HomeMy WebLinkAbout81 0127 minP~INVIEW CITY COUNCIL REGULAR MEETING January 27, 1981 MINUTES COUNCIL CHAMBERS City Hall 00 OO5 The City Council of the City of Plainview met in regular session at 7:30 p.m. in the city Eouncil Chambers of City Hall with Mayor Bob Wayland presiding and the following Councilman present: Carl Tillerson-Place One, Lloyd Woods-Place Three, Tom Almon-Place Four, and Tom Aday-Place Five. Also present were the following City Staff members: John Hatchel-City Manager, Harold Gladman-Director of Planning, Bill Hogge-Director of Public Works, Tom Hamilton- City Attorney, Joe Ferguson-Director of Fire Services, JOhnnie Bgllew-Director of Public Safety, Norman Huggins-Director of Finance, Buddy Dodson-City Clerk, and Sheryl Owen-Administrative Secretary. AlSo present were the following Visitors: Joe McKinnis, James Lancaster, John McDonough, Charles Bechtold, Joe Sharp, David Julian, Dianna LaFuente, J.B. Roberts, Debbie Chapman, Buddy Baker, Marilyn Chandler, Mr. & Mrs. Weldon Cash, Lonnie Bradley, Lain Kelly, Larry Cavazas, Gay Spencer, Jim Da¥is, Jimmy Bublis. Invocation was given by Lloyd Woods. Mayor Wayland presented Tabled Item Ordinance No. 80-2428 amending Cable T-V Franchise. It was moved by Alderman Woods seconded by Alderman Almon to remove ordinance from being tabled. Motion carried unanimously. John Hatchel explained ordinance. It ~was then moved by Alderman Woods seconded by Alderman Almon to deny the ordinance. Motion carried Alderman Three & Four in favor of denial, and Alderman one and five opposed to denial of ordinance. Mayor Wayland voted in favor of denial. Ordinance was denied. Mayor Wayland opened public hearing on Zoning Ordinance No. R80,2432 on second and final reading, reclassifying from R-1 (Single Family Residential) to MF-1 (Multi- Family Residential) the east 1/2 of Lots 1 and 2; and the East 1/2 of the North 1/2 of Lot 3, Block 2, Brandes Addition, located at 2801 W. llth Street. Request of Jim Bublis, acting as agent for '~h B. McCormick. (Zone Case #441) Jim Bublis presented his information. Public Hearing was closed, it was then moved by Alderman Aday seconded by Alderman Tillerson to denied ~the request. Motion carried unanimously. Mayor Wayland presented Certificates to the members of various Authorities, Boards, and Committees: J.B. Roberts and John McDonough. Mayor Wayland presented Tabled~Item Resolution No. R18-350 authorizing the Mayor to sign Land & Water-r~nservation Fund Agreement, Project No. 48-00799, for the development of Parks and Open Space within the City of Plainview. It was moved by Alderman Almon seconded by Alderman Tillerson to remove Resolution from being tabled. John Hatchel explained. It was then moved by Alderman Aday seconded by Alderman Tillerson to approve the resolution. Motion carried unanimously. Mayor Wayland presented Ordinance No. 80-J~3 declaring a public necessity for the improvement of designated portions of designated streets in the City of Plainview; and declaring anemergency. Bill Hogge explained. It wms then moved by Alderman Almon January 27, 1981 Page Two 00 00%7 seconded by Alderman Tillerson to approve the ordinance. Motion carried unanimously. Mayor Wayland explained that Resolution No. 81-SS2 approving green fee rate inB~emse at the Plainview Country Club GolfCourse would be held for additional study. Mayor'Wayland presented Resolution No. R81-SSS authorizing payment for extension of construction contract for park shelter in E.& E. Givens Park. Harold Gladman explained. It was then moved by Alderman Tillerson seconded by Alderman Aday to approve the Resolution. Motion carried unanimously. Johnnie Ballew explained the contract with Southest Aerial Inc. for the 1981 mosquito control program. Mayor Wayland.presented the report on Pioneer Natural Gas Company's Gas cost of gas on its West Texas System for the month of November, 1980. Mayor Wayland presented the Departmental Reports: a) Fire Department, b) City- County Health, c) Police Department, and d) Finance Department. Mayor Wayland presented the copies of Minutes from Authorities, Boards and Committees: a) Unger Memorial Library, November 3, 1980; b) Planning & Zoning Commission Hearing, December 16, 1980; c) Board of Electrical Examiners, December 30, 1980. Mayor Wayland presented the Budget Expenditures. It~was then moved by Alderman Aday seconded by Alderman Tillerson to approve the Budget Expenditures. Motion carried unanimously. It was moved by Alderman Aday seconded by Alderman Tillerson to adjourn the meeting. Meeting adjourned~at 8:30 p.m. ATTEST:
