HomeMy WebLinkAbout80 1209 minPLAINVIEW CITY COUNCIL REGULAR MEETING December 9, 1980 COUNCIL CHAMBERS City Hall O0 077 The City Council of the City of Plainview met in regular session at 7:30 p.m. in the City Council Chambers of City Hall with Mayor Bob Wayland presiding and the following Councilman present: Carl Tillerson-Place One, Andy Taylor-Place Two, Lloyd Woods-Place T'h~ee, Tom Almon-Place Four, and Tom Aday-Place Five. Also present were the following City Staff members: John Hatchel-City Manager, Harold Gladman-Director of Planning, Bill Hogge-Director of Public Works, Tom Hamilton- City Attorney, Buddy Dodson-City Clerk, Randy Holly-Administrative Assistant, Joe Ferguson-Director of Fire Services, Alan stewart-Director of Police services, Johnnie Ballew-Director of Public Safety, Norman Huggins-Director of Finance, Jack Dickey-Fire Marshal, Bob Richards-Building Inspector and Sheryl Owen-Administrative Secretary. Also present were the following visitors: Connie White,'Mrs. O.T. Ryan, Royce White, Michael Harriss, Dick Rice, Ricky Harris, Gary Fletcher, Toby Wallas, Jimmie Holston, O.T. Ryan, Charles Bechtold, Buddy Baker, Jim Davis, Brit Mayberry. ~6nito Herrera, Pat Brown, Randy Whitsitt, Joe McKinnis, Pat Tone, Joe Sharp, Phill Mayberry, Jim Lancaster, Johny Goodson, Timothy Sansom, Slim Callahan, Gary Mack, Tommy McDonald , Tim Johnson, Murry Burkhart, RayKughes,Jim Driscoll, John Hudson, Ron Little, and Tony Luna. InvoCation was given by Mayor Bob Wayland. Mayor Wayland presented the minutes of the City Council Regular Meeting, November 25, 1980 Regular City Council Meeting. and December 4, 1980 City Council Work Session. It was then moved by Alderman, Woods seconded by Alderman Aday to approve the minutes. Motion carried unanimously. Mayor Wayland introduCed the Webloe Pack with Den Master Tommy McDonald that was visiting the Council meeting. Mayor Wayland presented Resolution No. R80-331 expressing appreciation to the Plainview High School Band for the 1980 fall season. O.T. Ryan and 6?fic'e~is' ~ th6 B6hd accepted the Resolution. It was then moved by Alderman Woods seconded by Alderman Taylor to approve the Resolution. Motion carried unanimously. Mayor Wayland presented Resolution No. R80-332 expressing appreciation to the Plainview High School Football Team for the 1980 Football Season. Coach Pat Tone and four~em~aws of the Football Team accepted the Resolution. It was then moved by Alderman Woods and seconded by Alderman Almon. Motion carried unanimously. Mayor Wayland presented Resolution No. R80-333 making appointments to various Boards Committee, and Commissions. The following appointments were made: J.B. Roberts -Airport Board, Mike McGarrity, Don Harmon, Gary Lloyd, Dr. Paul Butler - Board of City Develop- ment; Jim Matlock, Jessie Solis, Ron Grantham - Board of Electrical Examiners; Dan McNaughton, Loyd Belk, John McDonough, Scott Roberts Building Code & Fire .Code Board of Appeals; Mike Hutcherson, Mike Sawaya, D~lton Thompson, Ron Little, Vernon Norris - Planning Board & Zoning Commission; James Robison, Tom Prutzman, John Renfro Plumbing Appeals & Advisory Board; Lloyd Woods, Grady Boyd, William SoRelle Housing Rehabili- tation Committee. It was then moved' by Alderman Almon seconded by Alderman Tillerson PAGE TWO to approve Resolution R80-333. Motion carried unanimously. O0 078 Mayor presented the Traffic Engineering Study, Johnnie Ballew explained the Traffic Engineering Study and introduced the Representatives of the Traffic Engineering, Inc. of Houston. No action was taken, Mayor Wayland presented Ordinance No. 80-2426 on first reading and amending the Building Code and calling a public hearing for December 18, 1980. Harold Gladman explained. It was then moved by Alderman Woods seconded by Alderman Aday to approve on first reading Ordinance No. 80-2426 and call the public hearing. Motion carried unanimously. Mayor Wayland presented Ordinance No. 80-2427 on first reading and amending the Electrical