The City Council of the City of Plainview met in regular session at 7:50 p.m.
in the City Council Chambers of City Hall with Mayor Bob Wayland presiding and the
following Councilman present: Carl Tillerson-Place One, Andy TaylorJPlace Two,
LloydWoods~Place Three, Tom Almon-Place Four, and Tom Aday-Place Fi~e.!
Also present were the following City Staff members:.. John Hatchel-City Manager,
Harold Gladman-Director of Planning, Bill Hogge-Director of Public Works, Tom
Hamilton-City Attorney, Alan Stewart-Director of Police Services, Johnnie Ballew-
Director-Public Safety, Randy Holly-Administrative Assistant, and Sheryl Owen-Admin-
istrative Secretary.
Also present were. the following visitors: Ran McNaughton, Brenda Holly, Gary
Lloyd, Loyd Belk, Dalton Thompson, Mike McGarrity, Vernon Norris, Ronald Little,
Tony Luna, James Robison, Jesse:~Solis~ Ronnie Germany, Charles Bechtold, Roy Sherlock,
Grady Boyd, William SoRelle, Mike Sawaya.
Invocation was given by Andy Taylor.
Mayor Wayland presented the minutes of the Regular City Council Meeting, December
18, 1980; Special City Council Meeting, December 29, 1980; and the City Council Work
Session, Janaury 8, 1981. It was moved by Alderman Woods seconded by Alderman
Aday to approve the minutes. Motion carried unanimously.
Mayor Wayland presented Certificates to New Appointees for the various
Authorities, Boards & Commitees for January, 1981: Board of City Development-Mike
McGarrity, Gary Lloyd;' Bdard~df Electrical Examiners-Jesse Solis; Building Code
& Fire Code Board of Appeals- Dan McNaughton, Loyd Belk, Scott Roberts; Planning
Board & Zoning Commission- Mike Sawaya, Dalton Thompson, Ron Little and Vernon Norris.
Plumbing Appeals & Advisory Board-James Robison; Housing Rehabilitation Committee-
Lloyd Woods, Grady Boyd, and William SoRelle.
Mayor Wayland presented Tabled Item OrdinanceNo. 80-2428 amending Cable T-V
Franchise. It was moved by Alderman Taylor second by Alderman Tillerson to table
the item again. Tom Aday explained that the Council needed more time for further
study on the ordinance. Motion carried unanimously.
Mayor Wayland presented Ordinance No. 80A2432 reclasBifying R-1 (Single-fami%y
Residentia'l)ktO MF~I ~Multi~family Residential) East 1/2 of Lot 1' and 2, East .1..2 of ·
North 1~2 of Lot:.5, .Block 2, Brand~s-Addition.,:_located 2801 W, llth St., and calling
apub'lichearing~January 27th. Request of Jim Bublis. (Zone Case #441) Mr. Gladman
recommended to City Council for approval of'first reading. It was then moved by
Alderman Almon seconded by Alderman Woods to approve onJ~irst reading Ordinance No.
80-2432~and calling the public hearing for January 27th. Motioncarried unanimously.
Mayor Wayland presented Resolution No. R81-344 approving the request of Belk & Cook,
General Contractors to pave a portion of the east, west alley on Amarillo Street to
a point approximately 285 feet west of Amarillo Street located in Winwood Village,
January 13, 1981 O0 O0~age Two
Bill Hogge explained~ It was then moved by Alderman Tillerson seconded by
Taylor to approve the Resolution. Motion carried unanimously.
Mayor Wayland presented Resolution No. R81-34S approving the final plat of the
Bryan Addition, Unit No. 8, Plainview, Texas. Bill Hogge explained. It was then
moved by Alderman Aday seconded by Alderman Tillerson to approve the Resolution.
Motion carried unanimously.
Mayor Wayland presented Resolution No. R81-346 authorizing payment No. 1 to
Parkhill, Smith & Cooper, Inc. for engineering services in the relocation and
construction of Water & Sewer Improvements along Interstate Highway 27, and appro-
priating funds from Water & Sewer Bond. Bill Hogge explained. It was then moved
by Alderman Woods seconded by Alderman Almon to approve the Resolution. Motion carried
unimously.
Mayor Wayland presented Resolution No. R81-347 authorizing payment No. 1 to
Panhandle Construction Co. for Water & Sewer relocation and construction along Interstate
H~M~.2Z...Bill explained the payment would be in_the amount of $28,529.82. It was
then moved by Alderman Almon seconded by Alderman Aday to approve the Resolution.
Motion carried unanimously.
Mayor Wayland presented Resolution No. R81-348 appropriating $12,488.00, Un-
appropriated funds and creating budget account #633. (Main Street Project). Norman
Huggins explained the creation of the account. It was then moved by Alderman Tillerson
seconded by Alderman Aday to approve the Resolution. Motion carried unanimously.
Mayor Wayland presented Resolution No. R81-349 approving the rate schedule of
Parkhill, Smith & Cooper, Inc. for miscellaneous engineering, consulting, and design
services during the calendar year of 1981. Bill Hogge explained. It was then moved
by Alderman Tillerson seconded by Alderman Taylor to approve the Resolution. Motion
carried unanimously.
Mayor Wayland presented Resolution No. R81-350 authorizing the Mayor to sign a
Land & Water Conservation Fund Agreement, Project No. 48-00799, for the development of
Parks and Open Space within the City of Plainview. Randy Holly explained. It was then
moved by Alderman Woods seconded by Alderman Taylor to table the Resolution for further
study. Motion carried unanim¢
