The City Council of the City of Plainview met in regular session at 7:30 p.m.
in the City Council Chambers of City Hall with Mayor Bob Wayland presiding and the
following Councilman present: Carl Tillerson-Place One, Andy Taylor-Place Two,
Lloyd Woods-Place Three, Tom Almon-Place Four.
Also present were the following Staff members: John Hatchel-City Manager,
Norman Huggins-Director of Finance, Alan Stewart-Director of Police Services, Jack
Dickey-Fire Marshall, Joe Ferguson-Director of Fire Services, Bill Hogge-Director
of Public Works, Tom Hamilton-City Attorney, Harold Gladman-Director of Planning,
Buddy Dodson-City Clerk, Randy ~Holly-Administrative Assistant, and Sheryl Owen-Ad-
ministrative Secretary.
Also present were the following visitors: Joe Hadley, John Hadley, Frank Ramsey,
Brenda Holly, March~ll Formby, Jess West, Jim Lees, Merwyn Igo, Bill Hollars, Ron Felty,
Jim Davis, E.E. McDonough, Woodruff Clarke, Marjoree Clarke, Cliff Chapman, Helen Chapman,
Dale Dwyer, H.M. LaFont, Mr. & Mrs. James BAllard, Harold Whitis, Tony Luna, Max Barton,

Invocation was given by Bill Hogge.
Mayor Wayiand presented the minutes of the City Council Regular Meeting, March 10,
1981, and the City Council Work S~ssion on March 19, 1981. It was moved by Alderman
Woods seconded by Alderman' Almon to approve the minutes. Motion carried unanimously.
Mayor Wayland to present Certificates of Appointments, no one in attendance to
accept.
Mayor Wayland presented Resolution No. R81-370 recognizing Pete Lopez, Jr. for saving
the life of Delia Mendez on Thursday, February 26th. John Hatchel presented the resolution
to Pete Lopez, Jr. It was moved by Alderman Woods seconded by Alderman Tillerson to
approve the resolution. Motion carried unanimously.
Mayor Wayland opened Public Hearing and presented Zoning Ordinance No. 81-2458, seconc
and final reading, reclassifying from R-1 (Single Family Residential) to Specific Use
a 10 acre tract located in the 1800 Block of S. Columbia Street. Request of Bill Hollars,
County Judge, on behalf of Hale County. Zone Case No. 442. Ron Felty, County Attorney,
explained the zone change. Mayor closed Public Hearing. It was moved by Alderman
Almon seconded by Alderman Tillerson to approve the Ordinance. Motion carried unanimously.
Mayor Wayland opened Public Hearing and presented Zoning Ordinance No. 81-2549, secom
and final reading, reclassifying from R-2 (Single Family Residential) to T-F (Duplex) the
West 1.2 of Lots 15 and 16, and the West 1/2 of the North 40 feet of Lot 14, Block 90,
Alexander-Westmoreland Addition located 911 West 9th St. Request of Harold Whitis. Zone
Case No. 445. Harold Whitis explained property to be converted into an apartment building.
Mayor closed Public Hearing. It was then moved by Alderman Almon seconded by Alderman

Mayor Wayland openedPublic Hearing and presented Annexation Ordinance No.
81-2440 providing for the extension of certain boundary limits of the City of Plainview,
Texas, and the annexation of certain territory consisting of 10.612 acres of land.
Bob Bass, Attorney explained. Mayor closed Public Hearing. It was then moved by Alderman
Woods seconded by AldermanTaylor to approve the Ordinance. Motion carried unanimously.
Mayor Wayland presented Tabled Item: Resolution No. R81-361 accepting bids, awarding
a construction contract and transferring funds for a Parks Department Maintenance Building.
It was moved by Alderman Almon seconded by Alderman Woods toremove Resolution No. R81-361
from tabled. John Hatchel then explained. It was moved by Alderman Tillerson to approve
the Resolution seconded by Alderman Almon. Motion carried unanimously.
Mayor Wayland presented Resolution No. R81-371 affirming the action of the Plainview
Plumbing Board by granting a variance to Central Plains Hospital to replace domestic
Water line with Plastic Pipe. H.M. LaFont explained the need. for the replacement of the
pipes. Mr. Echols explained the cost of the repair. Tom Almon questioned Mr. Echols.
~om Hamilton explained the legal poin~ of view. Discussion was held. It was then moved
by Alderman Woods seconded by Alderman Taylor to approve the Resolution. Motion carried
Alderman Place 1, 2, 3, For; and Place Four in opposition.
Piresentationof'Audit Report: Norman Huggins explained the Audit Report and introduced
Jimmy Holmes, External Auditor for .the City of Plainview. Mr. Holmes spoke on Audit
Report. It was moved by Alderman Woods seconded by Alderman Tillerson to pay Mr. Holmes
for his services. Motion carried unanimously.
Mayor Wayland presented request from Mr. Woodruff Clgrk (1209 Quincy) for a Street
Use Permit allowing the construction of a fence upon City Right-of-Way. Mr. Woodruff
explained the need for a fence to protect his property from people walking across it.
It was moved by Alderman Woods seconded by Alderman Almon toapprove the request. Motion
carried unanimously.
Mayor Wayland presented Ordinance No. 8'1-2441 ratifying., approving and adopting the
plans and specifications for the street~ improvements designated in Ordinance No. 81-2433;
directing the filing of same; ratifying, approving and adopting report of the City Engineer
publicly advertiSing for sealed~ competitive bids; and delcaring an emergency. Bill Hogge
explained. It was moved by Alderman Almon seconded by Alderman Tillerson to approve
the Ordinance. Motion carried unanimously.
Mayor Wayland presented Ordinance No. R81-366ratifying; approving and adopting
a notice to bidders, published by the City of Plainview, Texas in the Plainview Daily
Herald on March 13 & 20, 1981, requesting sealed bids for the construction of certain street
improvements. Bill Hogge explained. It was then moved by Alderman Tillerson seconded by
Alderman Taylor to approve the Ordinance.?~IdeMman~w0ods left the-room at this time.

Mayor Wayland. presented Resolutio~ No. R81-367 appropriating $60.00 from the
Street Improvement Fund Account No. 7-0-60807, as payment to David JUlian, Appraiser for
services rendered. Bill Hogge explained appraisal was for Lot Southeast 2nd and Date
Streets. It was then moved by Alderman Almon seconded by Alderman Tillerson to approve
the Resolution. Motion carried-unanimOusly. Alderman Woods returned'to ~oom at this
time.
Mayor Waylandpresented Resolution No. R81-368 granting'to the Plainview Slow Pitch
Association permission to operate concessions in designated park areas. Randy Holly
explained. It was then moved by Alderman Tillerson seconded by Alderman Taylor to approve
the Resolution. Motion carried unanimously.
Mayor Wayalnd. presented ResolUtion, No. ~R81-369 granting, to the Noon Optimist Club
of PlainvieW permissio~ to lease space for and to operate concessions in designated park
areas. Randy Holly e~lained. It wasi then moved by Alderman Taylor seconded by Alderman
Tillerson to approve theresolutlon. ~otlon carried unanmmous, ly.
Mayor Wayland presented the Departmental Reports: a) Traffic Control, b) Animal
Control, and c) polic~ Dept. No acti6n was taken.
Mayor Wayland presented the Budget Expenditures and itwas moved by Alderman
Woods seconded by Alderman Almon to approve the BudgetExpenditures. Motion carried
unanimously.
It was moved by Alderman. Atmon seconded by Alderman Woods to adjourn the meeting.
Meeting adjourned.
