happen to Downtown if the Mall is built. John Hatchel-City Manager,
explained the Main Street Project for the Downtown and the funds that Plainview
has been granted. No further discussion followed. Mayor Wayland closed the
Public Hearing.

Mayor Wayland introduced Marion Spain who presented the TAAF Sports
Participation Award to the City Council.
It was considered on first reading Ordinance No. 80-2410 establishin~g speed
limit (20 mph) zones within the City parks. Johnnie Ballew explained the ordinance
and the set speed zone. It was then moved by Alderman Almon seconded by Alderman
Tillerson to approve on first reading Ordinance No. 80-2410~ Motion carried
unanimously.
Consider Ordinance No. 80-2411 amending Refuse Collection Rates declaring
an emergency. John Hatchel explained the ordinance, the present rates and the
proposed rates. It was then moved by Alderman Tillerson seconded by Alderman
Taylor to approve Ordinance~No. 80-2411. Motion carried unanimously.
Consider Ordinance No. 80-2412 adjusting delinquent water turn-on rates,
declaring an emergency. John Hatchel, City Manager, explained ordinance and
it was then moved by Alderman Woods seconded by Alderman Tillerson to approve
Ordinance No. 80-2412. Motion carried unanimously.
Consider Ordinance~ No. 80-2413 establishing a no Parking Zone on llth Street'
between Baltimore & Denver. Johnnie Ballew presented information and explained
the Ordinance. It was then moved by Alderman Almon seconded by Alderman Tillerson
to approve Ordinance~ No. 80-2413.M~tion carried unanimously.
Consider Ordinance No. 80-2414 e~tablishing a no parking zone on llth street
between Portland and Raleigh. Johnnie Ballew explained that a no parking zone
was needed due to so many children in the area. It was moved by Alderman Tillerson
seconded by Alderman Atmon to approve Ordinance No. 80-2414, Motion carried
unanimously.
Consider Ordinanc~ No. 80-2415 establising a 140' no parking zone in the
2300 block of portland. Johnnie Ballew explained that two driveways are being
blocked and the dumpster cannot be emptied because of the cars parked on this '~tr~et.
It was moved by Alderman Woods seconded by Alderman Tillerson to approve Ordinance
No. 80-2415. Motion carried unanimously.
Mayor .Wayland introduced Ron Little, Government Teacher. and students
of his Government Class of Plainview High School.
Mayor Wayland opened disucssion for the installation of utility lines in
conj.unction ~ith~the"I-27 pa~ing project. Bill .,Hogge presentedinformation on 1-27
and John Hatchel explained the financial status, and the possible ways of financing
this project. No action~ was taken.
Mayor Wayland presented the Departmental Reports. No action was taken.
Mayor Wayland presented the Budget Expenditures for the month of September
and it was then moved by Alderman Aday seconded by Alderman Woods to approve the
Budget expenditures. Motion carried unanimously.

It was moved by Alderman Aday seconded by Alderman Tillerson to adjourn
the meeting. Motion carried unanimously.
