HomeMy WebLinkAbout80 1028 minPLAINVIEW CITY COUNCIL REGULAR MEETING October 28, 1980 MINUTES Council Chambers City Hall 00 067 The City Council of the City of Plainview met in regular session at 7:30 p.m. in the City Council Chamber of City Hall with Mayor Bob Wayland presiding and .... the following Councilmen present: Carl Tillerson-Place One, Andy Taylor-Place Two, Lloyd Woods-Place Three, Tom Almon-Place Four, Tom Aday-Place Five. Also present were the following City Staff members: John Hatchel-City Manager, Harold Gladman-Director of Planning, Tom Hamilton-City Attorney, Norman Huggins-Director of Finance, J~hnniei~Ballew~Directorof Public.Safety, joe Ferguson-Director Of Fi~e~Services Buddy Dodson-City Clerk, Randy Holly-Administrative Assistant, and Sheryl Owen-Admin- istrative Secretary ...... Also present were the following visitors: B.B Howle, Gary Plante, Donald Lowe, Charles Pomykal, Brenda Holly, Charles Bechtold, James Robison, Roland Mireles, Clayton Yeager, John Kelley, James Glaser, Jack Dickey, Buddy Baker, and F.G. Jones, Jr. Invocation was given by Norman. Huggins. Mayor Wayland presented the minutes of the City Council Regular Meeting,October 14, 1980, and the City Council Work Session, October 23, 1980. It was moved by Alderman Tillerson seconded by Alderman Taylor to approve the minutes, Motion carried unanimously. Mayor Wayland presented the/_final reading of Ordinance No. 80-2422 providing for the extension of certain boundary limits of the City of Plainview, Texas, and the annexation of certain territories consisting of 15.152 acres of land, which said territory lies adjacent to and adjoins with the present boundary limits of the City of Plainview, Texas. -Mr..Gl. adman~explained .the~an~exation. It was then: moved by Alderman .A!mon seconded by Alderman Woods to approve the Ordinance No. 80-2422. Motion carried; Aye- Alderman 1, 3, 4 & S, Alderman 2 abstained. -- Mayor Wayland openeg Public Hearing on Zoning Ordinance No. 80-2417 on second & final reading, reclassifying from R-1 (Single Family Residential) to CNS (Neighborhood Service District) Lots S & 4, Block 2, Rowe Goode Addition located at 1107 Quincy requested by F.G. Jones, Jr. (Zone Case No. 43S). Mr. Gladman explained that the Planning & Zoning Board~c~gmm~e~de~passage of this Ordinance. It was then moved by Alderman Aday, seconded by Alderman Tillerson, Motion carried unanimously. Mayor closed public hearing. Mayor Waytandopened Public Hearing for Ordinance No. 80-2418. Mayor Wayland presented Zoning Ordinance No. 80-2418 on second and final reading, reclassifying from R-2 (Single Family Residential) to MF~I (Multi-Family Residential) Lots 7 & 8, Block 91, College Hill Addition located at 604 & 606 Milwaukee and requested -by James Robison (Zone Case No. 436). Mr. Gladman explained that the Planning Zoning Board recommended the approval of this Ordinance. James Robison explained the building of a Triplex and shoWed maps to the Council. It was moved by Alderman Almon seconded by Alderman Woods to approve the Ordinance. Motion carried unanimously. Mayor Wayland closed the Public Hea~ing. OCTOBER 28, 1980 Page Two MINUTES 0'O 068 Mayor Wayland opened Public Hearing: Mayor Wayland presented Zoning Ordinance No. 80-2419 on second and final reading, reclassifying from R-1 (Single Family Residential) R-3 (Multi-Family Residential) and C-1 Neighborhood Retail Business District) to P.D. (Planned Development District) property located in the 1000-1100-1200 blocks of 1-27 North requested by Higginbotham Bartlett Co., by E.M. Osborne. (Zone Case No. 437). Mr. Gladman explained that the Planning & Zoning Board recommended approval of__this Ordinance. Mr. Gladman presented the plats to Council. Alderman Woods ask about tenants for the mall. Gary Plante of Vestor, Inc. exPlained the details of the tenants and the effect of Downtown. It was moved by Alderman Tillerson seconded by Alderman Almon to approve the Ordinance. Alderman 1,3, 4 & 5, Aye. Alderman 2 abstained. Mayor'closed Public Hearing. Mayor Wayland presented Zoning OrdinanceNo. 80-2420 on s~cond final reading, reclassifying from R-2 (Single Family Residential) to R-3 (Multi-Family Residential) Lots 9, 10 and the S 1/2 of Lot 11, Block 30, Highland Addition located at 508 and 510 W. 12th Street requested by Mrs. Ann Mireles. (Zone Case No. 438) Mr. Gladman explained. It was then moved by Alderman Woods seconded by Alderman Aday to approve Ordinance No. 80-2420. Motion carried unanimously. Mayor Wayland opened~Public Hearing, on Ordinance No. 80-2421 on secon inal reading, prescribing the speed limit on portions of F.M. 400 (South Date Street) within the City Limits of the City of PlainView;repeal. ing~:all~.ordinances, in conflict herewith and prescribing a penalty for the violation of this ordinance. Johnnie Ballew explained and it was then moved by Alderman WoOds seconded by Alderman Almon to approve the Ordinance. Motion carried unanimously. Public hearing closed. Mayor Wayland presented Ordinance No. 80-2423 amending the Animal Control, Ordinance No. 80-2386 adjusting the annual license fee for the registering of dogs within the corporate city limits of Plainv±ew. Johnnie Ballew explained. It was moved by Alderman Tillerson seconded by Alderman Alderman to pass Ordinance on first reading. Motion carried unanimously. Mayor Wayland presented Resolution No. R80-317 approving the adoption STEP 1 Facility Plan, Grant No. C-48-1404-01, for the City of Plainview. Mr Glaser explained the Facility Plan. It was then moved by Alderman Aday seconded by Alderman Tillerson to approve the Resolution. Motion carried unanimously. Mayor Wayland presented Resolution No. R80-$18 amending the contract between the City of Plainview and Parkhill, Smith and Cooper, Inc. (Engineering Firm) for the water & Sewer Improvements to be made in conjunction with 1-27 Project. blt. Clayton Yeagar explained project. It was then moved by Alderman Woods seconded by Atderma~ Tillerson to approve the Resolution. Motion carried unanimously. Resolution R80-319 was put on hold. Mayor Wayland presented ReSolution R80-320 recommending persons from the City of Plainview as nominees for consideration of the South Plains Association of Governments Economic Development Committee. It was then moved by Alderman Almon seconded by Alderman Woods to approve the Resolution. Motion carried unanimously. Mayor Wayland presented Resolution No. R80-321 authorizing the purchase of video equipment for the Fire Department from the Fire Training Account. Joe Ferguson explained and it was then moved by Alderman Tillerson seconded by Alderman Taylor to approve the resolution. Motion carried unanimously. Mayor Wayland presented the Pioneer Natural Gas Co. report for the month of August, the Minutes of the Unger Memorial Library Advisory Committee,August 4, 1980, and the Departmental Reports: a) Police Dept. b) Hotel/Motel Occupancy Tax. No action was taken. Mayor Wayland presented the Budget Expenditures. It was mo¥~d by Alderman Aday seconded by Alderman Tillerson to approve the Budget Expenditures.