Code and calling a public hearing for December 18, 1980 Mr. Gladman explained. It was then moved by Alderman Almon seconded by Alderman Tillerson to approve on first reading calling the public hearing. Motion carried unanimously. Mayor Wayland opened Public Hearing on Community Development Block Grant. Randy explained the details of the Community Development Block Grant. Resolution No. R80-338 was presented authorizing the filing of a Community Development Block Grant Program pre-application to the Department of HUD and authorizing the Mayor to act as the City's Chief Executive Officer in all matters pertaining to the City's participation in the Community Development Block Grant Program. Mayor closed the Public Hearing. It was moved by Alderman Al-mon secondedby Alder~nan Tillerson to approve the ResOlution. '- Motion carried'unanimously. Mayor'presented Ordinance No. 80-2428 on first reading amending Cable T-V Franchise and calling a public hearing. John Hatchel explained. Mr. Sharp, Attorney explained the Franchise. It was then moved by Alderman Woods seconded by Alderman Taylor to approve on first reading and calling, the.public hearing"for Dec~18, 1980. Motion carried unanimous Mayor presented Ordinance No. 80-2429 on first reading amending the Fair Housing Ordinance. Randy Holly explained. It was then moved by Alderman Tillerson seconded by Alderman Taylor to approve on first reading. Motion carried unanimously. Mayor presented Resolution No. R80-334 awarding the bid for the installation of the sprinkler system in E. & E.Givens Park. Mr. Gladman explained. It was then moved by Alderman Woods seconded by Alderman Almon to approve the resolution. Motion carried unanimously. Mayor presented Ordinance No. 80-2430 on first reading reclassifying from R-2 (Single Family Residential) to P (Parking District) property located at 708-710 Independence and c~ili~}i~ng ~ public heairng on December 18, 1980 at 7:30 p.m. Request of Angus Ott, Agent to Nichols Clinic. (Zone Case No. 439) Mr. Gladman explained that -the Planning & Zoning Board ~~nd~pprov~a~. It was then moved by Alderman Tillerson seconded by Alderman Taylor to approve on first reading and call the public hearing. Motion carried unanimously. Mayor presented Ordinance No. 80-2431 on first reading reclassifying from R-1 (Single Family Residential) to CGB (General Business District) a 1.32 acre tract PAGE THREE O0 079 of land out of the SW part of the E.200 acres of Section 29, Block Jk-2, Hale County and calling a public hearing on December 18, 1980 at 7:30 p.m. Request of T.H. Carter. (Zone Case No. 440) Mr. Gladman explained that the Planning and Zoning Board recommended approval. It was then moved by Alderman Woods seconded by Alderman Almon to approve on first reading and call the public hearing. Motion carried unanimously. Mayor Wayland-presented Resolution R80-335 authorizing the Mayor to sign an updated appraisal from Amarillo Street east to Milwee Street as requested by the T~e~as Highway Department. John Hatchel explained.° It was then moved by Alderman Almon seconded by Alderman Tillerson to approve the Resolution. Motion carried unanimously. Mayor Wayland presented Resolution No. R80-336 appropriating $5,400 from Unappro- priated funds for roof repair to the Central Fire Station and Quincy Sub-Station. Joe Feguson explained. It was moved by Alderman Almon seconded by Alderman Aday to app ove the Resolution. Motion:carried unanimously. Mayor Wayland presented Resolution No. R80-337 awarding bids for the purchase of tractors for the Parks Department. Mr. Gladman explained. It was moved by Alderman Almon s ~conded by Alderman Tillerson to approve the resolution. Motion carried unanimously. Ma ,or Wayland presented the Departmental Reports: a) Fire Department, b) Library Department, c) Finance-~Department. No action was taken. Mayor Wayland presented the Budget Expenditures. It was then moved by Alderman Aday seconded by Alderman Taylor to approve the Budget Expenditures.
