HomeMy WebLinkAbout81 0414 minPLAINVIEWC~ITY COUNCIL REGULAR MEETING April 14, 1981 7:30 p.m. MINUTES 00' 022 COUNCIL CHAMBERS City Hall The City Council of the City of Plainview met in regular~ session at 7:30 p.m. in the City Council Chambers of City Hall with Mayor Bob Wayland presiding and the following Councilman present: Carl Tillerson-Place One, Andy TaylOr, Sr.-Place Two, Lloyd Woods-Place Three, Tom Almon-Place Four, and Tom Aday-Place Five. I.n addition~ the following Staff-members were present: JOhn Hatchel-City Manager, Norman Huggins-Director of Finance, Johnnie Ballew-Director of Public Safety, Bill-Hogge- Director of Public Works, Harold Gladman-Director of Planning, Randy Holly-Administrative Assistant, Tom Hamilton-City Attorney, Buddy Dodson-City Cl~rk, and Sheryl Owen-Adminis- trative Secretary. Also present were the following visitors: Jan McClUre, Tommy Baker, Treva James, Erin Martin, Julie Owen, Paul Butler & Boyd, Beverly Kimbrough, Lynn Trimble, Dawn McMillian, Jan Douglas, Bob Bass, Gay Spencer, and Buddy Baker. Invocation was given by Tom Aday. Mayor Wayland presented the minutes of the City Council Regular Meeting, March 24, 1981 City Council Work Session, March 31, 1981, and the City Council Work Session, April 9, 1981. It was moved by Alderman Woods seconded by Alderman Aday to approve the minutes. Motion carried unanimously. Mayor Wayland presented a Certificate of Appointment to Dr. Paul Butler to the Board of City Development. Mayor Wayland presented Zoning Ordinance No. 8'1-2442 on first reading reclassifying fro "AO!' (Agriculture-Open Space) to "PD" (Planned Development) a 10.612 acre tract, known as, Westridge Park Addition, Unit No. 4 and calling a public_hearing on April 28, 1981 at 7:30 p.m. Request of Orville Atkinson. (Zone Case No. 444) Mr. Gladman explained that the Planning & Zoning Board recommened approval of this Ordinance. It was moved by Alderman Ada seconded by Alderman Tillerson to approve the ordinance. Motion carried unanimously. Mayor presented Resolution No. R81-372 approving the preliminary plat of Pressler Addition, Unit No. 1. Bill Hogge explained the plat. It was moved by Alderman Woods seconded by Alderman Tillerson to approve the plat. Motion carried unanimously. Mayor Wayland presented Ordinance No. 81-2443 asserting correctness of preamble and directing the Mayor of the City of Plainview to execute contract with Jake Diel Dirt and Paving, Inc., specifying the terms thereof; and declaring an emergency. Mayor Wayland presented Ordinance No. 81-2444 approving the form and substance of contract and contract documents for the construction of street improvements; Directing the City Engineer to prepare and file estimates and engineering roles; and declaring an emergency. Bill Hogge explained. It was moved by Alderman Tillerson seconded by Alderman Taylor to approve the ordinance. Motion carried unanimously~ April 14, 1981 00 023 Page Two Mayor Wayland presented Ordinance No. 81-244S approving and adopting the written statement and report of the City Engineer, showing the estimate of total cost of all the improvements, the estimates of the cost were per front foot proposed to be assessed against the abutting property, the real and true owners thereof; the estimates of various costs for the improving of portions of other streets in the City of Plainview, Tx., within the limits'herein below described, and of other matters relating thereto; Determining and fixing the portion of said cost and the rate thereof proposed to be assessed against and paid by the abutting property, and the real and true owners, thereof; Calling for a public hearing to be held on May 18, 1981 at 10:00 a.m. in the Council Chamber of City Hall, and declaring an emergency, r.Bill Hogge explained. .It was moved by Alderman Almon seconded by Alderman Aday to approve the ordinance and calling a public hearing. Motion carried unanimously. Mayor Wayland presented Resolution No. R81-57S accepting, bids; awarding a purchase contract for seal coat materiaI. Bill Hogge explained. It was moved by Alderman Woods seconded by Alderman Taylor to'approve the resolution. Motion carried unanimously. Mayor Wayland presented Resolution No. R81-574 accepting bids; awarding a purchase contract for a half (1/2) ton pickup for the Water/Sewer MaintenanceDepartment; appropriati: $4,697.83 from. unappropriated Water & Sewer Revenue Funds. John Hatchel the need for the pickup to replace a old one. It was moved by Alderman Aday seconded by Alderman Almon to approve the resolution. Motion carried unanimously. Mayor Wayland presented Resolution No. R81-375authorizing an additional $3,100 to be expendited in John D. Stoneham Park~for grgss seed from the 1976 G.O. Park Bond Fund. Randy Holly explained. It was moved by Alderman Aday seconded by Alderman Tillerson to approve the resolution. Motion carried unanimously. Mayor Wayland presented Resolution No. R81-376 authorizing the Plainview Slow Pitch Softball Association to construct a fence on the softball field located southwest of the tournament complex. Randy Holly explained; Parks Committee recommend approval. It was moved by Alderman Aday seconded by Alderman Taylor to approve the resolution. Motion carried unanimously. Mayor WaylandResolution No. Rs1-377_authorizing theMayor to sign a Municipal Maint- enance Agreement with the Texas Department of Highways and Public Transportation for State and County Highways located within the corporate limits of the City of Plainview. Mayor Wayland presented'~rdinance No. 81~2446 on first reading, establishing election districts for Municipal Elections; and acting provisions incident and relating thereto; repealing Ordinance No. 76-1913 and Resolution No. R80-207, providing thepolling place for each district. Tom Hamilton explained that precincts have changed due to new areas being annexed. It was moved by Alderman Tillerson seconded by Alderman Taylor to approve the Ordinance on first reading. Motion~ carried unanimously. Bill Hogge explained. It was moved by Alderman Almon seconded by Alderman Woods to approve the Resolution. Motion carried unanimously. Mayor Wayland presented Resolution No. R81-379 authorizing payment in the amount of $13,641.65 from Water and Sewer Revenue Fund Account 11, to.Panhandle Construction Co. for Wal;er and Sewer adjustments in conjunction with 1-27 improvements. Bill Hogge explained. It was moved by Alderman Almon seconded by Alderman Tillerson to approve the resolution. Mol:ion carried unanimously. Mayor Waylandpresented Resolution No. ~81-38Oauthorizing Parkhill, Smith & Cooper, Im to prepare and submit applications for Step 2.and 3 EPA Grants. Bill Hogge explained. It was moved by Alderman Almon seconded:by Alderman Woods to approve the Resolution. Mo'zion carried unanimously. Mayor Wayland presented the mi~'nutes f~om Authorities, Boards and Committees: a)..Plumbing Appeals & Advisory Board, March 19, 1981, b) Planning & Zoning Commission, Ma:~ch 26, 1981. No action was taken. Mayor'Wayand presented the Departmental Reports: a) Unger Memorial Library, b) Traffic Co:~trol, c) Animal Control, d) City/County Health, and e) Fire Dept. No action was taken. Mayor Wayland presented the Budget Expenditures report~. It was moved by Alderman Ad~y seconded by AldermanTaylor to approve the Budget Expenditures.
