The City Council of the City of Plainview met in regular session at 7:30 p.m.
in the City Council Chambers of City Hall with Mayor Pro Tem Lloyd Woods
presiding and the following Councilman present: Carl Tillerson-Place One,
Andy Taylor-Place Two, Tom Almon-Place Four, and Tom Aday-Place Five.
Also present were the following City Staff members: John Hatchel-City
Manager, Harold Gladman-Director of Planning, Bill Hogge-Director of Public
Works, Tom Hamilton-City Attorney, Joe Ferguson-Director of Fire Services,
Alan Stewart-Director of Police Services, Bob Richards-Building Inspector,
Jack Dickey-Fire Marshall, Johnnie Ballew-Director of Public Safety, Buddy
Dodson-City Clerk, and Sheryl Owen-Adminstrative Secretary.
Also present were the. following visitors: Charles Bechtold, James Lancaster,
Joe Sharp, Joe McKinnis, Delbert Butler, Jim Davis, Buddy Baker, Mary Thompson,
Tom Langston, Mr. & Mrs. G.W. Jeffcoat, Jimmy Bublis, Timothy Sansom, and Kip
Pritchard.
Invocation was given by Carl~Tillerson.
Mayor Pro-Tem Lloyd Woods presented the Minutes of the Regular City Council
Meeting. held December 9, 1980 and the City Council Work Session held December
11, 1980. It was moved by Alderman Almon seconded by Alderman Tillerson to
approve the minutes. Motion unanimously.
Mayor Pro-Tem Woods opened public hearing on Ordinance No. 80-2428
amending the Cable T-V Franchise. John Hatchel explained the ordinance.
Mr. Lancaster., Representative of Cable T-V discussed ordinance with the City
Council. Mayor Pro-Tem Woods closed the Public'Hearing. It was then moved
by Alderman Aday to table the ordiance and seconded by Alderman Almon. Motion
carried unanimously.
Mayor Pro-Tem Woods opened Public Hearing on Ordinance No. 80-2426~
amending the Building Code. Mr. Gladman explained the ordinance and advised
that. the Planning & Zoning Board recommend~d;.appr~val. Mayor Pro-Tem Woods
closed the Public Hearing. It was then moved by Alderman Almon seconded by
Adlerman Taylor to approve the ordinance. Motion carried unanimously.
Mayor Pro=Tem Woods opened Public Hearing on Ordinance 80-2437 amending
the Electrical Code. Mr. Gladman explained. Mayor Pro-Tem Woods closed the
Public Hearing. It was then moved by Alderman Taylor seconded by Alderman
Aday to approve the ordinance. Motion carried unanimously.
Mayor Pro-Tem Woods opened Public Hearing on Ordinance No. 80-2430 and second
reading reclassifying from R-2 (Single Family Residential) to P (Parking District)
property located 708-710 Independence. Request of Angus Ott, Agent to Nichols
Clinic. (Zone Case No. 439) Mr. Gladman explained . Angus Ott, explained the
need of more parking for the Clinic. Council discussed. Mayor Pro-Tem Woods

Alderman Aday restrained from voting due to conflict of interest.
It was then moved by Alderman Almon to deny the Ordinance~ and seconded
by Alderman Tillerson. Motion carried: Alderman Taylor opposed, Alderman
Tillerson, Woods, Almon for.
Mayor Pro-Tem Woods opened the Public Hearing on Ordinance No. 80-2431 and
second reading reclassifying from R-1 (Single Family Residential) to CDBG
(General Business District) a 1.32 acre tract of land out of the SW part of
the E.. 200 acres of Section 29, Block JK-2, Hale County. Request of T.H. Carter.
(Zone Cast No. 440). Mr. Gladman explained. Randy Carter representative for T.H.
Carter explained reason for obtaining this tract of land. Mayor~Pro~Tem Woods

byAlderman~'Aimon to-approve the ordinance. Motion carried unanimously.
Mayor Pro~Tem Woods presented Ordinance No. 80-2429 on second reading
amending the Fair Housing Ordinance. John Hatchel explained. It was then
moved by Alderman Almon seconded by Alderman Tillerson to approve the ordinance.
Motion carried unanimously.
Mayor Pro-Tem Woods presented Resolution No. R80~359 accepting the Traffic
Engineering Study by the Traffic Engineering, Inc. of Houston. Johnnie Ballew
explained. It was then moved by Alderman Aday seconded by Alderman Taylor to
approve Resolution R80~339. Motion carried unanimously.
_ Mayor Pro-Tem Woods presented Ordinance No. 80-2432 providing updated service
credit in Texas Municipal Retirement System. John Hatchel explained ordinance and
the n~ed for it to be passed on emergency due to a time limit. It was then moved
by Alderman klmon seconded by Alderman Aday to approve the Ordinance. Motion
carried unanimously.
Mayor Pro-Tem Woods presented Ordinance No~ 80-2433 providing optional benefit
package in Texas Municipal Retirement System. John Hatchel explained ordinance and
the need to~be passed on emergency due to a time limit. It was then moved by
Alderman Aday seconded by Alderman Tillerson to approve the Ordinance. Motion
carried unanimously.
Mayor Pro-Tem Woods presented Resolution~No. R80-340 accepting the lowest
bid and awarding~a contract for street improvements. Bill Hogge explained.
High Plains Pavers, Inc.w~szaM~dcd the lowest bid and contract. It was then
moved by Alderman seconded by Alderman Tayl6r to approve~the Resolution. Motion
carried unanimously.
Mayor Pro-Tem Woods presented Resolution No. R80-341 accepting the lowest
bid and awarding a contract for the purchase of a Sewer Cleaning Machine. Bill
" Hogge explained. Environmental Sales & Services, Inc. of Hurst, Texas was awarded
lowest bid and contract. It was then moved by Alderman Aday seconded by Alderman
Taylor to approve Resolution R80-341. Motion carried unanimously.

Mayor Pro-Tem Woods presented Resolution No. R80-342 trans~ering from Fire
Training Funds to General Fund for training officer. Joe Ferguson explained.
It was moved by Alderman Aday seconded by Alderman Tillerson to approve the
Resolution. Motion. carried unanimously.
Mayor Pro-Tem Woods presented the Departmental Reports for the month
of November, 1980: Police Department, Municipal Court, and Traffic Control
Report. No action was taken.
Mayor Pro-Tem Woods presented the Budget Expenditures. It.was then moved
by Alderman Aday seconded by Alderman Tillerson to approve the Budget expenditures.
Motion carried unanimously.
