COUNCIL CHAMBERS City Hall
The City Council of the City of Plainview met in iregular session at 7:30 p.m.
in the City Council Chambers of City Hall with Mayor Bob Wayland presiding and the
following Councilman present: Cazl Tillerson-Place One, Andy Taylor-Place Two,
Lloyd Woods-Place Three, Tom Almon-Place Four, and Tom ~dgM~-Place Five.
Also present were the following Staff Members: John Hatchel-City Manager,
Harold Gladman-Director of Planning, Tom Hamilton-City Attorney, Bill Hogge-Director
of Public Works, Buddy Dodson-City Clerk, Johnnie Ballew-Director of Public Safety,
Joe Ferguson-Director of Fire Services, Norman Huggins-Director of Finance, Randy
Holly-Administrative Assistant, and Sheryl Owen-Administrative Secretary.
Also present were the following visitors: Gary Floyd, Bill Smith, Brenda Holly,
James Lancaster, Joe McKinnis, Glenn Lester, Buddy B~ker, Bob Bass, Carl Holland, and
Anthony McAdoo.
Invocation was given by'Randy Holly.
Mayor Wayland presented the minutes for the City Council Regular Meeting held
February 24, 1981 and the City Council Work Session held March 5, 1981. It was moved
by Alderman Tillerson seconded by Alderman Aday to approve the minutes. Motion carried
unanimously.
Mayor Wayland presented Committee appointments for replacements due to resignations
andthe following people were suggested: Building Code & Fire Code Appeals Board, Cary
Eaves; Board of Electrical Examiners-Truit~Ray;' Plainview Housing Authority-Dwain Dodson.
It was moved by Alderman Almon seconded by ~lderman Woods to accept the replacements.
Motion carried unanimously.
Mayor Wayland opened Public Hearing on new rates for Cable TV Service on second and
final reading Ordinance No. 81-2435 amending ordinance No. 76-1983 establishing new rates
and charges for Cable Tel~evision Service furnished by Plainview Cable TV Company.
Mr. Lancaster representative for Cable TV presented request for a rate increase of
$7.00 to $8.00. Mayor Wayland closed Public Hearing. It was then moved by Alderman
Aday seconded by Alderman Tillerson to approve the Ordinance. Motion carried unanimously.
Mayor Wayland presented Ordinance No. 81-2436 on second and final reading, changing
parking from 60° to parallel in part of the 100 Block and all the 200 block of West 6th
Street. Johnnie Ballew explained. It was then moved by Alderman Woods seconded by
Alderman Taylor to approve the Ordinance. Motion carried unanimously.
Mayor Wayland presented Ordinance No. 81-2438 on first reading, reclassifying from
R-1 (Single Family Residential) to Specific Use a 10 a~re tract located in the 1800
Block of S. Columbia Street and cal~ing a Public Hearing on March 24, 1981 at 7:30 p.m.
Request of Bill Hollars, County Judge,| on behalf of Hale County. Mr. Gladman explained.
The Planning & Zoning Board recommended the passage of this Ordinanceo It was then moved b~
Alderman Ti~%e~son ~e~onde~ ~y~A!d~man Tgylor to approve the Ordinance. Motion carried
unanimously. Ordinance passed on First reading.

Mayor. Wayland presented Zoning Ordinance No. 81-2459 on first reading
reclassifying from R-2 (Single Family Residential) to T-F (attached Residential) the
West 1/2 of Lots 15 and 16, and the West 1/2 of the North 40 feet of Lot 14, Block 90,
Alexander-Westmoreland Addition located at 911 West 9th Street and .calling a Public
Hearing on March 24, 1981 at 7:30 p.m. Request of Harold Whitis. (Zone Case #443)
~[r. Gladman explained. It was then moved by Alderman Woods seconded by Alderman Almon.
Motion carried unanimously. O~dinance passed on first reading.
Mayor Wayland presented Resolution No. R81-360 accepting bids, awarding purchase contra
and appropriating funds for the purchase of a Front-End Load Refuse Truck Chasgi$.
Bill Hogge explained. ~It was then moved by Alderman Almon seconded by Alderman Aday
to approve the Resolution. Motion carried unanimously.
Mayor Wayland presented Resolution No. R81-361 accepting bids, awarding purchase
contract and appropriating ~unds for the purchase of a Front-End Load Refuse Truck Chassis.
Mr. Gladman explained..ML:Gary/ Floyd of Panhandle W~eat Growers spoke on the Bids
of the Building. Mr Bill Smith of Morton Buildings spoke. It was then moved by Alder-
man Woods to table the item and Seconded by Alderman Aday. Motion carried unanimously.
Mayor Wayland presented Resolution No. R81-362 authorizing debris clearance projects.
Johnnie Ballew presented the projects. It was then moved by Alderman Woods seconded by
Alderman Taylor to approve theResolution. Motion was carried Alderman Place One, Two
Three & Four -For. Alderman Place Five - Against.
Mayor Wayland presented Resolution No. R81-363 authorizing payment No. 3 Panhandle
Construction Company in the amount of $52,927.23 for Water & Sewer relocation and con-
struction along Interstate Highway 27. Bill Hogge explained. It was then moved by
Alderman Almon seconded by Alderman Tillerson to approve the Resolution. Motion carried
unanimously.
Mayor Wayland presented Resolution No.. R81-364 exercising the option not to exempt
automobiles from taxation. Buddy Dodson explained. It was moved by Alderman Almon
seconded by Alderman Tillersonto approve the Resolution. Motion'carried unanimously.
Mayor Wayland presented Resolution No. R81-365 requesting a modification to the High-
way 70 Plans and Specifications. John HatcheI explained. It was moved by Alderman
Woods seconded by Alderman Tillerson to approve the Resolution. Motion carried unanimously.
Mayor Wayland presented Ordinance No. 81-2440 providing for the extension of certain
boundary limits of the City of Plainview, Texas, and the annexation of certain territory
consisting of 10.612 acres of land, which said territory lies adjacent
to and adjoins the present limits of the City of Plainview, Texas and within the extra-
territorial jurisdiction of said City. Mr; Gladman explained.~ .Bob Bass, Attorney spoke.

Appeals and Advisory Board Meeting, F~bruary 19, 1981, c) Board of Adjustment, February
23, 1981, and d) Planning and Zoning| Commission, February 26, 1981. No action was taken.
Mayor Wayland presented the Departmental Reports: a) Fire Department, b) Unger
Memorial Library and c) Building Inspection. No action was taken.
Mayor Wayland presented the Pioneer Natural Gas Company's report. No action was
taken.
Mayor Wayland presented the Budget Expenditures for approval. It was moved by
Alderman Taylor seconded by Alderman Tillerson to approve the Budget Expenditures.
Motion carried unanimously.
It was then moved by Alderman Aday seconded by Alderman Tillerson to adjourn
the Meeting.
Meeting adjourned 8:45 p.m.
