The City Council Df the City of Plainview met in regular session at
7:30 p.m. in the City Council Chamber of City Hall with Mayor Bob Wayland
presiding and the following Councilmen present: Carl Tillerson-Place One,
Andy Taylor-Place Two, Lloyd Woods-Place Three, Tom Almon-Place Four, Tom
Aday-Place Five.
Also present were-the following.City Staff: John Hatchel-City Manager,
Harold Gladman-Director of Planning, Tom Hamilton-City Attorney, Alan Si~eNart-
D'irector of Police Ser*ices, Norman.Huggins~Direcior 0f~Finance,~ Bob Richards-
Building Inspector, Buddy Dodson, City Clerk, and Sheryl Owen-Administrative
Secretary.
Also present were the following visitors: Jim Davis, Tony Luna,
Buddy Baker, Nick Long, W.M. Taylor, Charles Bechtold.
Invocation was given by Tom Aday.
Mayor Wayland presented the minutes of the City Council Regular Meeting,
September 23, 1980, City Council Work Session September 30, 1980 and the City
Council Work Session, October 9, 1980. It was then moved by Alderman Tillerson
seconded by Alderman Taylor to approve the minutes. Motion carried unanimously.
Mayor Wayland presented Ordinance No. 80-2410 establishing speed' limit
(20 mph) zones within theCity Parks. City Manager John Hatchel explained the
problems in the parks with speeding. It was then moved by Alderman Almon seconded
by Alderman Woods to approve the Ordinance No. 80-2410-. Motion carried unanimously.
Mayor Waytand presented Ordinance No. 80-2413 establishing a no parking
zone on llth Street Between Baltimor~ and Denver Streets. John Hatchel explained,
it was then moved by Alderman Aday seconded by Aldermon Almon to approve Ordinance
No. 80-2413. Motion carried unanimously.
Mayor Wayland presented 0rdinance~ No. 80-2414 establishing _a ~no parking
zone on llth Street between Portland and Raleigh. It was then moved by Alderman
Aday seconded by Aldermon Almon to approve the Ordinance No. 80-2414. Motion
carried unanimously.
Mayor Wayland presented Ordinance No. 80-2415 establising a 140' no' parking
zone in the 2300 block of Portland. City Manager-John Hatchel explained It
was then moved by Alderman Woods seconded by Alderman Taylor to approve the Ordinance.
Motion carried unanimously.
MaFq~ Wayland presented Zoning Ordinance:~ No. 80-2417 on first reading,
reclassifying from R-1 (Single Family Residential) to CNS (Neighborhood Service
DistriCt) Lots 3 & 4, Block 2, Rowe Goode Addition located at 1107 Quincy and
calling a Public Hearing on October 28, 1980 at 7:30 p.m. Request of F.G. Jones, Jr.
(Zone Case No. 435)

Harold Gladman explained that the Planning & Zoning Board recommended
Ordinance be passed and a public hearing be called. It was then moved by
Alderman Almon seconded by Alderman Woods to approve Zoning Ordinance No.
80-2417. Motion carried unanimously.
Mayor Wayland presented Zoning Ordinance No. 80-2418 first reading,
reclassifying from R-2 (Single Family Residential) to MF-1 (Multi-Family Residential)
Lots 7 & 8, Block 9t, College Hill Addition located at 604 & 606 Milwaukee and
calling a public Hearing on October 28, 1980 at 7:30 P.M.. Request of Mrs. Ann
Mireles. (Zone Case No. 436) Mr. Gladman explained that the Planning & Zoning
Board recommended passage of this Ordinanceta request of James L. Robison. It
was then moved by Alderman Aday seconded by Alderman Taylor to approve the Ordinance.
Motion carried unanimously.
Mayor Wayland presented Ordinance No. 80-2419 on first reading, reclassifying
from R-1 (Single Family Residential)R-3 (Multi-Family Residential) and C-1
(Neighborhood Retail Business District) to P.D. (Planned Development District)
property located in the 1000-1100,1200 blocks if 1-27 North and calling a Public
Hearing on October 28, 1980 at 7:30 p.m. Request of Higginbotham-Bartlett Co.,
by E.M. Osborne. (Zone Case No. 474). Mr. Gladman explained that the Planning
& Zoning Board recommended this Ordinance be approved. It was then moved by
Alderman Woods seconded by Alderman Tillerson to approve the Ordinance. Motion

Mayor 'Wayland presented Ordinanca-~ No. 80-2420 on first reading, reclassifying
from R-2 (Single Family Residential) to R-2 (Multi-Family Residential) Lots 9, 10
and the S 1/2 of Lot 11, Block 30, Highland Addition located at 508 and 510 W.
12th Street and calling a Public Hearing at 7:30 p.m. Request of Mrs. Ann
Mireles. (Zone Case No. 438) Mr. Gladman explained that the Planning & Zoning
Board recommended that this Ordinance be approved. It was then moved by
Alderman Almon seconded by Alderman Woods to approve the Ordinances. Motion
carried unanimously.
Mayor Wayland presented Ordinance No. 80-2421prescribing the speed limit on
portions of F.M. 400 (South Date Street) within the City Limits of the City of
Plainview; Repealing all ordinance in conflict herewith and prescribing a penalty
for the violation of this ordinance. City Manager John Hatchel explained, Alan
Stewart-Chief of Police also indicated no problems' with the. speed .limit.
It was then moved by Alderman Aday seconded by Alderman Tillerson to approve the
Ordinance. Motion carried unanimously.
Mayor Wayland presented Resolution No. R80-311 authorizing the Texas Department
of Highways and Public Transportation to erect speed zone signs within the
Corporate Limits of the City of Plaifiview in accordance with Ordinanc~ No. 80-2421.
City Manager John Hatchel explained. It was then moved by Alderman Woods seconded
by Alderman Tillerson to approve Resolution Nd~ ~n_~ ~ ..........
Mayor Wayland presented Resolution No. R80-S12 giving notice of intent to 00 06~
issue Water and sewer jr~ lien revenue bonds. Norman H~ggins expla{ned the financing
of this project. It was then moved by Alderman Tillerson seconded by Alderman Taylor.
Motion carried unanimously.
Mmyor Wayland presented ~Resolu~ion No. R80~31S considering agreement for sale of
Revenue Bonds, Norman Huggins explained. It was then moved by Alderman Almon seconded
by Alderman Woods to approve the Resolution. M0t%on carried unanimously.
Mayor Wayland presented Resolution No. R80-316 considering financial advisory
agreement with First Southwest Company, Norman Huggins explained. It was then moved by
Alderman Woods seconded by Alderman Almon to approve the Resolution. M~ti~n carried
unanimously.
Mayor Wayland presented ResolUtion No. R80-313 authorizing the expenditure of
Rewenue Sharing Funds to Pay for the replacing of ~the curb and gutter in front of
616 N. Ash. City Manager J0hn. Hatchel explained, it was then moved by Alderman Tillerson
seconded by Alderman Taylor to approve the Resolution. Motion carried unanimously.
Mayor Wayland presented Resolution No. R80-314 authorizing the Mayor to sign
a Project Agreement with the Soil Conservation Service for the construction of a Flood
Water Retarding Structure at Site No. S on the Running Water Draw Water Shed. J6hn
Hatchel explained. It was then moved by Alderman Woods seconded by Alderman Tillerson
to approve the Resolution. Motion carried unanimously.
Mayor Wayland presented the Minutes from Authorities, Boards and Committees:
Board of Adjustment, September 22, 1980, Parks, Open Space and Recreation Advisory
Committee, Aug. 1 & Sept. S, 1980, Plumbing Appeals & Advisory Board, Spetemb~er~18,1980.

Mayor Wayland presented the Departmental Reports for the month of September, no
action was taken.
Mayor Wayland presented the Budget Expenditures for the month of September, 1980
and it was moved by Alderman Taylor seconded by Alderman Tillerson to approve the
Budget Expenditures. Motion ~arried unanimously.
It was then moved by Alderman Aday seconded by Alderman Woods to adjourn the
meeting. Meeting adjourned at 8:10 plm.
